The fiscal crunch facing many states in FY 1991 has its rootsin the recession, federal mandates, election-year politics,and rapid growth in spending for Medicaid and corrections. Southernand midwestern states that made drastic cuts in response tothe 19811982 recession have fared relatively well, butstates in the Northeast have faced tax increases, layoffs, cutsin services, and prolonged conflict over state budgets. There is a growing need to develop health‐related indicators for climate change to assist in policy, planning, and evaluation of preventive measures. To date, no environmental health indicators of climate change have been developed specifically for Australia. We conducted a review of the Australian literature relevant to climate change health impacts to find out which exposure–response relationships could be readily used as indicators. The bulk of the literature relates to direct health‐related outcomes of extreme heat, and indirect outcomes associated with air pollution and infectious disease agents. Based on this information, evidence‐based indicators were chosen using the modified Driving force‐Pressure‐State‐Exposure‐Effect‐Action framework. Three groups of health outcome indicators are proposed: direct heat related, air pollution related, and climate‐sensitive infectious diseases. Indicators of human vulnerability to these outcomes are also included. The potential usefulness of and barriers to their use are discussed in the context of relevance for policy makers. 相似文献

An analysis of current trends suggests that the delivery of policing services in Canada is fundamentally shifting. In 2011, the Province of Alberta established the Law Enforcement Framework, which includes Calgary Transit peace officers who are responsible for the safety and security needs of transit customers and employees. This article examines the role of Calgary Transit peace officers and makes recommendations for their incorporation into a broader model of nodal governance in order to ensure that the Calgary Police Service maintains a legitimate, coordinating role for the provision of public safety in the City of Calgary. 相似文献

There is a growing body of international literature about birth parents' negative experience of child protection services. This article reviews some of this literature and adds recent Australian materials to it. It is then argued that the over-reliance on “the best interest of the child” construct is the base from which these negative experiences emanate. The argument is that in adopting this construct parents' rights have been removed in favor of children's rights. This violates parents' human rights. Such an approach lacks balance, as human rights are inalienable and cannot be the exclusive property of only one party. 相似文献
