Fatal child abuse (caused by physical violence) in Germany during 1 January 1985 to 2 October 1990. Results of a multicenter study]

No reliable data are available on cases of lethal child abuse (by active force) in the area of Federal Republic of Germany prior to reunification (the former West Germany). In a multicenter study we therefore examined the police and court records for such cases occurring in the period 1 January 1985 to 2 October 1990 in nearly the entire area of Federal Republic of Germany. RESULTS: The study center received information on 58 cases of lethal child abuse. Extrapolated to all institutes of legal medicine, this corresponds to 62 cases in all of West Germany in the period studied. An approximately equal number of unreported cases should be added to this figure. Including unreported cases, at least 20 cases of lethal child abuse occurred per year; thus only one in every two cases ever came to light. Almost two thirds of the victims were younger than one year old. At autopsy 59% exhibited signs of repeated abuse at autopsy. By far the most common cause of death was direct impact from a blunt object, usually to the head. Mostly, the male person to whom the victim relates most closely (father, stepfather, partner of the mother) has killed the child. Twenty-one of the 74 persons charged saw the charges against them dropped or were acquitted due to lack of evidence; 51 received sentences ranging from one year probation to life. In the remaining two cases the outcome of the trial was unknown. Signs of abuse were readily apparent at autopsy in almost all cases. The high number of unreported cases underscores the need to educate medical students and practicing physicians to be on the look-out for signs of abuse and argues for an increase in the rate of autopsy.     

National and State Cultural Influences on Principals' Administration of Local Schools

The conceptual core of this essay focuses on the dual conceptof leadership as one who manages versus one who transforms values.The central research question is: Did a state-based versus national-basedprofessional culture of cognitions dominate a 1, 200 sampleof principals in six states, two each from Elazar's politicalcultures? The principals were asked attitudes about their tasks,and explanations of differences were sought through cultural,personal, and other factors by using graphic and regressiontechniques. There were wide differences among the sample states,and political culture had some minimal effect, all results thatweakened the concept of a national professional culture.     

Opening the Mexican political system: Public opinion and the elections of 1994 and 1997

Over the past decade, the proliferation of election surveys has worked to undergird the electoral system in Mexico and to make electoral fraud more difficult. In the presidential elections of 1994, significant controversies arose as to survey methodologies, but by the congressional elections of 1997 the fierce debates over methodologies had subsided. Substantively, the surveys confirm the accuracy of the vote count in 1998, allow profiles of voters to be constructed for the three most important parties and mark declines in the support of the once dominant Partido Revolucionario Institucional.     

ECONOMIC POLICY ISSUES ASSOCIATED WITH BEACH RENOURISHMENT

Coastal beaches are a source of considerable recreational activity, but are also eroding at a rapid rate. Since beach resources are common property, there is no organized market to determine economic benefits from recreational use. Through a willingness to pay equation for beach use, this article demonstrates how proposed beach renourishment policy can be evaluated within a benefit-cost analysis framework. Benefits are estimated as the incremental willingness to pay per day for a larger beach width which is translated into annualized benefits. Annualize cost of achieving maximum benefits are calculated from a cost function. Given the existing cost of beach renourishment, it was found that all beaches in Florida that are overcrowded (i.e., had less than 112 square feet per person/day) could be renourished at a benefit-cost ratio greater than unity. In Florida, beach renourishment policy for overcrowded beaches yields more economic benefits than costs. However, this technique does not lend itself to policy analyses of uncrowded beaches that are undergoing considerable erosion.     

Vernacular rights cultures and the ‘Right to Have Rights’

We use a case study of the Landless Workers Movement (MST) in Brazil and the Via Campesina network of which they are part to develop the concept of ‘vernacular rights cultures’. Vernacular rights cultures calls attention to the way in which demands for the right to have rights call on particular cultures, histories and political contexts in a manner that can transform the rights inscribed in constitutions and political imaginaries. What Ranciere (1999) and Balibar (2002) call the democratisation of democracy, we therefore argue, does not just involve a logic of equality and inclusion through which dispossessed groups demand already existing rights. Rather, it also occurs as mobilisations alter the means through which rights are delivered and transform the content and meaning of the rights demanded.
