Some observations on Japanese and American policing

The highly successful Japanese and less than successful American policing situations were compared in terms of: historical background, police organization and format, cultural environment, social-cultural background of officers. training, police socialization, and general nature of policing. Positive influences upon Japanese policing were found to be: the nature of the Japanese people; their deliberate recruitment of ideal police candidates—especially recruiting from samurai families; the highly respected paternalistic and benevolent image in Japan of the police as governmental officials; their deliberate socialization of officers into the police fraternity by using pride. duty, and responsibility to ensure professionalism; and their very extensive and thorough academy training in continuity with later field training and performance. It was suggested that in the United States we begin to address our problems in both selection and training by formulating and then enforcing national guidelines similar to those in Japan.     

Whose Foreign Policy? Britain’s ‘Inner Cabinet’ and the Eastern Crisis,January–March 1878

This article considers one aspect of Britain’s “great Eastern crisis” of 1875–1878. It examines in detail the claims that for two months in early 1878, an “inner Cabinet” led by the prime minister, Benjamin Disraeli—Lord Beaconsfield—in effect replaced the foreign secretary, Lord Derby. With the full range of evidence relating to the “inner Cabinet” never previously explored, this analysis assesses the critical diplomatic phase and the way in which that phase was represented in the context of the 1879–1880 general election campaign. It suggests that electoral considerations drove senior Conservative politicians to construct a retrospective narrative of foreign policy, which has in turn affected the historiography. Exploring the story of the “inner Cabinet” addresses unanswered questions about 1878, accounts for the story’s later emergence, and at the same time illuminates party-political debate about foreign policy.     

The Election of African American State Legislators in the Modern South

This study is the most comprehensive analysis of the election of black state legislators in the American South. We start with the election of Leroy Johnson to the Georgia Senate in 1962, the first African American to win a state legislative seat in the modern South. We also document the election of all subsequent African Americans who were the first to enter their southern state legislative chambers. Next, we assess the factors influencing the election of southern black state legislators from the 1970s through 2015. Because of notable long-term changes to the southern electorate and alterations in the racial composition of legislative districts, there has been substantial variation in the likelihood of electing black lawmakers. Our final analysis highlights the undeniable reality and broader significance that the increasing share of southern African American state legislators has occurred at the same time that Republican representation has grown at a greater rate.     

Women Worthies and Feminist Argument in Eighteenth-Century Britain

The practice of celebrating exemplary women has had a hallowed if contested place in the history of feminism, but this essay argues that recent scholarship has not recognized just how profound a role the discourse of women worthies has played in the feminist thought of eighteenth-century Britain. By examining several major texts, including Mary Astell's writings and the ‘Sophia’ tracts, this analysis demonstrates the continuity and resilience of this discourse across the length of the eighteenth century. The female worthies managed to survive the challenge of newer feminist idioms such as Cartesianism, Scottish four-stage theory, and natural rights philosophy, and in fact appeared alongside them in the very same texts. Even when Mary Wollstonecraft dismissed the worthies, her colleagues restored them to debates over ‘the rights of woman’.     

Providing Public Servants What They Need: Revealing the “Unseen” through Data Visualization

Electronic media has enabled new forms of communication with the potential to provide more effective means of conveying evidence to public servants. This article explores what is known about the use of these new capacities in public affairs to visualize the results of research. The authors first explore the value of visual engagement for increasing comprehension. Then, they examine what is known of studies of the effectiveness of visualization and offer basic design principles that underpin effective visualization. Finally, two original public affairs examples are presented to illustrate what is possible.     

Inequality,marketisation and the left: Schools policy in England and Sweden

It is argued in this article that the marketisation of schools policy has a tendency to produce twin effects: an increase in educational inequality, and an increase in general satisfaction with the schooling system. However, the effect on educational inequality is very much stronger where prevailing societal inequality is higher. The result is that cross‐party political agreement on the desirability of such reforms is much more likely where societal inequality is lower (as the inequality effects are also lower). Counterintuitively, then, countries that are more egalitarian – and so typically thought of as being more left‐wing – will have a higher likelihood of adopting marketisation than more unequal countries. Evidence is drawn from a paired comparison of English and Swedish schools policies from the 1980s to the present. Both the policy history and elite interviews lend considerable support for the theory in terms of both outcomes and mechanisms.     

A model for estimating the number of glass fragments transferred when breaking a pane: experiments with firearms and hammer.

Numerous publications have shown the importance of transfer in the interpretation of glass evidence. As this phenomenon is also highly variable, it was decided to test the hypothesis that there exists a means to predict the number of fragments recovered at time t = 0. Panes of float glass-of different types and thickness-were broken using either a firearm or a hammer. It was decided to choose a firearm as the main breaking device, as it allowed not only to have more reproducible conditions but also to acquire knowledge in a field where little has been published. Despite the inherent variation in the breaking process, the results show that using a statistical model it is possible to predict the number of fragments transferred onto a garment from the number of fragments transferred to the ground. This research also indicates the size and number of particles transferred onto a person, when breaking window panes of different types (float, laminated or toughened) with different breaking procedures.     

The Effectiveness of a Racialized Counterstrategy

Our article examines whether a politician charging a political candidate's implicit racial campaign appeal as racist is an effective political strategy. According to the racial priming theory, this racialized counterstrategy should deactivate racism, thereby decreasing racially conservative whites’ support for the candidate engaged in race baiting. We propose an alternative theory in which racial liberals, and not racially conservative whites, are persuaded by this strategy. To test our theory, we focused on the 2016 presidential election. We ran an experiment varying the politician (by party and race) calling an implicit racial appeal by Donald Trump racist. We find that charging Trump's campaign appeal as racist does not persuade racially conservative whites to decrease support for Trump. Rather, it causes racially liberal whites to evaluate Trump more unfavorably. Our results hold up when attentiveness, old‐fashioned racism, and partisanship are taken into account. We also reproduce our findings in two replication studies.
