Absolute Pollution: Exclusion Update

This article reviews court decisions from 2001 and 2002 discussing the absolute pollution exclusion in the context of property damage, bodily injury claims, and other types of harm. In recent cases, courts have consistently found the absolute pollution exclusion to be clear and unambiguous, excluding coverage for “environmental” and other types of property damage claims. However, there is a split of authority and inconsistency in how courts analyze and interpret the absolute pollution exclusion when bodily injury claims are at issue. The analysis and court rulings are often determined by the specific policy language as applied to the facts in the cases.     

Rural local government finance in Zimbabwe: The case of Gokwe District Council

In spite of the many problems inherited at independence in 1980, rural local government in Zimbabwe is, in comparison with many other countries in the region, fairly robust and well organized. This paper examines the Gokwe District Council, one of the more dynamic and potentially very prosperous rural local authorities in the country. The case study shows that the achievements of the council can be explained not only in terms of factors internal to the district, but also in terms of the overall system of local government and finance in Zimbabwe.     

Linkages Among Poverty, Development, and Budget Systems

The achievement of economic growth and social equity in developing nations, whatever path they pursue, has been hampered by uncertainty, instability, and uncontrollability in budgeting. It appears likely that left to themselves, these budget systems will continue largely unchanged, with little or no progress toward eliminating poverty and advancing development. However, several options are available for restructuring budget systems through implementation of carefully devised systematic action plans.
