Afterthoughts on Kuhn ∗

Is a non-economistic approach to the economic possible? This paper presentsa positive answer to this question through a discussion of the much vauntedRudolf Hilferding. In particular, it examines Hilferding's implicit structuralism in his portrayal of the economic space as organized. The notion of organization is critically analysed from the perspective of recent advances in post-structuralist theory around the concept of discourse. To this effect, the paper attempts to develop a fuller theoretical understanding of the idea of disorganization. finally, it looks at the consequences that this idea might hold for a new conception of democratic politics.     

Creating a new organizational culture: the key to total quality management in the public sector

Total Quality Management (TQM) as a business strategy has been recognized by managers in the public sector since the late 1980s. While much has been written about the need for TQM and its strategies such as quantitative measurement and statistical analysis, team work and worker participation, few empirical and theoretical studies have been carried out or published on the connection of organizational culture to the implementation of TQM. Many leaders in the field have asserted that significant organizational cultural change will be required to ensure the success of TQM. This paper examines the changes that may be required in the process, and presents a synopsis of the need to (perhaps) reexamine the definition of organizational culture and the perspective of management, public or private, to make the culture of an organization more compatible with desired values.     

Estimating the economic impacts of a hub airline serving a tourist destination: the case of america west airlines and las vegas,nevada

Airlines are an important component of regional economies. The economic impact of an airline goes beyond the usual impacts of their payroll and expenditures. Airlines also may affect business productivity and the critical economic base of a regional economy. This article estimates the economic impact of America West Airlines on Las Vegas, Nevada. Key aspects of the study were measurement of the direct impacts, estimation of the associated impact on tourism allowing for the possibility of competing travel alternatives, and the use of a regional economic impact model to derive the total economic impact.     

An experimental study of the efficiency of unanimity rule and majority rule

Scholars traditionally claim that unanimity rule is more capable of producing Pareto optimal outcomes than majority rule. Dougherty and Edward (Public Choice 151(3):655–678, 2012) make the opposite claim assuming proposals are either random, sincere, or strategic. We test these competing hypotheses in a two-dimensional framework using laboratory experiments. Our primary results suggest: (1) majority rule enters the Pareto set more quickly than unanimity rule, (2) majority rule leaves the Pareto set at the same rate as unanimity rule, and (3) majority rule is more likely to select a Pareto optimal outcome than unanimity rule at the end of the game.     

‘Policies that Fail – Words that Succeed’: The Politics of Accessible Housing in Australia

This paper seeks to contribute to the debate over the efficacy of voluntary agreements versus regulation, and uses a study of the Livable Housing Design initiative to deliver voluntarily new‐built accessible housing in Australia. We first probe why regulation has become such a significant component of government policy making, and then ask why political campaigns focus on this issue as a strategy for reform. We refer to research by disability activists, which claims that the voluntary approach has failed and regulation is necessary. Amongst our conclusions are: (1) that the disjuncture between policy rhetoric and outcome can be attributed to the power of lobbyists, reliance on the private market to address inequality, and antipathy to regulatory enforcement; and (2) that there is a need for greater interrogation of the language deployed in policy texts to identify whether they are crafted to maintain the government's legitimacy or to deliver purposeful change.     

Shaping the Evolution of the Information Flow: The Centralizing Mechanisms in the Evolution of the North American Tobacco Quitline Consortium

The research reported here is an analysis of the evolution of the relationships that comprise a single public health network, focusing especially on the position of the network administrative organization (Provan and Kenis 2008 Provan, K. G. and P. Kenis. 2008. “Modes of Network Governance: Structure, Management, and Effectiveness.” Journal of Public Administration Research and Theory 18(2): 229–252.[Crossref], [Web of Science ®] , [Google Scholar]) in the flow of knowledge among a large number of organizations providing similar services. Our study examines the North American Quitline Consortium (NAQC), a multi-sector network that spans the US and Canada and whose members provide telephone-based tobacco cessation services to anyone interested in quitting smoking. Data were collected using web-based surveys at three different points of time. Implications are discussed for network organizing, for both theory and practice, focusing especially on the importance of the network administrative organization in shaping the evolution of the whole network information flow.     

Perceptions of Racism and Depressive Symptoms in African American Adolescents: The Role of Perceived Academic and Social Control

Experiences with racism are a common occurrence for African American youth and may result in negative self perceptions relevant for the experience of depressive symptoms. This study examined the longitudinal association between perceptions of racism and depressive symptoms, and whether perceived academic or social control mediated this association, in a community epidemiologically-defined sample of urban African American adolescents (N = 500; 46.4% female). Structural equation modeling revealed that experiences with racism were associated with low perceived academic control, which in turn was associated with increased depressive symptoms. Findings suggest that experiences with racism can have long lasting effects for African American youth’s depressive symptoms, and highlight the detrimental effects of experiences with racism for perceptions of control in the academic domain. Implications for intervention are discussed.

Voting on slavery at the Constitutional Convention

This paper provides the first empirical study of delegate voting behavior on issues of slavery at the U.S. Constitutional Convention. We analyze two categories of votes: those related to apportionment and those related to the regulation of the slave trade. Although it is widely believed that delegates voted consistent with the interests of their states on issues of slavery, we find that for votes on apportionment, the effect of state interests was enhanced by both the delegate’s personal interest and his religious background. For votes regulating the slave trade, state interests had a significant effect but only within specific regions.
