Abstract This paper focuses on the ability of local communities to make effective use of private legal tools as a means of assuring sustainable wildlife use. Using recent legal developments in Kenya as a case study, the paper examines a series of contracts entered into between local communities in the Samburu District and tour operators wishing to bring wildlife “photo safaris”; onto Samburu lands. These contracts, typically referred to as “Eco‐tourism contracts,”; are designed simply to allow tour operators to lead tour groups through community property without trespass. The authors argue that to achieve their true potential, these contracts must be treated, in essence, as “wildlife easements,”; or “eco‐easements,”; that can become publicly‐recorded mutual conservation commitments, and as such must incorporate conservation principles with a focus on environmental impact and wildlife management. The World Bank and UNDP have proposed that migration and mobility facilitate economic development. Yet the epidemiological and public health literature has often associated migration and population mobility with the extension and intensification of infectious diseases, most recently epitomised by the AIDS pandemic. Within the context of the well-documented negative developmental impact of AIDS, this suggests a potential clash in perspectives on the role of migration. However, if insights from public health can be incorporated into broader development perspectives, it may be possible to realise the developmental benefits of migration while mitigating or avoiding any associated health concerns. 相似文献

We contend that Papadakis's inferences regarding past and future competitiveness crises cannot be made on the basis of the evidence she has presented. We support this assertion in three ways. First, we argue that the import penetration ratio is not a reasonable measure of national competitiveness in international markets. Second, we show that conventional macroeconomic models can explain the deterioration in the trade balance during the 1980s. Members of the British Labour party have, not for the first time, criticised the Boundary Commissions’ proposals for new constituency boundaries as gerrymandering. This represents a misuse of the term: the Commissions have produced recommended constituencies in the context of new rules for such redistributions that give precedence to equality of electorates across all seats and the boundaries of those constituencies have been defined without any reference to the likely electoral consequences. The Conservatives, who were responsible for the change in the rules to emphasise electoral equality, wanted to remove a decades‐long Labour advantage in the translation of votes into seats because of variations in constituency size, and the Commissions’ implementation of those rules has achieved that. A Labour advantage has been removed but not replaced by a Conservative advantage: in terms of electoral equality between the two, the playing field has been levelled. Labour's claim to have been disadvantaged by decisions on the electoral register is also examined; the disadvantage is probably only small. 相似文献

Drawing on four years of fieldwork in Ethiopia and Uganda, this paper addresses gaps in knowledge about the mechanisms linking agricultural exports with poverty reduction, the functioning of rural labour markets, and the relevance to the lives of the poorest people of Fairtrade. Statistical analysis of survey evidence, complemented by qualitative research, highlights the relatively poor payment and non-pay working conditions of those employed in research sites dominated by Fairtrade producer organisations. Throughout the Arabian Gulf, the immigration law known as the kafala formally delegates to firms and other “sponsors” control over migrants’ mobility, housing, and general welfare. These states have abdicated almost any responsibility over migrants, giving firms nearly unchecked power over their workers’ daily lives. In this paper, I consider the welfare implications of this system and explore the conditions under which migrants can extract concessions from firms. Drawing on a nationally representative survey from Qatar, I show that migrant satisfaction, workplace difficulties, and overall quality of life varies widely across camps and firms. In explaining this variation, I argue that welfare crucially depends on an individual’s bargaining power. Migrants with a contract or credible exit options hold greater bargaining power, which strongly associates with improved perceptions of welfare. All told, contracts and exit options appear to provide even the most vulnerable workers a means of protection within authoritarian states. 相似文献
