This article reports original research which built on conceptual issues previously identified by the authors. A survey of national parliaments sought information on orientation and induction programmes offered to first term members and on members' perceptions of those programmes. An overview of findings is presented and significant issues identified. Most programmes provided passive development through information and a handbook rather than active skill development. Few used training processes and techniques that were based on contemporary adult learning principles. There were sharp divisions over training and development in dealing with ethical issues. The findings suggest considerable potential for the further development of programmes and for sharing information about programmes in order to assist capacity building for parliamentarians and thereby enhance the performance of parliaments and individual members.  相似文献

Online primary parliamentary sources can be of great value in teaching Parliament-related courses and a valuable means of promoting the development of students' research and analytical skills; particularly taking into account the research habits of the modern student population. Through a series of focus groups with politics students and a national survey of politics lecturers, the perceptions and current use of the UK Parliament website in teaching are analysed. It was found that a considerable number of lecturers are making use of the website for teaching purposes, though this is usually at a very basic and often superficial level. Barriers to the use of parliamentary resources include a lack of awareness of the types and variety of parliamentary material, difficulties in finding appropriate material on the Parliament website and a lack of understanding on the part of lecturers as to how to use this material effectively in lectures and seminars.  相似文献

Barely studied, the Portuguese parliament is a young institution which has undergone numerous and deep changes in its first 20 years of democratic existence. This article looks into those changes during a fundamental period of Portuguese political life: from 1983 to 1995, after the so‐called transition to democracy, in the years that Portugal became a member of the European Union and in the period that saw the occurrence (and repetition) of an absolute majority. To understand the changes in parliament's role, a case study has been chosen: the consideration of the budget bill. This article is based on three main aspects: procedural rules, debate styles and votes. The analysis of the budget discussions shows how the Portuguese parliament has undergone a strong rationalisation process, as well as a change in the role of parliamentarians; from a loss of decisional power, the parliamentarians found new ways of exercising influence in Portuguese politics. The votes on the budget bill and its amendments are an excellent indicator of the role of parliament in policy making, showing a very strong institution in the years preceding the absolute majority. Simultaneously, the votes are also revealing of the determinant position, during the IVth legislature, of the short‐lived Renewal Democratic Party (PRD). Finally, this article looks at data showing the existence of stronger links between Portuguese MPs and their constituencies than is generally expected.  相似文献

The aim of the present study was to analyze the role of psychopathic traits in female juvenile delinquency. Using a sample of 236 young females from the Juvenile Detention Centers of the Portuguese Ministry of Justice and schools in the Lisbon area, a group of female youths with high psychopathic traits (n = 118; M = 15.84 years of age; range = 14–18 years of age) and a group of female youths with low psychopathic traits (n = 118; M = 15.77 years of age; range = 14–18 years of age) were formed based on the Portuguese version of the Antisocial Process Screening Device-Self-report (APSD-SR). The results showed that young females with high psychopathic traits start engaging in criminal activities and come into contact with the justice system earlier in life; exhibit higher levels of behavioral problems, conduct disorder, delinquent behaviors and serious criminality; and demonstrate lower levels of self-esteem and pro-social behavior. The importance of some variables in predicting group membership (high versus low psychopathic traits) was established through a binary logistic regression. Our findings reinforce the importance of the psychopathy construct for the early identification of potentially high-risk female youths and for the assessment of female youths who have already come into contact with the judicial system.  相似文献

This article provides general and specific insights into Brazil's developing interest group system. In doing so, it presents a theoretical foundation for understanding this group activity, past and present. The general insights of the role of interest groups under limited political participation and authoritarian regimes down to the 1980s plus the period of democracy since then, provide background for the specific insights of the article. The specifics focus on three aspects of Brazil's contemporary interest group activity: (1) utilization of a neo-institutional analytical approach for understanding the interest group environment; (2) an analysis of the types of lobbying activity that takes place in Brazil today, including a case study; and (3) an assessment of the level of development of the group system by placing it in a comparative perspective with both advanced liberal democracies and other Latin American countries. The findings show that Brazil is, indeed, taking on many of the characteristics of a developed interest group system; but its past, its political culture, its political economy, and, paradoxically, its new-found status as an international power, work to present several challenges to its group system and thus to a full democratization of the country. In the last three decades, legal delegation of monetary policy to independent central banks (CBI) has achieved the status of a global norm of good governance. The recent backlash against this independence is an important but understudied trend. Our article analyzes the potential for delegation reversals with a focus on Latin America where CBI was effective in maintaining price stability, but placed important policy constraints on governments. We theorize that, in the shadow of the global norm for CBI, the increasing distance in preferences between the government and the central bank, and the procedural hurdles to change the status quo, explain the intensity of challenges to the delegation contract or the delegated agent. An analysis of the frequency of irregular central bank leadership replacements, and instances of politicization and de-delegation show the plausibility of our argument. We also show that, in Latin America, reforms de-delegating monetary policy have been small, balancing the needs that justified delegation in the first place, but rolling back the most stringent constraints placed on financing the government.  相似文献
