South Africa's ruling party is well known as an organisation that supports the ideal of non-racialism. However, the extent to which the African National Congress (ANC) has defined and instrumentalised the concept of non-racialism is contested. This article looks at the history of non-racialism in the party and more recent interpretations by ANC leadership, before examining how non-racialism is understood, 19 years into democracy, by members of the party. Based on interviews with over 45 ANC branch members, the article describes how members, broadly speaking, have deep-seated concerns with non-racialism in the ANC and in society more generally. There is recognition from ANC branch members that race relations have significantly improved since the ANC moved into government; however, they feel not enough change has taken place and that racial tensions are impeding social cohesion and concomitant growth and progress in the country. There is division among members in regards to the efficacy and impact of the party's racially based policies such as affirmative action as well as the manner in which race potentially influences leadership opportunities within the party. Furthermore, the article shows that there is lack of definition and direction on the part of the ANC in regards to the instrumentalisation of non-racialism, and this deficiency has negative consequences for racial cohesion in the party. The article concludes by discussing how investigations into party branches through the lens of non-racialism, highlights more deep-seated concerns about local-level party democracy and a party fractured at the grassroots.  相似文献

The Special Court for Sierra Leone, a hybrid criminal tribunalestablished to try persons accused of serious crimes duringthe conflict in Sierra Leone, has recently commenced its judicialoperations. Several of the preliminary issues raised by variousdefendants have required the Court to examine the validity ofthe amnesty granted to combatants by the Lomé Peace Agreementand the amnesty's impact upon the Court's jurisdiction to trythe defendants. This paper seeks to evaluate the concept of mainstreaming against a range of feminist critiques of laws and legal systems and to examine the case for the pursuit of feminist politics through mainstreaming strategies. It begins, in section two, by identifying theme sin existing mainstreaming literature, and then in section three considers the potential of mainstreaming to tackle the causes o fine quality. In particular it questions whether mainstreaming can address the patriarchal nature of laws and legal systems and the essentialising tendencies of law, and whether mainstreaming can effectively tackle market-driven inequality. A final section considers the conditions under which feminists might consider engagement with mainstreaming and the limits of such strategies.  相似文献

This article analyses the impact of EU–Russian relations on Turkey's role as a corridor for the transit of energy supplies to Europe. While the European Union (EU) has inherent leverage in its collective purchase of most Russian gas exports, market power has shifted in Russia's favour. Russian efforts to build new pipelines and widen downstream access have stimulated EU interest in diversifying energy imports and transit routes. In this sense, the EU has recognised Turkey's potential value as a secure and independent route for importing non-Russian energy supplies, which may in turn have an impact on Turkey's EU accession process.  相似文献

Ten years after the 1994 Rwandan genocide occurred, seriousquestions remain about the circumstances of the British government'sresponse. This article critically evaluates the response ofJohn Major's government to the genocide. It does so in fourstages. The first section provides a brief overview of the Majorgovernment's international agenda in 1994, focusing on Britishpolicy towards the war in Bosnia and the African continent ingeneral. The second section deals with the substance of Britain'sRwanda policy, while the third discusses the ways in which thispolicy has been almost totally omitted from mainstream accountsof this period. The final section provides a critical evaluationof some of the tactics that British officials employed to avertcriticism of their government's policies. Based on the evidencepresented we conclude that the British government displayeda deeply troubling indifference towards the victims of Rwanda'sgenocide.  相似文献
