Lethal head injury due to tear-gas cartridge gunshots

We report a fatal head injury caused by a tear-gas cartridge and point out the underestimated potential injury of this type of weapon. Gas pressure wounds and the death mechanisms are also described. A review of the literature and forensic considerations of head injury without projectile are presented.     

The practice of burden sharing in European crisis management operations

ABSTRACT

If a European organisation decides to deploy a military force in Mali or a police mission in Afghanistan, member states probably believe that collective security is a public good that benefits them all. But who will lead the mission? Who will staff it? Who will pay for it? Who will risk casualties? While rational-choice theorists expect little burden sharing, constructivists expect a great deal more insofar as normative pressures are brought to bear on governments. The problem is that it is hard to find countries that systematically eschew their responsibilities or, contrariwise, systematically contribute their fair share out of a sense of moral obligation. In this article, we analyse burden sharing as an anchoring practice, shedding light on the social logic of burden sharing rather than abstract interests or norms. Established after the end of the Second World War, the field of European security has given birth to a “community of security practice” around the more or less routine task of determining national contributions to crisis management operations. Based on interviews with practitioners from the UK, France, Germany, Norway and Ireland, we analyse the impact of intersubjectivity, power and strategic culture on the practice of burden sharing.     

Zwischen Ökonomie und Politik. Zur diskursiven Konstruktion des Begriffs „Sozialmodell“ im Sarkozy-Wahlkampf 2005–2007

In “general economic-political discourses”, actors from the spheres of politics, economics and mass media struggle over the valid perception of the relations between the economy, politics, and society as a whole. The discourse on the “modèle sociale français“ provides a case in point: A concept that had been associated for many years with the economic success of the fifth republic, but in the 2000s became a central element of a crisis-rhetoric that helped to pave the way for the reform agenda of Nicolas Sarkozy. Building on this example, the article analyzes how economic-political discourses are established and transformed. On the one side, it reflects upon the importance of discourse research for economic sociology in general; on the other, it shows how general economic-political discourses help to legitimize certain positions in public debates, and how they depict specific scientific problems as relevant for society. Mediators of public and scientific debates benefit from this, just as political and economic actors do as they generate public approval for their corresponding reform-agendas.     

Automated processing of forensic casework samples using robotic workstations equipped with nondisposable tips: contamination prevention

An automated process has been developed for the analysis of forensic casework samples using TECAN Genesis RSP 150/8 or Freedom EVO liquid handling workstations equipped exclusively with nondisposable tips. Robot tip cleaning routines have been incorporated strategically within the DNA extraction process as well as at the end of each session. Alternative options were examined for cleaning the tips and different strategies were employed to verify cross-contamination. A 2% sodium hypochlorite wash (1/5th dilution of the 10.8% commercial bleach stock) proved to be the best overall approach for preventing cross-contamination of samples processed using our automated protocol. The bleach wash steps do not adversely impact the short tandem repeat (STR) profiles developed from DNA extracted robotically and allow for major cost savings through the implementation of fixed tips. We have demonstrated that robotic workstations equipped with fixed pipette tips can be used with confidence with properly designed tip washing routines to process casework samples using an adapted magnetic bead extraction protocol.     

Thiodicarb and methomyl tissue distribution in a fatal multiple compounds poisoning

Abstract:  Thiodicarb is a nonsystemic carbamate insecticide whose acetylcholinesterase activity is related to its main methomyl degradation product. A 40-year-old woman was found dead in her car. Empty packages of medicines and an open bottle of Larvin^® containing thiodicarb were found near her body. No signs of violence nor traumatic injuries were noticed upon autopsy, and police investigations strongly suggested a suicide. Systematic toxicological analysis performed on postmortem specimens revealed the presence of various sedatives, hypnotics, and antipsychotic drugs in blood, urine, and gastric content. Some of the compounds identified were determined at blood concentrations well above the known therapeutic concentrations: zolpidem (2.87 mg/L), bromazepam (2.39 mg/L), nordazepam (4.21 mg/L), and levopremazine (0.64 mg/L). Specific analysis of thiodicarb and of its methomyl metabolite was then performed on all fluids and tissues collected during autopsy by liquid chromatography ion trap tandem mass spectrometry (LC-MS-MS). The anticholinesterase capacity of blood, urine, and gastric content collected at autopsy was 83%, 82%, and 32%, respectively (normal value: 0%). The presence of thiodicarb in the bottle found near the body corroborates the hypothesis of an intake of that compound. Although thiodicarb was only detected in gastric content (24.3 mg/L), its methomyl metabolite was quantified in most postmortem tissues and fluids: gastric content (19.9 mg/L), peripheral blood (0.7 mg/L), urine (8.5 mg/L), bile (2.7 mg/L), liver (0.7 mg/kg), kidney (1.7 mg/kg), lung (1.5 mg/kg), brain (9.3 mg/kg), and heart (3.6 mg/kg).

Private Law and Housing Justice in Europe

This article explores the different meanings of the right to housing in Europe in public and private relations with housing providers. In light of the fundamental right to housing's meaning in the case law of the European Court of Human Rights and the Court of Justice of the European Union, we offer a new reading of the CJEU judgments that have hitherto been heralded as extending the social dimension of EU (private) law. We submit that the emphasis on economic and procedural rights risks further ‘economisation’ of housing relations in Europe. While the possibilities to grant direct horizontal effect to the right to housing in EU law currently offer limited potential to counter this trend, private law provides part of the framework for a further balancing of social and economic elements in housing cases. Accordingly, we call for a debate on the specific aspects of horizontal relationships in the complex system of housing justice.
