Innovations, externalities and the problem of economic progress

In modern industrial societies innovativeness is seen as a source of economic growth and welfare increases. Following this assessment economic research presently focusses almost exclusively on the question of how to elicit innovations. Yet innovative economic activities have always also meant losses, sometimes even hardship, to some members of society, and incalculable risks. The present paper tries to develop a more balanced picture by acknowledging these less pleasant implications. Whether, and under what conditions, the permissive regime which modern societies have adopted towards innovations can be justified is discussed within the framework of a contractarian approach.     

Physische Attraktivität und Wahlerfolg. Eine empirische Analyse am Beispiel der Wahlkreiskandidaten bei der Bundestagswahl 2002

Even if there is a vast body of literature on the attractiveness stereotype, little is known about the effects of the physical attractiveness of politicians. This holds true especially with regard to the relationship between physical attractiveness and electoral success. Taking the German Federal Election of 2002 as an example, the effect of the attractiveness of the candidates in the constituencies on their personal votes is analyzed. The attractiveness is judged by a group of raters on the basis of photographs used by the candidates for their self-representation. By means of multiple linear regression analysis it can be shown that the physical attractiveness of the candidates in the constituencies has a statistically significant and politically relevant impact on the share of votes they receive.     

Conceiling the cadaver in masonry and cement

Encasing with concrete and/or bricks are relatively rare forms of hiding or disposing of a body; criminologically, cases of this kind are often treated as "matters involving a missing person" at first. The article describes the circumstances and findings of 2 cases in which bodies were encased with concrete. Under the aspects of reconstruction it is of importance that bodies may be preserved quite well in concrete, which allows not only identification of the victim but also determination of the cause of death even after a prolonged post-mortem interval, the more so as occasionally tools used for committing the offense are also encased together with the body.     

Migration to and from East Germany: the latest studies

A review of the literature on migration affecting East Germany is presented. The focus is on recent studies on the period during and since reunification. The authors note that, although the overall trend since 1945 has been of large-scale out-migration, levels of in-migration from West Germany have increased since 1990.     

Rechtssicherheit und Einzelfallgerechtigkeit im Wirtschaftsprivatrecht

Das Wirtschaftsprivatrecht ist von professionellen und planenden Akteuren beherrscht, die zur Minimierung der Transaktionskosten auf die weitestm?gliche Vorhersehbarkeit und Durchsetzbarkeit der Rechtslage angewiesen sind. Das entspricht nicht dem Blickwinkel des Richters, der nach Einzelfallgerechtigkeit in einem Rechtsstreit zwischen zwei konkreten Parteien strebt, aber auch nicht der begleitenden Wissenschaftler, die schon aus Gründen der Profilierung im wissenschaftlichen Umfeld zu innovativen und nicht selten gesetzesfernen Konzepten neigen. Der folgende Beitrag pl?diert daher für einen judicial und academic self-restraint, der sich unter Berücksichtigung der überindividuellen Auswirkungen um eine ermessensund beweisarme Rechtsatzbildung bemüht. Umso mehr sollte sich auch der Gesetzgeber des Postulats der Rechtssicherheit im Sinne der Rechtsklarheit, -stabilit?t und -durchsetzbarkeit und vor allem auch im Sinne der Vorhersehbarkeit richterlicher Entscheidungen wieder st?rker bewusst werden.     

Communicating the Vision: How Face‐to‐Face Dialogue Facilitates Transformational Leadership

For public managers facing political and structural constraints, transformational leadership promises to meaningfully improve outcomes by communicating an inspiring vision of the organization. But this promise rests to a great degree on the communication skills and behaviors of the leader. A better understanding of how transformational leadership functions in organizations therefore requires a deeper application of theory from the field of communications. This article explores the question of what communication behaviors facilitate transformational leadership. A media richness framework is applied to propose that transformational leaders will be most effective when employing a face‐to‐face dialogue approach to communication. Using a multisource longitudinal research design, the authors find support for this proposition in an empirical test of 256 Danish tax units, lower and upper secondary schools, child care centers, and bank branches. The findings also show that size matters, with diminishing effectiveness of face‐to‐face dialogue in larger organizations.     

Does Perceived Societal Impact Moderate the Effect of Transformational Leadership on Value Congruence? Evidence from a Field Experiment

Transformational leadership, it is argued, aligns employees' values with those of their organization. Empirical research has found a positive relationship between transformational leadership and value congruence. Yet studies rely predominantly on cross‐sectional research designs that limit causal conclusions and have not uncovered the potential contextual conditions of this argument. This article argues that transformational leadership positively affects value congruence in public service organizations, but only when employees see that their jobs impact the well‐being of other people and society. To test the relationship between transformational leadership and value congruence and the moderating effect of perceived societal impact, the article combines a field experiment on 79 managers of public service organizations and a balanced survey panel of their 583 employees. Consistent with the expectation, results indicate heterogeneous treatment effects, implying that employees' perceived societal impact is important to consider when transformational leaders strive to align the values of individual employees and the organization.     

Between Autonomy and Interdependence: The Challenges of Shared Rule after the Scottish Referendum

Drawing on the distinction between self‐rule and shared rule in multilevel states, this article argues that shared rule has been the neglected element of the UK devolution settlement. The ability of the devolved administrations to participate in, and influence, national decision making through shared rule mechanisms is very limited. The article argues that the lack of shared rule is especially problematic in light of the increasing complexity of the Scottish devolution settlement in the wake of the Scotland Act 2012 and the Smith commission report. Smith, in particular, seems set to increase both the power of the Scottish Parliament and its dependence on UK policy decisions in the areas of tax, welfare and the economy. Creating a more robust intergovernmental system which could manage these new interdependencies will be a significant challenge, and yet, without such a system, the new settlement will be difficult to sustain.
