Security cooperation,counterterrorism, and EU–North Africa cross-border security relations,a legal perspective

The EU is clearly in the process of developing an external dimension to the Area of Freedom, Security and Justice (AFSJ). This paper focuses on ex. Police and Judicial Cooperation in Criminal Matters (PJCCM) provisions. These developments pose specific legal basis issues for the EU, given its complex EU–member state legal relationship, and the inter-institutional balance, all reflected in the treaty framework post-Lisbon. New Court of Justice rulings are now emerging which will assist in this issue. Equally the approach to be taken in developing these relationships will be crucial. This paper proposes the adoption of an Onuf style constructivism in order to best capture the reality of the process that is developing, and has developed for the ex. PJCCM measures internally. This then needs to be allied with a constitutionalism model to ensure a balanced development of all three aspects of the AFSJ.     

Impacts of Heading Home Hennepin's Housing First programs for long-term homeless adults

This paper evaluates the impact of Heading Home Hennepin’s Housing First programs for long-term homeless individuals with work-limiting disabilities. These programs combine subsidized housing and extensive case management services to help program participants maintain stable housing. Using a matched comparison of housing-first participants and nonparticipants residing in public shelters, this study finds that housing-first placement is associated with a substantial decrease in public shelter use, an increase in public health insurance coverage, and a decrease in arrests and incarceration. Most of the decline in arrests is due to decreases in arrests for livability and drug-related charges and not for violent or property crime.     

From “sensed” to “complex”: some reflections on borders throughout history

The concept and definition of borders has evolved significantly over time. In Europe the twentieth century alone has seen remarkable changes. At the beginning of the century borders represented the clear end of the sovereignty of one state and the beginning of another while the second half of the same century brought revolutionary concepts of state borders. This article aims to contribute towards the conceptual discussion of borders, tracing some of the journey of this concept, from centuries ago when they were perceived as more ”sensed”, to more recent interpretations of ”solid” and “liquid” borders to today's “complex” borders.     

The profession of deputy. The idea of political representation in liberal Spain

This article attempts to provide insights into the concepts of political representation developed by Spanish liberalism during the middle of the nineteenth century, contextualised by comparison with other European models. The study of electoral legislation, parliamentary debates, essays about suffrage, and other less theoretical publications (press, propaganda) gives information about the prosopographical profile of those members of parliament who were highly involved in the development of electoral legislation, a dynamic group especially concerned about bringing meaning to the representative system and giving legitimacy to parliament. A second group of conclusions relates to the concepts of political representation which they developed. The concept of representation in liberal discourse rested on three components: the political capacity of electors and candidates, the influences which were considered legitimate and necessary, and the implementation of the right to vote along with the institutions deemed to command and to channel it. The arguments may have varied depending on the ideological profile of the parties, but they also shared certain common features because of the dominant political culture of the time.     

How international sanctions worked: Domestic and foreign political constraints on the Brazilian informatics policy

From 1985 to 1989, a trade conflict between the United States and Brazil developed around Brazil's protectionist information technology policy. During that period, and under the threat of trade sanctions, some changes were made in the Brazilian policy. The effectiveness of sanctions in promoting policy changes in Brazil resulted not only from economic losses but also from the shift provoked in the balance of political support for the policy within Brazilian society. Moreover, sanctions were effective not because they affected the interests of groups benefiting from the policy, but because they pushed previously uncommitted groups to join the opposition to it.     

Measuring Socio-economic Status in the Millennium Villages: The Role of Asset Index Choice

How are poverty analyses and poverty traps assessments affected by the choice among conventional methods of asset index construction? To address this question, this article uses panel data from four sites in the Millennium Villages Project (MVP) in Malawi, Tanzania, Mali and Ghana to study the relationship between eight asset indices and the sensitivity of findings related to poverty rates, poverty transitions and poverty traps to the index used. We find that although estimations of poverty rates and transitions are largely consistent across indices, evidence of poverty traps can be conditional on which asset index is used. The asset indices studied include structural income, principal components, factor analysis and a reduced set of assets reflecting the portfolio assessed in the Demographic Health Survey (DHS) data.

Effectiveness of Ethics Codes in the Public Sphere: Are They Useful in Controlling Corruption?

This study aims at determining the real effect of the implementation of a code of ethics on the solution of ethical problems in the public sphere, considering corruption as the most important non-ethical behavior. With that aim, 154 national administrations whose information on ethical codes is available on the UN's website are analyzed.

Our findings stress the absence of any influence of codes on corruption problems in the public context, both in developed and developing countries. The level of education is the most important determining factor in the control of corruption, especially in developing countries.     

Economic Integration and Vulnerability in the EU Neighbourhood

In 2004, the EU launched the European Neighbourhood Policy (ENP), a unified policy framework towards its neighbours in the external EU periphery, aiming at strengthening prosperity, stability and security around its geopolitical borders. However, in-depth empirical analysis provides clear-cut evidence that, while the size and composition of trade flows between the EU and the ENCs may be growing, they are not favourable for the ENCs from the perspective of export diversification, in terms of either products or number of destinations. This condition increases their exposure to volatility in international markets. These results provide valuable insight into economic integration theory and for policymaking.
