Many mechanisms (such as auctions) efficiently allocate an asset to the firm which values it most highly. But sometimes the asset’s owner may benefit from the transfer only if the asset is not too valuable to potential buyers. In this setting, we examine the efficiency of mechanisms when the potential buyers have private information about the asset’s value. We show that rent seeking, and lobbying, rather than merely wasting resources, can lead to allocations which are close to efficient.  相似文献

Policing terrorism in India is fraught with difficulty. India is a large, heterogeneous democracy that is surrounded by countries experiencing their own intense problems with terrorism. The legal structure, inherited from the colonial past, is struggling to cope with the demands placed upon it by a country of 1.1 billion. India is a federation and this also complicates the structures needed for counter-terrorism. Despite the democratic framework, policing in India is largely an inheritance from the non-democratic colonial past—a past that paid scant regard to the doctrine of separation of powers. Given these problems, India’s performance in policing terrorism has been mixed. We should not look for any early resolution of the problem of terrorism, either through preventive investigation or political amelioration of the issues that contribute to terrorism. But for all of that, India has done well to adhere to its basic democratic norms in the face of what is, by Western standards, a major terrorism problem.  相似文献

  • In a time of profound national challenge and change, it is important to promote a new definition of active citizenship locally, nationally and globally. As the effects of economic, political and social globalization continue to underscore interdependence, the imperative of fostering democratic minds among a citizenry is evermore important. It is essential to conceive a common future that encourages the participation of all American citizens; inviting diversity as an asset and broadly reawakening the call to leverage the rich potentials of pluralism in search of common solutions. However, many schools are retreating from basic civics lessons and are not teaching students how to become active citizens. More importantly, public institutions overall do not appear to be advancing the fundamental awareness and skills required for sifting through political hucksterism, opinion masquerading as news and political spin. It is essential for our schools and public institutions to teach the responsibilities and joy of active citizenship. To meet the challenges of democratic cooperation and social cohesion, leaders and citizens alike should be taught and encouraged to openly question, to critique and even to criticize the status quo. The means for cultivating and institutionalizing such habits on a broad scale involves educational reformation and initiatives in civics and citizenship education to increase opportunities for meaningful public engagement. These are by no means the only answer, but they are a critical component for meeting the challenges of truly inclusive and active representative democracy where out of many, we are one.

The limited literature on the topic speculates that the rate of ADHD would be higher among incarcerated youth than found in the general population. However, to our knowledge no such published figures exist for juveniles in the United States. This study investigates the likelihood of ADHD diagnosis among 453 incarcerated youth and compares and contrasts a variety of demographic, social, educational, psychological, and criminal characteristics to the general literature on ADHD. Both similarities and differences are reported. This project was supported by Grant #99-RT-VX-K020 awarded by the National Institute of Justice. Through a case study of Ghana, this article focuses on the relationship between decentralisation and local democracy. The Ghanaian constitution emphasises decentralisation as the key means to ‘making democracy a reality’, reflecting the view common amongst international development agencies that decentralisation enhances local democracy and leads to more responsive government. This article questions such views and investigates whether decentralisation in Ghana has led to increased political participation at the local level and to downwardly accountable local government. Empirical findings are two-fold. On the one hand, relatively high levels of participation in local democratic processes are indicated. On the other, accountability mechanisms have not been strengthened, with a number of limitations and shortcomings identified at local level that undermine citizens’ attempts to hold local government and their elected representatives to account. Yet, in seeking to explain this delinkage between participation and accountability, such local issues do not provide a full explanation. Attention is thus refocused on the national context, where structural obstacles to devolved government are identified in the form of legal, political, administrative and fiscal constraints. Such obstacles are not easily overcome, however, due to the politics of decentralisation, notably central government's reluctance to relinquish control over its powers. Recent proposals for reform in Ghana's decentralisation system are considered, but political change is unlikely given the built-in advantages to the ruling party, whichever is in power. Without such reforms, though, local democracy is likely to remain more appearance than reality.  相似文献

Stakeholders are demanding nonprofit organizations (NPOs) continually improve and work effectively in an ever-changing environment. While there are many ways to approach this operational challenge, this paper examines the impact of acquiring an accountability certification, specifically the Standards for Excellence® Certification. Using a sample of 102 NPOs that have received the Standards for Excellence certification, we find that the certification is associated with increases in public support relative to a control group that did not receive the certification. These results suggest that some stakeholders favorably respond to the certification process, and NPOs can realize tangible benefits from becoming certified.  相似文献
