At the center of the politics of health equity, in many countries and circumstances, stands a signal report of research. This article is concerned with what might be described as the architecture of such documents, including how they are produced and organized and the relationships they demonstrate with others that parallel, precede, and succeed them. The article examines how scientific and political authority is established and comments on the evidence of cross-national learning that these documents reveal. It discusses differences in how the problem of health equity is constructed in different countries and how research findings are converted into policy recommendations. It begins to trace a process of implementation by noting how these documents are referred to and written about. The argument is that the politics of health equity are expressed or realized in the documents and reports, which are its principal vehicle. This is not to claim that there is no world beyond the text or that the world somehow is a text, but that to fully understand that world we must understand the text and the work it does. 相似文献

A study of the etiology, anatomic location, victim demographics and legal disposition of bite mark cases was made with the purpose of updating and augmenting previous research in the field. The information may be of interest to a myriad of professional disciplines including Forensic Odontologists, Medical Examiners, Detectives, Profilers, Emergency Room Personnel, Coroners, Psychologists, and Family Service Counselors, as bite marks provide both physical and biological data. While bite marks were found on all anatomic regions of the body some sites are significantly more likely to receive bites, and the frequency that an area is bitten may vary with the type of crime. Sex and age of the victim may also impact the resulting location and frequency of bites. A survey form for bite mark cases was created and mailed to all Diplomates of the American Board of Forensic Odontology. The survey form was also included in the American Society of Forensic Odontology newsletter. The survey requested that the recipient fill out a separate form for each case for which the recipient was the primary investigator of a patterned injury. The data from the resulting surveys were entered into a Microsoft Excel spreadsheet. The responses detailed two hundred thirty two (259) bite mark cases that included seven hundred (778) individual bite marks. Harvey (1976) and Sweet and Pretty (2000) published studies finding the highest percentage of bites to the breasts. In 1983 Vale and Noguchi published the paper indicating that the most frequently bitten area was the upper extremities. The survey forms were sent to approximately 1100 forensic dentist in 26 countries. The forensic experience level of the dentists varied from neophyte to very experienced. The data were analyzed and the results reported and organized in the following categories; Victim Distribution by Gender, Victim Distribution by Age, Child Abuse Distribution by Age and Gender, Sexual Assault Distribution by age and Gender, Homicide Distribution by Age and Gender, Bite Mark Distribution by Gender and Location, Number of Bite Marks per Victim, Bite mark Distribution Comparison to Previous Research, Child Abuse Suspect Age Distribution by Age and Sex, Homicide Suspect Age Distribution by Age and Sex, Sexual Crimes Suspect Age Distribution by Age and Sex, and Bite Mark Incidence by Anatomical Area and Type of Crime. Fifty-two forensic odontologists from seven countries responded. Nineteen responders were Diplomates of the American Board of Forensic Odontology. The number of cases reported by each responder ranged from one to thirty-three and the average number of cases reported was 4.5. In this broad based study, females were bitten more often than males. The average male victim was younger than the average female victim. Males that were victims tended to be either very young or very old. The youngest victim was a two-month-old boy and the oldest victim a 95-year-old woman. Perpetrators were male more often than female and there was an average of 1.4 suspects per case. The results show that most bites occurred on the arm, followed by the breast. If broken down by gender, males were bitten on the arm more than females, and females were bitten on the breast more often than males. The data show patterns in location and number of bites that seem related to both the type of crime and the age of the victim. 相似文献

How will the strategy of spreading democracy affect the threat of terrorism from Al Qaeda and likeminded Islamic extremist groups? This article analyzes how spreading democracy would impact four different sets of underlying motivations that lead to this kind of terrorism. It will show that the widespread belief in the power of democracy is likely misplaced because democracy will be unlikely to change perceptions of occupation, will itself threaten Islamic identity and culture, will be unlikely to mitigate economic grievances, and will be unlikely to provide a more legitimate government than one based on religious law. 相似文献

ABSTRACT This article addresses two contemporary challenges for the 1980 Hague Child Abduction Convention: (i) domestic violence and (ii) child participation. It also outlines three components of a global socio-legal policy and research initiative undertaken to address these issues and, where relevant, their intersection. The published literature on these topics, including the children’s objections exception, is explored, as are the ways in which these challenges are addressed within some of the 101 Contracting States to the Convention and through the Guide to Good Practice on Article 13(1)(b) of the Convention. Regard is paid to the data provided by the statistical analysis of applications made under the Convention in 2015 by Lowe and Stephens, and the changes which will occur once the Recast of The European Brussels 11a Regulation comes into operation. The likely impact for 1980 Hague Convention abduction proceedings of the UK having left the European Union at 23.00 GMT on 31 January 2020 is contemplated. Other current international initiatives are discussed, including the development of a child-friendly version of the Convention through The International Association of Child Law Researchers. Training is a key to changing attitudes and upskilling family justice professionals to ensure the Convention operates in a fully child-centric way. SUMMARY The Scottish Parliament, established in 1999, was to be a novel type of parliament and to herald a ‘new politics’. While it was inevitable that the Scottish parliamentary model would inherit some of the features of the Westminster system, one of the major parliamentary models in the world, Home Rulers insisted on the Scottish Parliament's need to adopt novel procedures and principles right from the start to keep it from becoming a ‘Westminister’. An analysis of Scottish Home Rule discourse in documents from the late 1980s and the 1990s shows that at the time, Westminster was constructed as an ‘anti-model’. This article establishes in what respects Westminster was an anti-model for the architects of the Scottish Parliament and describes the ideal parliamentary model which they defined. It then considers whether the Scottish model as it exists today conforms to their expectations. The case presented here is that the Scottish parliamentary system is indeed different from the British system in several fundamental respects, such as the fact that it is more committee-based and less executive-oriented, but that it is closer to the Westminster model than has been acknowledged, and that in some respects, the Scottish Parliament has moved towards that model by adopting typically British modes of functioning. Some characteristics of the Westminster system which it has integrated are the Presiding Officer's power to have a casting vote or, more controversially, the way the executive is held to account, through adversarial Question Times. The Scottish Parliament is thus neither a mini-Westminster nor an anti-Westminster: the Scottish parliamentary model is a hybrid of the West European and the Westminster models. 相似文献

This article presents the preliminary outcomes of a 6-month, in-home trauma-adapted neglect prevention program intended to reduce trauma-related risk factors in families and increase caregiver, child, and family well-being. Standardized measures were administered via a computer assisted self-interview (CASI) at intake and case closure. At the time of the analyses 72 caregivers and 105 children completed both an intake and closing CASI. Significant differences were found over time in the reduction of caregiver and child related post-traumatic stress (PTS) symptomatology. Outcomes in overall caregiver, child, and family well-being and safety significantly improved over time. Evidence suggests that trauma adaptation of the empirically supported neglect prevention program shows great promise in filling a service gap and in helping families who are chronically traumatized and struggling to meet their children's basic needs. 相似文献

Using data from a panel study of low- and moderate-income homeowners, we assess the determinants of the use of several types of down payment assistance and the effect of using assistance on mortgage performance. Although we find differences in reliance on types of assistance, we find no difference in mortgage performance between those who used assistance and those who did not. Based on these findings, we urge caution in imposing down payment requirements that disproportionately restrict access to mortgage credit. 相似文献
