We argue that direct democracy forms a specific context for NPM reform, with the voting population as a third agent beside legislature and executive constituting a considerable limit to the legislature's political steering capacity. In this context we expect that NPM will lead to a shift in political power between sovereign, legislature and administration. This article investigates the possibilities of outcome-based public management to ameliorate public action under these circumstances. The findings of the analysis of the NPM reform in the Swiss city of Bern indicate that problems of outcome-based public management are accentuated in a direct democratic system. The puzzling finding is that while the political players themselves see a shift in power between the electorate, legislature and executive, they are doing nothing to compensate this shift. 相似文献

This article presents improvements for the dimension of ‘Attraction to Public Policy‐making’ within the Public Service Motivation measurement scale. The literature concerning the theory behind this and a large number of empirical studies point out the shortcomings of this dimension with regard to both the contents and the methodology employed. This article deals in depth with the aspect of ‘Attraction to Public Policy‐making’ and, in contrast to the work carried out to date, tackles the open questions using a qualitative research strategy. The analysis of 21 partially structured interviews, which were conducted with administrative employees at the local government level, demonstrates that, while the empirical findings confirm the contents of the original dimension, the items selected for this in previous research are insufficient and can lead to measurement problems. This article suggests specific items for validation and improved measurement to be applied in future research. 相似文献

Why do some issues receive more interest from the public, while others do not? This paper develops a theoretical and empirical approach that explains the degree to which issues expand from the elite to the public. We examine how candidates in the 2014 European Parliament elections talked about EU issues, in comparison to other political issues. We rely on data collected from Twitter and use a combination of human coding and machine learning to analyse what facilitates interactions from the public. We find that most political actors did not try to engage with the public about EU issues, and lack of engagement results in less interactions from the general public. Our findings contribute to understanding why EU issues still play a secondary role in European politics, but at the same time highlight what low-cost communicational tools might be useful to overcome this expansion deficit. 相似文献

This article examines the relationship between red tape, Public Service Motivation (PSM) and a particular work outcome labelled ‘resigned satisfaction’. Using data from a national survey of over 3754 public servants working at the municipal level in Switzerland, this study shows the importance of looking more closely at the concept of work satisfaction and, furthermore, of thoroughly investigating the impact of the different PSM dimensions on work outcomes. Unsurprisingly, research findings show that red tape is the most important predictor of resignation. Nevertheless, when PSM dimensions are analysed separately, results demonstrate that ‘commitment to public interest/civic duty’ and, to a lesser extent, ‘attraction to policy‐making’ decrease resignation, whereas ‘compassion’ and ‘self‐sacrifice’ increase it. This study thus highlights some of the negative (or undesirable) effects of PSM that have not been previously addressed in PSM literature. 相似文献
