It is widely acknowledged that offender rehabilitation outcomes can be improved by attending to responsivity issues, including the readiness and motivation of offenders to undertake and engage in treatment. The measurement of responsivity, readiness and motivation in offenders, however, has received relatively little research attention. In this paper we focus on anger management programmes and evaluate the utility and psychometric properties of a measure of stages of change in relation to changing anger – the Anger Readiness to Change Questionnaire (ARCQ). Using data from a large sample of offenders undergoing anger management interventions, we investigated the construct validity, convergent validity and predictive validity of the ARCQ. We conclude the ARCQ may have utility as a measure for selecting offenders who are suitable for anger management interventions.  相似文献

Abstract

Research demonstrates that deaf offenders are over-represented within the criminal justice system. In addition, those deaf offenders who are incarcerated within prison estates or psychiatric units are predominantly incarcerated for sexual offences. This paper will evaluate the existing literature surrounding the reasons behind this bias. In particular, this review will examine the characteristics of deaf offenders in relation to their personalities, language and brain development and abilities to communicate. This paper will consider proposed associations between mental illness and childhood sexual abuse amongst deaf individuals and later sexual offending. This paper attempts to evidence differences between deaf and hearing offenders in order to explain why more deaf offenders commit sexual crimes than hearing offenders. This paper will conclude that the research is scarce and inconclusive and that current assessments and treatment are potentially inadequate due to the profound difficulties associated with accurately understanding and communicating with the deaf offender.  相似文献

Xenotransplantation - the transfer of living tissue between species - has long been heralded as a potential solution to the severe organ shortage crisis experienced by the United Kingdom and other 'developed' nations. However, the significant risks which accompany this biotechnology led the United Kingdom to adopt a cautious approach to its regulation, with the establishment of a non-departmental public body - UKXIRA - to oversee the development of this technology on a national basis. In December 2006 UKXIRA was quietly disbanded and replaced with revised guidance, which entrusts the regulation of xenotransplantation largely to research ethics committees. In this article we seek to problematize this new regulatory framework, arguing that specialist expertise and national oversight are necessary components of an adequate regulatory framework for a biotechnology which poses new orders of risk, challenges the adequacy of traditional understandings of autonomy and consent, and raises significant animal welfare concerns. We argue for a more considered and holistic approach, based on adequate consultation, to regulating biotechnological developments in the United Kingdom.  相似文献

Since 1998, Northern Ireland has been the subject of a unique experiment in governance and democracy. The experiment includes the establishment of a participatory Civic Forum in which the voluntary and community sector has an important stake. Beginning with a discussion of the merits of a participatory aspect to democracy in the contemporary age, this paper identifies factors that might help establish the Civic Forum as a successful participatory institution in Northern Ireland. Key factors include the attitude towards the Forum of political representatives and their willingness to foster a participatory dimension to the new democracy. Other important factors are inclusiveness and the balance of sectoral representation in the Forum.  相似文献

Institutions are widely believed to be important for economic development. This paper attempts to contribute to our understanding of how institutions matter by examining the effect of formal and informal institutional arrangements on economic progress. Formal institutions represent government defined and enforced constraints while informal institutions capture private constraints. The findings suggest that the presence of informal institutions is a strong determinant of development. In contrast, formal institutions are only successful when embedded in informal constraints, and codifying informal rules can lead to negative unintended consequences. This suggests that institutions cannot be easily transplanted in order to spur economic development.  相似文献

Forensic anthropologists use facial reconstruction to develop a likeness of an unknown individual in order to generate public interest that may lead to a positive identification. Tissue thicknesses of the face from living persons or cadavers are an essential part of the reconstruction method. The purpose of this study is to add to the growing database of tissue thicknesses along the facial midline of African-American children and to begin to examine the possibility of geographic differences between children of the same ancestral group. Results indicate that significant differences do not exist between males and females or between African-American females from the Midwest and Southeast U.S. Only age was determined to have a significant effect on mean tissue thickness variation, in our sample, with the majority of change occurring in the facial region.  相似文献

A large amount of the research undertaken in an attempt to discover the reasons underlying the late nineteenth- and early twentieth-century mortality decline in Britain has relied on the statistics published by the Registrars General. The processes by which individual causes of death are recorded and then processed in order to create the statistics are not, however, well understood. In this article, the authors build on previous work to piece together a time series of causes of death for Scotland, which removes many of the discontinuities encountered in the published statistics that result from the Registrar General deciding to update the nosology, or classification system, which was being used to compile his figures. Having regrouped individual causes of death to ‘smooth’ the time series, the authors use the new groups to examine the changing causes of death in Scotland for selected age groups, before turning to undertake a detailed examination of mortality amongst those aged 55 or more. The authors find that when deaths from ‘old age’ in the latter age group are separated from other ‘ill-defined’ causes, it becomes obvious that there was a ‘rebranding’ of cause of death. The authors then use individual-level data from two Scottish communities to further dissect the roles played by ‘informants’ and ‘doctors’ in this rebranding, in order to see how these roles may have altered over time and what the consequences might be for one's view of how mortality changed in Scotland between 1855 and 1949. Finally, the authors argue that their findings have important implications for some of historical demography's most prominent theories: the McKeown thesis and the theory of epidemiological transition.  相似文献

Building from the interest-group theory of regulation, we posit that trust alters the payoff from regulatory rent-seeking relative to profit-seeking. Trust reduces the costs of productive economic exchange by lowering transaction costs, thus raising the cost of rent-seeking behavior. In addition, trust increases political accountability, discouraging politicians from creating regulatory rents. We therefore hypothesize that trust reduces the extent of business regulation while simultaneously facilitating market efficiency. To test that hypothesis, we construct an overall business regulation index measuring procedures, time, and cost along eight dimensions of doing business in a country. The empirical results reveal that trust negatively relates to business regulation but positively relates to market efficiency. Interaction and split-sample results further indicate that trust and business regulation are substitutes. Collectively, the findings reported herein suggest that business regulation itself is not the root cause of market inefficiency, but rather lack of trust is the dominant factor.
