Although there exist extensive results concerning equilibriain spatial models of two-party elections with probabilisticvoting, we know far less about equilibria in multiparty electionsi.e.,under what conditions will equilibria exist, and what are thecharacteristics of equilibrium configurations? We derive conditionsthat guarantee the existence of a unique Nash equilibrium anddevelop an algorithm to compute that equilibrium inmultipartyelections with probabilistic voting, in which voters chooseaccording to the behaviorists' fully specified multivariatevote model. Previously, such computations could only be approximatedby laborious search methods. The algorithm, which assumes aconditional logit choice function, can be applied to spatialcompetition for a variety of party objectives including vote-maximizationand margin-maximization, and can also encompass alternativevoter policy metrics such as quadratic and linear loss functions.We show that our conditions for an equilibrium are plausiblegiven the empirically-estimated parameters that behavioristsreport for voting behavior in historical elections. We alsoshow that parties' equilibrium positions depend not only onthe distribution of voters' policy preferences but also on theirnonpolicy-related attributes such as partisanship and sociodemographicvariables. Empirical applications to data from a recent Frenchelection illustrate the use of the algorithm and suggest thata unique Nash equilibrium existed in that election. 相似文献

This paper examines the federal government's success in implementing and providing high-quality service through e-government, something that has received very little attention. We define quality from the perspective of the end users of federal agency Web sites, as measured through customer survey data. Using data from the American Customer Satisfaction Index, we compare the performance of federal agency Web sites across a range of relevant variables with a private sector equivalent, e-business Web sites. Our findings suggest that federal e-government Web sites are not yet, in the aggregate, providing the same level of quality as their e-business counterparts. We also find significant variability among federal agencies. We discuss the implications of these findings for e-government performance measurement, performance benchmarking, and the market-centered theories of administrative reform that are driving e-government and similar transformations of government practice. 相似文献

Family law professionals should be proactive in seeking and implementing constructive reforms. We identify some successful cutting‐edge reforms: (1) family resource centers, where all kinds of needs can be met; (2) informal family law trials, which streamline clogged calendars and provide an empowering and efficient forum; (3) licensed legal technicians, who increase public access to legal services; and (4) unbundled family law services. Second, we outline a protocol for implementation of reform developed by the Oregon Task Force on Family Law which is effective and replicable. Thoughtful reform of dispute resolution processes will serve family health and promote peace.

Excited delirium denotes a life-threatening medical condition characterized by the acute onset of agitated and violent behavior that often results in a sudden and unexplained death. Cocaine-induced excited delirium refers to fatal cocaine intoxication with the following symptoms occurring sequentially: hyperthermia, delirium with agitation, respiratory arrest, and death. We present a case of cocaine-induced excited delirium in a cocaine “body packer” or a “mule”, specifically an individual who attempts to smuggle cocaine within the body. Investigators at the scene initially suspected homicide due to the victim's sharp and blunt force injuries. Three rubber packets containing cocaine were removed from the victim's rectum. Blood toxicological analysis revealed an alcohol concentration of 0.016 g/100 and cocaine >1 mg/L. The forensic pathologist should consider cocaine-induced excited delirium when an individual exhibits aggressive behavior, unexpected strength, and resistance to pain who dies suddenly. Further analysis should be performed during the scene investigation and autopsy for evidence of body packing. 相似文献

This study examines the association between parents' violence toward children and their involuntary participation in family work. Involuntary participation in family work is conceptualized as a form of role strain measured by the disparity between the amount of responsibility husbands and wives would prefer to assume in the home and the amount of family work they actually perform. The prediction guiding this research is that differences of this kind are more associated with mothers' violence than fathers'. Regression analysis with a national sample of parents supports this hypothesis. Nonetheless, the association between such role strain and violence is quite weak, suggesting that additional research is required in formulating and measuring this relationship. 相似文献

Interest in the privatization of punishment has increased substantially during the past decade. The rising costs of incarceration and steady increases in the incarcerated population have stimulated governmental enthusiasm for the transfer of certain correctional responsibilities to the private sector. Advocates and critics of privatization differ regarding the ultimate benefits of private sector participation in the correctional process. In an effort to shed light on some of the conflicting claims of advocates and critics, this paper analyzes the origins of interest in privatization in America during both the nineteenth and twentieth centuries. The analysis suggests that scrutiny of the historical record may provide insights that will be useful in the development of policy that can successfully anticipate and avoid hazards to the success of correctional privatization. 相似文献

This paper examines the police reforms of Augustan Rome and nineteenth-century England against the back-ground of the sociohistorical conditions within which they occurred. It reveals that the localism of reforms in Rome and the centralizing reforms of England were part and parcel of the traditional and modern societies from which they developed. Although this analysis offers few, if any, unequivocal historical lessons concerning the local autonomy and public accountability of modern law enforcement, it does reveal one of its basic dilemmas. Today's police work rests upon a legal rational system of social organization. It is, nevertheless, carried out within the exigencies of local communities of which it is though to be responsive. This dualism between universalistic and particularistic principles underlies current discussions of crime control and order maintenance. Attempts to dissolve this dilemma by focusing upon crime control or order maintenance to the exclusion of the other are inadequate inasmuch as the dilemma belongs to the very structure of society. Consequently, solutions such as external review boards and monitoring agencies or civilian monitoring organizations seem more appropriate as a means of maintaining the presence of universal norms while at the same time increasing levels of public accountability. 相似文献
