Beyond Punishment: The Penal State's Interventionist,Covert, and Negligent Modalities of Control

This article investigates the involvement of the penal state in the lives of criminalized people as a controlling force that takes multiple forms. We offer the concept of modalities of penal control and identify three such modalities in addition to expressive punishment: interventionist penal control is accomplished in extralegal ways; covert penal control is hidden from public view; and negligent penal control is characterized by the absence of action by state actors. This article illustrates empirical cases of each modality, using data from three distinct projects based in Chicago, southern Wisconsin, and nationwide. The data include observations of post‐prison groups and homes, interviews with criminalized people and nongovernmental organizational (NGO) staff, statutes, and regulations. This expanded understanding of penal state involvement extends beyond the understanding that characterizes discussions of mass incarceration and highlights the need for comprehensive reform.

Corresponding to the recent shifts on the significance of skills development in higher education, a peer mentoring scheme for international students by international students was integrated into the academic curriculum at Newcastle Law School. The aim of the scheme is to facilitate the development of skills and values of the appointed mentors that translate into the workplace and into life. This empirical article discusses, first, the place of skills today in institutions worldwide, and their influence in the globalised world of work and in the life of the graduates; second, the analysis of the relevant skills developed by mentors in their role as a mentor in the peer mentoring scheme; and third, how they transfer to the workplace.     

A Discourse Called China and the PRC’s Foreign Policy and Diplomacy

On the basis of the premise that China, besides being a powerful civilization and state, is also a powerful discourse, this essay will set forth, as a preliminary analytical step, a plausible definition of the ‘Chinese mind’ by describing certain essential characteristics that have been forged in China’s classical culture and thought. When placed in the more creative sphere of discourse construction, these essential characteristics become ideological compounds of the here theorized ‘discourse called China’, whose impact is weighed up as the focal analytical point in the discursive space of the PRC’s foreign policy and diplomacy.     

Job Satisfaction among Primary School Personnel in Madagascar

This article analyses the job satisfaction of primary school teachers in Madagascar. Based on the estimation of multilevel models, low wages and problems getting paid, job insecurity, lack of in-service training, high pupil-teacher ratios, and lack of basic infrastructure and teaching materials are identified as the main reasons for dissatisfaction. Principals’ control of teachers’ activities also adversely affects satisfaction, suggesting that, in Malagasy schools, neither school directors nor teachers have succeeded in adopting organisational cultures based on cooperation among their members. These results are likely to stimulate debates on educational policy, both in Madagascar and in many other developing countries.     

Assessing the historical turn in IR: an anatomy of second wave historical sociology

This article reassesses what is at stake in the historical turn in international relations (IR) and the attendant debate between the Second Wave of neo-Weberian historical sociology (WHS) and Political Marxism (PM). Firstly, it endeavours to recast what is at stake in the ‘historical turn’ in IR: the critique of reification and chronocentrism. Secondly, it examines WHS's argument against reductionism in the light of Weber's own work. We show how the Weberian dualism between the politics and the economics inhibits its capacity to complete its project of historicizing IR. Finally, it explains why recent Weberian's defence of multicausalism creates even more obstacles on the road towards an ontologically consistent historical turn.     

Transplantation of organs and tissues and some reflections on the "solidarity" of the human cadaver in Portugal

The article presents the legal situation of transplantation medicine in Portugal and presents some interesting statistical data. The author defends the opting-out system and presents an argument in favour of such solution, taking into account the mandatory nature of forensic autopsies.
