"New Managerialism" in Swedish Local Government

This article examines initiatives for organizational reform in Swedish local government. The analysis investigates these initiatives in the context of reform efforts found in many modern democracies, with particular reference to the development of "new managerialism". An empirical analysis of local government reform decisions is presented in order to determine the principal objectives and direction of reform initiatives. The analysis reveals that management objectives are emphasized most, followed by economic objectives and then public interest objectives. The implications of these findings for future developments in Swedish local government are discussed.

Conceptualizing China–Latin America relations in the twenty-first century: the boom,the bust,and the aftermath

Despite the emergence of a rich literature on the rise of China in Latin America (LAC) since 2000, we are still grappling with this phenomenon. In this article we seek to theorize this expanding South–South relationship from two vantage points. First, from the perspective of China, we argue that, by necessity, the PRC has had to internationalize its development strategy in order to compensate for its serious natural resource deficit, feed the world's largest domestic population, and fuel the soon-to-be largest economy in the world. LAC has been just one slice of China's ‘go out’ strategy. Our second perspective probes the effect of China's entry into the region. Through the lens of development economics, we identify three separate political economy scenarios that have been accentuated within those countries that have the strongest economic ties with China. We rely on measures of institutional performance and macro-economic trends to illustrate the variable effects of China on LAC.     

An Analysis of CRIPA Findings Letters Issued to Jails for Constitutional Violations by the Department of Justice

This study analyzes Findings Letters in jail Civil Rights of Institutionalized Persons Act (CRIPA) cases for the years 1993 through 2013 to improve our understanding of the prevalence, content and correlates of constitutional violations investigated by the Department of Justice. CRIPA authorizes the U.S. Department of Justice to investigate and file suit against local jail facilities for the unconstitutional conditions of individuals in their care. Investigating the allegations and providing local officials a Findings Letter are the first steps in a CRIPA action and determine what remedial action must be taken to avoid a federal lawsuit. The analysis revealed a high incidence of certain constitutional violations, longitudinal trends, and facility characteristics associated with CRIPA action.
