Negative elite and news media attention to Latino‐relevant issues, particularly undocumented immigration, has dramatically increased in recent years, potentially stigmatizing attributes of Latinos such as immigration status and language use. Concomitantly, immigration policy changes were leading to widespread arrests and deportation of many Latinos. Herein, we ask two questions: First, to what extent do Latinos perceive and experience discrimination? Second, to what extent do immigration status, generational status, and language use moderate beliefs about discrimination? Using Pew National Survey of Latinos data, we find that Latino beliefs about the problem of discrimination is a decreasing function of “proximity” to the “canonical immigrant”—defined here as first‐generation immigrants who are Spanish‐language dominant. Further, we demonstrate that reported rates of victimization due to discrimination exhibit no clear pattern and are flat over time. We conclude by demonstrating that discrimination beliefs have significant implications for systemic trust, anxiety, and policy preferences. 相似文献

Abstract From the late 1960s through the 1980s, Puerto Ricans developed a movement in California in support of Puerto Rico's political independence that allied itself with Anglos, African Americans, Chicanos and other Latinos. These alliances were strategic in extending the influence of the movement in solidarity with Puerto Rico's struggle beyond the relatively small and geographically dispersed Puerto Rican population in California. These implicit and explicit political alliances with other sectors led to an interesting ideological and cultural exchange between radical Puerto Rican organizations and these groups. These notes initiate an exploration of this period, through the oral histories of some of the participants in this movement. The focus of the initial exploration is on those who were in positions of leadership and influence in Northern and Southern California within the radical politics of the Puerto Rican Socialist Party—at the time, the main Puerto Rican socialist organization in Puerto Rico and the US. 相似文献

The article analyses the process of EU enlargement with reference to the progress that Bulgaria and Romania have made within it. It is argued that leaving them out of the wave of accession finalised in May 2004 for ten of the candidate states, has placed them in a situation of double exclusion. Firstly, their geographical belonging to the region of Southeast Europe has been rendered non-essential by their advanced position within the EU enlargement process. Secondly, their achievement in economic and political transition has been removed from the progress of the ten states, which joined the EU in May 2004 by delaying the time of their accession. As a result, any efforts in regional cooperation and integration between Bulgaria and Romania on one hand, and other Southeast European states on the other, have been effectively cancelled. The concept of proportionality has been central to the retributive revival in penal theory, and underlies desert theory's normative and practical commitment to limiting punishment. Theories of punishment combining desert‐based and consequentialist considerations also appeal to proportionality as a limiting condition. In this paper we argue that these claims are founded on an exaggerated idea of what proportionality can offer, and in particular fail properly to consider the institutional conditions needed to foster robust limits on the state's power to punish. The idea that appeals to proportionality as an abstract ideal can help to limit punishment is, we argue, a chimera: what has been thought of as proportionality is not a naturally existing relationship, but a product of political and social construction, cultural meaning‐making, and institution‐building. Drawing on evolutionary psychology and comparative political economy, we argue that philosophers and social scientists need to work together to understand how the appeal of the idea of proportionality can best be realised through substantive institutional frameworks under particular conditions. 相似文献
