The commonwealth government's natural disaster relief policyover the period of 19701971 to 19771978 requiredeach state to undertake a particular "base" expenditure on naturaldisaster relief before Commonwealth assistance was payable.This article examines the impact of this policy on "horizontalimbalance" between the states, an imbalance which arises becauseof differences in fiscal capacity and/or differences in thecost of providing public services between the states. It isconcluded that the policy exacerbated rather than counteractedthis particular imbalance. A set of "base" expenditure requirementswhich takes this imbalance into account is then calculated.

While researchers have provided evidence that recent stressors in adulthood and single traumatic events in childhood predict psychological disorder, few have examined the cumulative impact of childhood adversity on later well-being. Using a sample of 649 college students from New England, this research examines whether cumulative trauma in childhood and adolescence is related to depressive symptoms in young adults, and explores the mediating factors that operate in this association. Results indicate clear differences in cumulative trauma by sociodemographic characteristics, with males, nonwhites, and those with less than college-educated parents, reporting significantly greater levels of adversity. We also find that higher trauma is associated with both early onset of depressive disorder and later depressive symptoms. Path analyses reveal that, while some of the association between childhood adversity and depression in young adults is direct, most is explained by the mediating effects of later stress, low self-esteem, and early onset of disorder. 相似文献

Evaluations of research quality in universities are now widely used in the advanced economies. The UK's Research Assessment Exercise (RAE) is the most highly developed of these research evaluations. This article uses the results from the 2001 RAE in political science to assess the utility of citations as a measure of outcome, relative to other possible indicators. The data come from the 4,400 submissions to the RAE political science panel. The 28,128 citations analysed relate not only to journal articles, but to all submitted publications – including authored and edited books and book chapters. The results show that citations are the most important predictor of the RAE outcome, followed by whether or not a department had a representative on the RAE panel. The results highlight the need to develop robust quantitative indicators to evaluate research quality which would obviate the need for a peer evaluation based on a large committee. Bibliometrics should form the main component of such a portfolio of quantitative indicators. 相似文献
With growth in foreign investment and in the number of companies investing in foreign countries, the application of general principles of public international law has not been deemed adequate to regulate foreign investment and there is, as yet, no comprehensive international treaty on the regulation of foreign investment. Consequently, states have resorted to bilateral investment treaties (BITs), regional trade and international investment agreements (IIAs) and free trade agreements to supplement and complement the regime of protection for foreign investors. In the absence of an international investment court, states hosting foreign investment or investor states have opted for investor-state dispute settlement mechanism (ISDS). This mechanism has brought about its own challenges to the international law of foreign investment due to inconsistency in the application and interpretation of the key principles of international investment law by such arbitration tribunals, and further, there is no appellate mechanism to bring about some cohesion and consistency in jurisprudence. Therefore, there are various proposals mooted by scholars to address these challenges and they range from tweaks to BITs and IIAs, the creation of an appellate mechanism and the negotiation of a multilateral treaty to proposals for reform of ISDS only. After assessing the merits and demerits of such proposals, this study goes further, arguing for the creation of a World Investment Organisation with a standing mechanism for settlement of investment disputes in order to ensure legal certainty, predictability and the promotion of the flow of foreign investment in a sustainable and responsible manner.
Traditionally, the manner of death in most hospital autopsy cases is natural, in which death is due to the natural course of disease or reasonably anticipated outcomes of medical interventions. Some cases fall into a potential gray zone between natural and accident, including rare or unanticipated outcomes of medical interventions. We present a case of a patient postcoronary artery bypass graft. Autopsy revealed the proximal anastomosis of the aorta‐to‐first‐diagonal‐coronary‐artery‐to‐second‐obtuse‐marginal‐artery graft was detached from the aorta. A broken suture was present at the disconnected anastomosis, with intact knots but was broken along its length. In‐hospital mortality rates of CABG range from 1% to 3%, with several autopsy studies identifying surgical complications as the cause of death in one‐third of perioperative deaths. No publications were found that described suture rupture as directly relating to the cause of death. This case report describes a previously unreported complication of coronary artery bypass grafting. 相似文献
