Despite well-documented need, little is known about the HIV prevention services provided to adults with serious mental illness in the public mental health system. This study examined the types, frequency, and client-level correlates of HIV prevention services provided to a representative sample of clients in five public mental health care programs. Although results indicate that HIV prevention care is infrequent, clients identified as being at higher risk for HIV infection reported receiving prevention interventions more frequently. However, both the clients' gender and the service setting influenced the types and frequency of services that clients received.  相似文献

Risk-need assessment is widely accepted as best practice with juvenile offenders and is underpinned by a healthy research literature on risk assessment inventories. Previous studies have found both similarities and differences on risk measures when gender and racial/ethnic subgroups have been compared. Differential validity has been examined, but differential prediction has been overlooked. The current study undertook gender and ethnic comparisons for a large sample (n = 3568) of community-based juvenile offenders who were evaluated using the Australian Adaptation of the Youth Level of Service/Case Management Inventory (YLS/CMI-AA). Analyses showed various gender and ethnic differences at the item level, across domain scores and on the total inventory score, but not for validity indices. However, 1-year reoffending rates for youth in three classification categories (low, moderate, high) varied by gender and ethnicity. The findings were related to contemporary understandings of the risk factors for offending and the dynamics of crime for gender/ethnic subgroups. It is argued that in spite of these subgroup differences, a generic inventory such as the YLS/CMI-AA can be used fairly with various subgroups. The aim of the study was to investigate the process of desistance from sexual crime by comparing two groups of child molesters: One group was deemed to be desisting, while men in the other group were deemed as being still potentially active offenders. Men in the desisting group reported being optimistic for the future, reported an enhanced sense of personal agency and a more internalized locus of control, and identified treatment as being a turning point in their lives. In comparison, men in the active group were found to be more pessimistic and were more likely to blame external events, or situations, for their problems. One of the most striking findings of the research was that the desisting group had found a place within a social group or network, unlike the still potentially active offenders who all described a life of social isolation and alienation.  相似文献

Objectives

Prior research indicates that public assessments of the manner in which the police exercise their authority are a key antecedent of judgments about the legitimacy of the police. In this study, the importance of context in influencing people’s assessment of police wrongdoing is examined.

Methods

A randomized factorial experiment was used to test how respondents perceive and evaluate police–citizens interactions along a range of types of situations and encounters. 1,361 subjects were surveyed on factors hypothesized to be salient influences on how citizens perceive and evaluate citizen interactions with police. Subjects viewed videos of actual police–citizen encounters and were asked for their evaluations of these observed encounters. Contextual primes were used to focus subjects on particular aspects of the context within which the encounter occurs.

Results

Structural equation models revealed that social contextual framing factors, such as the climate of police–community relations and the legality of the stop that led to the encounter, influence citizen appraisals of police behavior with effects comparable in size to and even larger than demographic variables such as education, race, and income.

Conclusions

These results suggest that the understandings and perceptions that people bring to a situation are important determinants of their assessment of police fairness. The police can positively influence citizen interpretations of police actions by striving to create a climate of positive police–community relationships in cities.  相似文献

Objectives

The relatively weak quasi-experimental evaluation design of the original Boston Operation Ceasefire left some uncertainty about the size of the program’s effect on Boston gang violence in the 1990s and did not provide any direct evidence that Boston gangs subjected to the Ceasefire intervention actually changed their offending behaviors. Given the policy influence of the Boston Ceasefire experience, a closer examination of the intervention’s direct effects on street gang violence is needed.

Methods

A more rigorous quasi-experimental evaluation of a reconstituted Boston Ceasefire program used propensity score matching techniques to develop matched treatment gangs and comparison gangs. Growth-curve regression models were then used to estimate the impact of Ceasefire on gun violence trends for the treatment gangs relative to comparisons gangs.

Results

This quasi-experimental evaluation revealed that total shootings involving Boston gangs subjected to the Operation Ceasefire treatment were reduced by a statistically-significant 31 % when compared to total shootings involving matched comparison Boston gangs. Supplementary analyses found that the timing of gun violence reductions for treatment gangs followed the application of the Ceasefire treatment.

Conclusions

This evaluation provides some much needed evidence on street gang behavioral change that was lacking in the original Ceasefire evaluation. A growing body of scientific evidence suggests that jurisdictions should adopt focused deterrence strategies to control street gang violence problems.  相似文献

Amidst calls for more scrutiny of the failure of infrastructure public–private partnerships (PPPs), uncertainty about how we can measure failure remains, and little systematic evidence illuminates its likelihood. Our mixed‐methods design explores the notion of failure and identifies the conditions under which it happens. The first phase of our research employs documentary analysis and semistructured expert interviews, and identifies project cancellation as capturing the most severe occurrences of failure. A second phase statistically analyzes a unique World Bank data set capturing the provisions of over 4,000 infrastructure PPPs launched between 1990 and 2015 in 89 countries. We find robust evidence supporting the theoretical claim that PPPs are less likely to be canceled in countries with more veto points among their political institutions to restrain politicians from intervening in policy implementation. Cancellation is a rare, but valid indicator of failure, and the importance of veto players clarifies how political risk operates in this context.  相似文献

Concerns over the unethical conduct of leaders and public officials have led to the renaissance of interest in public service ethics and values. Although national and organizational systems and structures have been instituted to either eradicate or ameliorate unethical behaviours in the public service of countries, the practice still persists with devastating consequences. As one way forward, spirituality has been touted as having the potential of stimulating the moral thoughts of individuals who are dealing with ethical issues, thereby reducing unethical behaviour and generating positive organizational behaviour. Drawing from the perspectives of developing and transitional countries, this special issue empirically examines the extent to which ethics, values and spirituality can reduce unethical behaviours.  相似文献
