Fluorescence of a Natural Fluorophore as a Key to Improve Fingerprint Contrast Image

The optical and morphological properties of resveratrol were investigated. This nontoxic fluorescent natural material, emitting in the visible blue light, was used as an optical marker, enabling the enhancement of the image contrast coming from relief pictures marked on challenging surfaces. By applying appropriated imaging softwares, this marker was verified to be very useful in the latent fingerprint recognition deposited on different wood surface types, mainly those with high level of roughness, where conventional forensic materials do not allow effective fingerprint image visualization.     

Bringing the Falklands/Malvinas Home: Young People's Everyday Engagements with Geopolitics in Domestic Space

This paper draws on recent research examining feminist and everyday geopolitics to focus on the relatively neglected domestic sphere as a space where geopolitical events like the Falklands/Malvinas war are learnt, (re)produced, remembered and contested by young people. It presents qualitative data drawn from interviews with young people from Argentina (Río Gallegos) and the Falkland Islands (Stanley), locations with intimate connections to the 1982 war. It argues that research in domestic environments that engages the familial relations, objects and practices that embody geopolitical pasts can help make sense of how young people (are able to) express geopolitical agency.     

Analysis of STR loci in Cartagena, a Caribbean city of Colombia

Allele frequencies, together with some parameters of forensic interest were estimated for nine STRs included in the AmpF/STR Profiler kit (CSF1PO, D3S1358, D5S818, D7S820, D13S317, FGA, TH01, TPOX and vWA) in a sample of 215 unrelated individuals from Cartagena (Colombia). For all loci, no significant deviations from Hardy-Weinberg equilibrium were observed. Comparative analysis results between our data and those from other Colombian and African population samples revealed significant differences, except with two Colombian Caribbean Coast sub-regions.     

embodying memory: women and the legacy of the military government in Chile

The article argues that the prohibition of abortion in Chile, other than when the mother's life is in danger, is a form of human rights violation targeting women specifically. The Pro-Birth Policy was established in Pinochet's Chile as a response to the previous government's attempts, under Allende, to encourage family planning and to educate and inform women about their choices. This had been done to put an end to the increase in back-street abortions with the inevitable toll on women's lives. Pinochet's regime reversed these women-oriented family planning policies, and criminalized abortion, on the basis of costs to the state and, more importantly, the need to increase the birth rate for reasons of national security. Women's bodies were used by the Pinochet regime, both by sexual violence and torture, and by the denial of women's reproductive and sexual rights, as a means to impose discipline and order on society. The fact that this is still not acknowledged in the construction of a collective memory indicates that the issue has not yet been resolved in democratic Chile.     

Strategies and hybrid dynamics of soy transnational companies in the Southern Cone

Economical liberalization, market globalization and soy expansion stimulated the advance of big transnational companies in the Southern Cone countries (Brazil, Argentina, Paraguay and Uruguay). Currently, the main corporations acting on the last links of the productive chain are ADM (Archer Daniels Midland), Bunge, Cargill and Dreyfus (the ABCD firms), global leaders in the soy trade. The objective of this contribution is to analyze the different strategies these companies articulate in the Southern Cone, and their dynamics in local space through market relations with local producers. The results show the rapid and intense process of denationalization of the firms in the soy productive chain as well as the high level of market internationalization and company concentration. In spite of this, this study shows that all transnational power of ABCD firms, which seems so abstract and intimidating when seen in the global scale, depends on its basis of the formation, maintenance and exploration of relations of proximity, trust and reciprocity with local actors (especially rural producers), including family friendship linkages.     

Portable high‐resolution automated 3D imaging for footwear and tire impression capture

The forensic science community raised the need for improved evidence recognition, collection, and visualization analytical instrumentation for field and laboratory use. While the 3D optical techniques for imaging static objects have been extensively studied, there is still a major gap between current knowledge and collecting high‐quality footwear and tire impression evidence. Among optical means for 3D imaging, digital fringe projection (DFP) techniques reconstruct 3D shape from phase information, achieving camera‐pixel spatial resolution. This paper presents a high‐resolution 3D imaging technology using DFP techniques dedicated to footwear and tire impression capture. We developed fully automated software algorithms and a graphical user interface (GUI) that allow anyone without training to operate for high‐quality 3D data capture. We performed accuracy evaluations and comparisons comparing with the commercial high‐end 3D scanner and carried out qualitative tests for various impressions comparing with the current practices. Overall, our technology achieves similar levels of accuracy and resolution with a high‐end commercially available 3D scanner, while having the merits of being (1) more affordable; (2) much easier to operate; and (3) more robust. Compared with the current practice of casting, our technology demonstrates its superiority because it (1) is non‐destructive; (2) collects more evidence detail than casts, especially when an impression is fragile; (3) requires less time and money to collect each piece of evidence; and (4) results in a digital file that can easily be shared with other examiners.     

Militarism,states and resistance in Africa: exploring colonial patterns in stabilisation missions

ABSTRACT

The article explores how stabilisation missions reproduce the patterns that constituted colonial states. Following African historiography, the article argues that stabilisation’s militarised approach to neutralising resistance, its racialisation of targets and its aim to constitute and reform state authority evoke how colonial states were forged by the inseparable relationship between authority, force, race, production and resistance. However, it will be shown that those patterns cannot be fully understood without an account of the broader structure of coloniality and imperialism. In so doing, the article aims to contribute to bring together different literatures on contemporary peace-building interventions and contemporary militarism by examining the relation between militarism, coloniality and imperialism. It focuses on the Democratic Republic of Congo to show how an intensified use of force against resistance, added to frames that see Congolese politics as deviant, has guided the goal of restoration of state authority, and with it, different economic reforms, all of which have reinforced the military and economic power of national and international elites, without reporting significant benefits to the population at large.     

Alternative forms of sales taxation for a developing country

In an increasing n umber of developing countries, as in virtually all of the major industrial countries, one or other form of sales taxation has taken root as an important provider of revenue, though in spite of much recent debate—much of it concerning the value added tax—no single form of sales taxation has emerged as being the most efficacious. This article does not discuss the merits of sales taxation, nor its effects or, development, but rather focuses on the question of which form of sales tax should be adopted assuming that one is to be.
