NATO expansion to Northern Europe

Finland and Sweden have been in the forefront of bilateral aid efforts to the neighbouring Baltic States (Estonia, Latvia and Lithuania) especially in the promotion of economic and regional integration. Although Finland and Sweden have refused to contemplate NATO membership themselves, their neighbours are all seeking to enhance their security through NATO membership. It is unlikely that the Baltic States will become part of the Alliance in the short‐term, but new forms of military co‐operation between NATO and its former adversaries are taking place. With the regional security situation in greater flux than at any time during the post‐World War II period, Finland and Sweden are thus being asked to reevaluate their traditional policies of neutrality and non‐alignment. This article seeks to show some of the contemporary security problems facing Finland and Sweden and the range of policies which both Finland and Sweden can pursue.     

A Comparison of Chemical Enhancements for the Detection of Latent Blood,,

Luminol, Bluestar^®, and Hemascein^® were tested to compare detection sensitivities to latent blood. Untreated, EDTA‐treated human blood, and a catalytically similar blood substitute were diluted (neat to 1:1,000,000) and pipetted onto a variety of substrates. Luminol and Bluestar^® performed similarly on all surfaces and fabrics. Hemascein^® yielded poor results on wood surfaces, but performed well in the detection of latent blood on fabrics. Results from untreated, EDTA‐treated, and synthetic blood results indicate that EDTA‐treated blood is similar or slightly less sensitive than untreated blood at all dilutions and on all substrates, and the synthetic blood is less sensitive than real blood, but consistent in detection threshold and thus is useful as a training aid. Additionally, some foods and household chemicals that have previously been shown to cross‐react were tested with Bluestar^®, Hemascein^®, and luminol. Hemascein^® cross‐reacted with many substances, while both luminol reagents were more discriminating.     

Secrecy and the making of CFSP

Abstract

How can we understand the role of secrecy in the making of the European Union’s Common Foreign and Security Policy (CFSP)? This article analyses the nature of secrecy and questions some of the main assumptions surrounding the concept. In this respect, it argues that secrecy may be of functional necessity for policy-makers and actually compatible with good governance. Moreover, we must not put too much stock in transparency alone in that the relationship between secrecy and transparency is not zero-sum ? historically, transparency has sometimes been an instrument of control and domination. The article considers the case of the Common Security and Defence Policy (CSDP) to shed light on what kind of secrecy exists in the foreign policy area, and argues that this is mainly a combination of functional and compound secrecy.
