The election of a 'New Labour' UK government in 1997 promised a new era of central-local relations facilitated by a programme of local government reform which recognised local government's 'community leadership' role. Other aspects of the agenda supported the development of multi-level governance, for example, the establishment of sub-national institutions such as the Scottish Parliament and the promotion of neighbourhoods as key sites for action. Despite these actions this paper will argue that in England the central state retains considerable influence over the key agents of local governance. Using the example of public participation policy, and drawing on the findings of a recent study in two English cities, the paper will explore how national policy aspirations were reflected locally. It concludes that while local action generally complemented national priorities, there were important points of contrast, and that localities' capacity to act in their own interests is supported by the opportunities presented in a multi-level governance environment.  相似文献

In order to identify polymorphic positions and to determine their frequencies and the frequency of haplotypes in the human mitochondrial control region, two hypervariable regions (HV1 and HV2) of the mitochondrial DNA (mtDNA) of 374 unrelated individuals from Slovakia were amplified and sequenced. Sequence comparison led to the identification of 284 mitochondrial lineages as defined by 163 variable sites. Genetic diversity (GD) was estimated at 0.997 and the probability of two randomly selected individuals from population having identical mtDNA types (random match probability, RMP) for the both regions is 0.60%.  相似文献

This study aimed to examine the relationship between negative experiences in childhood (physical-, sexual-, and emotional abuse and emotional neglect) and the risk for an individual to become a perpetrator of child maltreatment in adulthood. Participants were 337 female college students who completed self-report measures of childhood trauma and temperament. Risk for child abuse was assessed with the Child Abuse Potential Inventory. Results showed experiences of emotional neglect significantly predicted higher child abuse potential. Additionally it was shown that experiences of physical abuse significantly predicted higher child abuse potential but only in those individuals with high temperamental orienting sensitivity. These results underline the potentially damaging long-term effects of emotional neglect in childhood and indicate temperamental sensitivity may moderate the relationship between being abused as a child and being at risk for maltreating one’s own offspring.  相似文献

This article provides a first overall account of the intergovernmental components of Australia's gender equality architecture in the period 1978–2014. From the 1990s this is largely a story of institutional fragility. In explaining this, factors identified by scholars of state feminism, such as lack of political will, partisan ideologies and discursive shifts, particularly the increased influence of neoliberal approaches to governance, are taken into account. The new factor introduced is that of executive federalism, characterised by decision‐making behind closed doors. When women's intergovernmental bodies attempted to open doors to community input this proved fruitless, particularly in the area of economic decision‐making. Repeated attempts to introduce gender‐disaggregated reporting on the outcomes of Commonwealth‐State agreements were also largely unsuccessful. The article concludes that the democratic deficits associated with executive federalism – lack of parliamentary oversight or accountability and lack of community consultation – are closely related to the deficits in gender mainstreaming.  相似文献

In this study, we investigated the effects of wearing a police uniform and gear on officers’ performance during the Physical Competence Test (PCT) of the Dutch National Police. In a counterbalanced within-subjects design, twenty-seven police officers performed the PCT twice, once wearing sportswear and once wearing a police uniform. The results showed clear indications that wearing a police uniform influenced the performance on the PCT. Participants were on average 14 seconds slower in a police uniform than in sportswear. Furthermore, performing the test in uniform was accompanied by higher RPE-scores and total physiological load. It seems that wearing a police uniform during the test diminishes the discrepancy between physical fitness needed to pass the simulated police tasks in the PCT and the job-specific physical fitness that is required during daily police work. This suggests that wearing a police uniform during the test will increase the representativeness of the testing environment for the work field.  相似文献

A new Assisted Reproductive Treatment Act was passed in Victoria on December 2008 and came into effect on 1 January 2010. The new legislation changed who was eligible for assisted reproductive technology (ART) and the types of services that clinics could provide. This article reports on interviews with service providers in Victoria who experience first hand the impact of legislation on clinical practice and patients, as well as regulators who are able to provide insight into the values underpinning the regulatory framework. The new legislation was viewed by all participants as an improvement on the old Act because of the removal of discriminatory and ambiguous aspects. The authors argue that while some of the details of the legislation have changed, the underlying principles and the framework have not.  相似文献

Regulatory behavior and effectiveness in authoritarian settings are subject to alternative characterizations. By tracing enforcement processes through a variety of case studies, this article proposes and refines a new model, at least with respect to energy efficiency regulations in China: authoritarian but responsive. Local rulemaking and operationalization is authoritarian, with strong and coordinative bodies of regulation, strategic plans, and active involvement of local authorities. Local authorities, however, often find themselves facing a welter of laws imposed on companies that create competing priorities for these local officials who then must struggle to find pragmatic solutions. On numerous occasions, such satisficing behavior by local officials makes them responsive to the performance and demands of regulated firms. Embedded in the decentralized authoritarian context, the authoritarian but responsive approach is found to be a rational choice of local governments and different from previous conceptualizations. It helps local governments coordinate across a diverse array of regulatory issues. Drawing on environmental enforcement in China, the model provides consistent explanations for the seemingly changing and discretionary enforcement incidents.  相似文献

One of the more important decisions made by judges in the criminal justice system is the bail decision. Factors that judges take into consideration when making a bail decision, such as seriousness of the offense, flight risk, and public safety, are typically seen by researchers as the primary determinants of such a decision. However, one aspect that researchers have not studied extensively—rated jail capacity – could play an important role in a judge’s decision. Overcrowding in jails leads to numerous problems, both for the offender and the system itself, so judges may be more willing to release offenders into the community during the pretrial period if the local jails are overcrowded. The current study examines the effect of rated jail capacity on decisions regarding bail amounts, release on recognizance (ROR), financial release, and conditional release in eight Florida counties. Results indicate that rated jail capacity plays a role in judges’ bail decisions, suggesting that judges are concerned about housing more pretrial offenders in crowded jails.  相似文献
