What political factors drive fiscal behavior in Latin America’s persidential democracies? This work seeks to identify the political determinants of the level of public spending and the primary balance of ten democratic regimes in Latin America between 1980 and 1998. We consider, besides the influence of traditional variables such as the government’s ideological orientation and electoral cycle, the impact of other institutional and political aspects, such as the legislative strength of the president, ministerial stability, and the degree of centralization of budget institutions. Methodologically, the work is based on a pooled cross-section-time-series data analysis of 132 observations. Our main findings are that presidents supported by a strong party and leading a stable team of ministers—and ones more to the right on the political spectrum—had a negative impact on public spending and a positive effect on fiscal balance, and that the electoral cycle deteriorates the latter. 相似文献

In most Western countries there has been an increasing demand for new and different types of audit, evaluation and reporting systems that reveal the output of public sector organizations ( Pollitt and Bouckaert 2000 ). Quality assessments have had a profound impact on the funding of university research, most visibly in the UK. However, the relationship between qualitative and quantitative indicators of research performance has been an ongoing source of debate ( Bence and Oppenheim 2004 ). By exploring four different types of accountability relations, this paper investigates different stakeholders' perceptions of whether or not performance funding increases accountability and transparency, and poses the following questions: Does performance funding result in high accountability and high transparency? Does high accountability imply high transparency? Does high transparency lead to low accountability? Three main empirical sources have been utilized: a comprehensive survey of faculty at Norwegian higher education institutions, a stakeholder survey, and data from case studies of four universities. 相似文献

Few studies have assessed the use of the frontal sinus cavities for sex differentiation. In this study, a new methodology was used to assess the reliability of CBCT images of the frontal sinus cavity for determining sex based on the sexual dimorphism found in this anatomical structure. The survey sample consisted of 130 scans that were reconstructed three‐dimensionally. 3D images of the cavity volume in the frontal, lateral, and basal views were exported in TIFF. The following variables were measured in a second program: area, perimeter, bounding rectangle, ellipse fit, circularity, aspect ratio, roundness, solidity, and Feret's diameter. The methodology demonstrated the existence of sexual dimorphism with an accuracy of 80.0% in the logistic regression model. The basal view had the greatest explanatory power in the final model. This methodology may be used as an alternative way of determining a reliable biological profile during the analysis of skeletal remains. 相似文献

Forgiveness is a key concept in many governance and responsive regulation issues. The notion of intergroup forgiveness was examined among people from four countries: Angola, Guinea‐Bissau, Mozambique, and East Timor. Nine hundred and eighty‐five adults who had suffered from the many conflicts in their areas, either personally or through injuries inflicted on members of their family, agreed to participate in a study that was specifically about seeking intergroup forgiveness. In all four countries, most participants of the study agreed with the ideas that (i) seeking intergroup forgiveness makes sense; (ii) the seeking process must be a popular, democratic, and public process, not a secret elite negotiation; (iii) the process must be initiated and conducted by people in charge politically, not by dissident factions; and (iv) the process is aimed at reconciliation, not at humiliating the group requesting forgiveness. Differences between the four countries were found regarding the extent to which (i) international organizations may be involved in the process; (ii) the demand must include the former perpetrators; and (iii) emotions and material compensation are ingredients in the process. 相似文献

The stable carbon and nitrogen isotopic ratios were measured in marijuana samples (Cannabis sativa L.) seized by the law enforcement officers in the three Brazilian production sites: Pernambuco and Bahia (the country's Northeast known as Marijuana Polygon), Pará (North or Amazon region) and Mato Grosso do Sul (Midwest). These regions are regarded as different with respect to climate and water availability, factors which impact upon the isotope fractionations of these elements within plants. It was possible to differentiate samples from the dry regions (Marijuana Polygon) from those from Mato Grosso do Sul and Pará, that present heavier rainfall. The results were in agreement with the climatic conditions of the suspected regions of origin and this demonstrates that seized samples can be used to identify the isotopic signatures of marijuana from the main producing regions in Brazil. 相似文献

What Determines Foreign Policy in Latin America? Systemic versus Domestic Factors in Argentina,Brazil, and Mexico, 1946–2008 下载免费PDF全文
Is it domestic politics or the international system that more decisively influences foreign policy? This article focuses on Latin America's three largest powers to identify patterns and compare outcomes in their relations with the regional hegemon, the United States. Through a statistical analysis of voting behavior in the UN General Assembly, we examine systemic variables (both realist and liberal) and domestic variables (institutional, ideological, and bureaucratic) to determine their relative weights between 1946 and 2008. The study includes 4,900 votes, the tabulation of 1,500 ministers according to their ideological persuasion, all annual trade entries, and an assessment of the political strength of presidents, cabinets, and parties per year. The findings show that while Argentina's voting behavior has been determined mostly by domestic factors and Mexico's by realist systemic ones, Brazil's has a more complex blend of determinants, but also with a prevalence of realist systemic variables. 相似文献

In this paper, we provide an overview of the influence of Tullock’s work on rent-seeking in the area of economics education. After summarizing the basic rent-seeking model in both a domestic and international context, we conduct an analysis of undergraduate and graduate textbooks in public economics. We find a majority of undergraduate texts cover rent-seeking in depth, but two texts provide zero coverage. No graduate textbook surveyed mentions rent-seeking. We conclude by summarizing the economic education literature on rent-seeking, which can be divided into either classroom experiments or popular culture examples.

The article analyzes how focusing events affect the public and political agenda and translate into policy change. Empirically, the study focuses on the policy changes initiated by paedophile Marc Dutroux's arrest in 1996 in Belgium. Theoretically, the article tests whether Baumgartner and Jones's (1993 ) U.S. punctuated equilibrium approach applies to a most different system case, Belgium being a consociational democracy and a partitocracy. Their approach turns out to be useful to explain this “critical case”: Policy change happens when “policy images” and “policy venues” shift. Yet, the Dutroux case shows also that political parties, as key actors in the Belgian policy process, should be integrated more explicitly in the punctuated equilibrium theory. Finally, the article argues that the quantitative analysis of longitudinal data sets on several agendas should be supplemented with qualitative case study evidence (e.g., interviews with key decision makers) to unravel the complex case of issue attention and policy change. 相似文献
