A great deal of constructivist international relations research on norms focuses on the diffusion of liberal human rights values. In contrast, this article analyzes how critics seek to undermine human rights principles in contexts where human rights norms are increasingly hegemonic. It argues that when norm challengers are frustrated by the institutionalization of human rights, they engage in transnational strategies to pursue their agendas. In norm proxy war, actors patronize surrogates in locales where norms are weak in the hope that victories abroad will reverberate internationally and at home. This dynamic is illustrated by American evangelical sponsorship of political homophobia in Uganda, culminating in that country’s draconian anti-LGBT legislation. When norms are resisted through outsourcing, actors contract out human rights violations in an effort to erode norms through practice, as evidenced by patterns of extraterritorial detention and extraordinary rendition to torture in the post-9/11 “Global War on Terror.” Identifying these patterns broadens understanding of potential pathways of norm contestation. 相似文献

The decision rules individuals use to judge wrongdoing committed inside corporations and other hierarchical organizations are not well understood. We explore this issue by asking random samples of individuals in Moscow, Tokyo, and Washington, D. C., to respond to four short vignettes describing acts of wrongdoing by people in corporations. The vignettes are experiments that manipulate the actor's mental state, the actor's position in the organization, and whether the actor's decision was influenced by others in the organization. We examine (1) the distribution of responsibility among people in the organization, (2) how individual responsibility affects the attribution of responsibility to the organization itself, and (3) cross-national differences in attributions. We find that both what the actors did (their deeds) and the position they occupied (their roles) significantly influence the responsibility attributed to them. The responsibility attributed to the organizations themselves is a function of the responsibility attributed to the actors inside the organization, but not a function of the independent variables in the experiments. Cross-national differences emerge with respect to the responsibility assigned both to individuals and to the organizations themselves. The paper examines individual-level data from the first six waves of the British Household Panel Survey, 1991–96. The analysis shows that changes in party support in this period were significantly affected by two sets of factors that have traditionally been regarded as important sources of changes in voters' political preferences: ideology and personal economic experiences. Ideological change is demonstrated to have much stronger direct effects on party preference than economic factors. However, both objective economic conditions and subjective economic perceptions are shown to have significant effects on ideological change itself, implying that economic factors also exert important indirect effects on voters' partisan preferences. These individual-level findings provide important corroboration for the results of aggregate-level studies, which have consistently found that economic factors—and in particular economic perceptions—play a major role in determining patterns of partisan support. 相似文献

In 1971, Senator Edward Kennedy co-sponsored a resolution in Congress calling for the withdrawal of British troops from Northern Ireland. The House of Representatives Sub-Committee on Europe held hearings on this resolution in February 1972 in the immediate aftermath of the deaths in Londonderry of “Bloody Sunday.” These hearings represented the first time that several high profile American political figures had spoken out on the developing conflict in Northern Ireland and, whilst the hearings did not lead to a significant change in American policy towards the conflict, the threat of further ones persisted from the Richard Nixon to the Ronald Reagan administrations. This analysis examines the impact of the 1972 Congressional hearings and the threat posed by the possibility of future ones in the wider context of United States policy towards the Northern Ireland conflict until 1981. 相似文献

Both women attempted to maintain a separation between the suffrage movement and the sexualized realm of the female body, which was subject to state intrusion during the debates over the Contagious Diseases Acts and again during the force-feeding of imprisoned suffragettes some forty years later. Contemporary music is a category of cultural capital that is employed by symphonies and opera especially inefficiently. Considering its quantity, presumed relevance to social needs, and programming, this is surprising. The authors present a model of the programming decision for an ensemble that indicates that increasing the use of contemporary music's capital stock (i.e., increasing on-stage performances of contemporary music and thus listeners' exposure to and appreciation of it) is more difficult than in other artistic fields. Since redirecting audience attention to this cultural endowment will require retiring many resources from common use, standard recommendations for subsidies should be reassessed. 相似文献
