The utilization of technology assistance by small manufacturers

This paper examines the extent to which small manufacturers in the Nashville metropolitan area have installed the latest technology and used external public and private sources of technical information. A mail survey of 404 manufacturing firms was conducted with 123 firms responding. Results indicate that small manufacturers in Nashville need technological assistance and that the existing assistance network (e.g., federal and state assistance agencies) is not effectively serving this need.     

Profiles of State Technological Transfer Structure and Its Impact on Small Manufacturers

This paper presents the results of an empirical examination of the methods 10 state agencies use in coordinating technology assistance to small manufacturers. The strategies that agencies use to transfer technology are evaluated in light of 15 economic variables. Where appropriate, regression analysis was used to measure the impact of these variables on the growth rate of small manufacturers. State assistance strategies were determined by mailing a questionnaire to the chief technology transfer officer in each of the states. Survey participants were asked to discuss the mission, goals, degree of goal accomplishment, and size of budget/staff. The study compares their responses and discusses how these agencies might improve the transfer process.Five economic variables were found to be significantly related to the number of small manufacturers in a state. However when growth rates of the significant variables and small manufacturers were compared the results were not as clear. The states with the fastest growth rates of small manufacturers did focus their technical assistance on small firms. These states tended to place a priority on providing technical assistance to small manufacturers.     

Jhagrapur: Poor peasants and women in a Bangladesh Village

Abstract

In the opening pages of Jhagrapur: Poor Peasants and Women in a Bangladesh Village, Dutch authors Jenneke Arens and Jos van Beurden comment that it would take “academic acrobats” to understand Bangladesh village life from a distance. The same holds true for the international experts and government bureaucrats who design development strategies for the country. Too often their ideas, incubated far from the villages, gloss over such basic dynamics of village life as conflicts between classes, the struggle over land and the subjugation of women. But ignorance is bliss for those who seek technical solutions to social problems, so it was not surprising that the Catholic volunteer aid agency (Christian Organization for Relief and Rehabilitation) which commissioned Jhagrapur refused to publish it when they read the results. It was simply too controversial.

The 1992 health reform victory over pressure group politics

The 1988 health reform was substantially undermined by the influence of powerful pressure groups representing the interests of the medical profession and the pharmaceutical industry and resistance from the German federal states. Consequently, it failed to achieve its aim of ‘cutting costs’. The theory supporting ‘resistance to reform within the health care system’ was widely accepted in the literature on the subject. The 1992 reform appeared to contradict this theory, as the political leadership succeeded in overcoming both party policy and intergovernmental differences, as well as making considerable cost savings and structural changes in spite of resistance from the opposition ‘lobby’. Three factors were responsible for this. They were under enormous pressure to act due to the financial crisis and the interdependent costs within the welfare state, the changing motives within the health care system, and a new political strategy which responded to this. In the long term, prospects are for a trend towards ‘greater privatisation’.
