This article examines the evolution of the Private Finance Initiative in Britain since 1992 with particular reference to the health policy area. The initiative is presented as a 'meta-policy' in so far as it was not sectoral, but was situated above and beyond the normal run of Whitehall policies; it was also heavily ideologically driven. The evolution of the policy, however, was influenced by the policy networks and institutional interplay. In turn the PFI, as it gathered momentum, affected the culture, personnel and institutional structures within which it operated. The history of the PFI is then set against some recent theories of the policy process, particularly those produced by Peter John, stressing evolutionary approaches, and by David Marsh and Martin Smith, suggesting dialectical approaches to networks. It is suggested that there is a need for some theoretical revision which recognises the possibility that a policy itself can make a distinctive contribution to the causal process of policy change. 相似文献
The development of two self-report scales that measure police daily hassles and uplifts is reported These scales reflect the positive and negative work experiences common to police officers. Self-report questionnaire data were provided by 330 police officers drawn from a systematic sample of all ranks and work sections within an Australian police department. Results showed that 19 dimensions of police hassles and 12 dimensions of police uplifts could be grouped into two broad domains of organizational and operational experiences. Correlations with job satisfaction and perceived quality of life (PQOL) indicators supported the construct validity of the scales and suggested that organizational hassles and uplifts were more important than operational experiences in determining a police officer's PQOL. When compared to population norms, police officers reported more favorable levels of PQOL. These results raise questions about the assertion that policing is highly stresful, and they demonstrate the need for a more systemic view of police work that takes into account experiences that are beneficial as well as experiences that are harmful to an officer's well-being. 相似文献
Seagrave and Grisso (2001) questioned the clinical-forensic utility of tests designed to assess juvenile psychopathy. They discussed potential problems with such tests and some avenues for future research. We agree with the points made by Seagrave and Grisso, but believe their critique did not go far enough. The state of the art with respect to the assessment of juvenile psychopathy is like an Impressionist painting: fine from a distance;but the closer you get, the messier it looks. We conclude that although tests of juvenile psychopathy measure something, it is impossible to be sure at this time they are actually measuring psychopathy. 相似文献
Derived from comparative approaches in both qualitative and quantitative research, the current study describes a simple exploratory
technique for the multivariate analysis of categorical data. This technique is referred to as the conjunctive analysis of
case configurations. After describing the logic and underlying assumptions of this conjunctive method, it is applied and illustrated
in the study of the federal sentencing of drug offenders. The relative value of this conjunctive approach for purposes of
exploratory data analysis and its overall utility as a method for confirmatory research are also discussed.
The European GCP Directive has been implemented into German law in sect. 40 ff. AMG (German pharmaceutical law). Unlike the Directive, German pharmaceutical law basically differentiates between three constellations of clinical trials on minors: clinical trials on healthy minors, clinical trials on ill minors with an individual benefit for the individual participant, and clinical trials on ill minors without direct benefit for the individual participant, but with a so-called "group benefit". Particularly the latter possibility of conducting clinical trials on minors even if no individual benefit can be expected is not a matter of course in Germany since due to historical experiences a sceptical attitude towards clinical research on humans prevailed for a long time. German legislature has availed itself of the option granted by Article 3 of the GCP Directive to establish a higher level of protection of clinical trial subjects than the European level. 相似文献
This article reconsiders the argument that as labor immigration policy opens, it must also become more restrictive in terms of immigrant rights. After discussing this tradeoff logic, positing a negative relationship between external (numbers) and internal (rights) labor migration policy, it then extends the underlying political model to show that when accounting for the lobbying pressure of firms seeking high skill labor, a very different expectation emerges. This political accommodation argument predicts a positive relationship between external and internal migration policy, or that policy related to labor immigration openness and immigrant rights should advance together, although not necessarily quickly or at the same rate. It then tests these competing propositions using a new dataset that sorts labor migration policy changes among 38 advanced industrial democracies from 1995 to 2016 into these two dimensions, finding a significant positive relationship between them. 相似文献
