ABSTRACT

This paper provides empirical evidence that suicide attacks systematically draw more media attention than non-suicide terrorist attacks. Analyzing 60,341 terrorist attack days in 189 countries from 1970 to 2012, I introduce a methodology to proxy for the media coverage each one of these attack days receives in the New York Times. Suicide attacks are associated with significantly more coverage. In the most complete regression, one suicide attack produces an additional 0.6 articles—a magnitude equivalent to the effect of 95 terrorism casualties. This link remains robust to including a comprehensive list of potentially confounding factors, fixed effects, and country-specific time trends. The effect is reproduced for alternative print and television outlets (BBC, Reuters, CNN, NBC, CBS), but remains weak for Google Trends (worldwide and in the U.S.), a more direct proxy for people’s interests, and is non-existent for C-SPAN, a television station dedicated to broadcasting political discussions directly. Thus, the media appears to cover suicide missions in an extraordinary fashion, which may in turn explain their prominence among terrorist organizations.  相似文献

The first part of this two part essay is a re-examination of the Czechoslovak crisis (1934–1938) based on papers from the Arkhiv vneshnei politiki Rossiiskoi Federatsii in Moscow. The essay is also grounded in British, French, and Romanian archives and the standard published collections, including the American and German series. It is about the development and conduct of Soviet collective security policy in the key years leading to the “Munich crisis” in September 1938. Evidence from the Moscow archives demonstrates that the Soviet government was serious about collective security and that it was ready to participate in an anti-Nazi alliance. Its initiatives were repeatedly rebuffed in Europe, notably in Paris and London. Even in Prague, the Czechoslovak president, Eduard Bene?, was an undependable ally. These rebuffs led the Soviet government to be cautious during the Munich crisis. The Soviet Union would not act unilaterally, but what it actually did do was intended to defend Czechoslovak security within the constraints of Anglo–French abandonment in which Bene?? himself was complicit.  相似文献

A good deal has been written about the organisation and structure of the British diplomatic establishment since 1945. This analysis uses detailed quantitative and qualitative data to develop an understanding of the background and career trajectories of the most senior figures in the Diplomatic Service in 1975. By tracing their careers, it is possible to identify more precisely than before the changing educational and social background of these individuals when compared with previous generations of diplomats. This analysis also examines certain core features of the culture of the diplomatic establishment during the post-war decades, analysing how it both shaped and was shaped by particular structures and practices. Despite the existence of a peripatetic career structure that dispersed members of the diplomatic establishment around the globe, there were still numerous opportunities for the kinds of personal contact necessary to maintain an integrated culture.  相似文献

ABSTRACT

The State Department played a leading role in the struggle within the United States government to define and implement America’s foreign drug policy throughout the late twentieth century. After their participation in 1969’s Operation Intercept illustrated the central importance of Mexican national sovereignty in bilateral relations, United States diplomats worked to institutionalise an aversion to unilateral American action on drug issues south of the Rio Grande. Over time, both the co-operative framework cultivated between American and Mexican officials throughout 1970s and an especially turbulent chapter in bilateral relations during the 1980s helped to establish further the State Department’s highly conciliatory approach to drug diplomacy that today remains a defining characteristic of joint Mexican–American efforts to combat the production and traffic of illicit drugs.  相似文献

Employee empowerment involves the delegation of decision-making to employees, while holding them accountable for outcomes. Survey data show that while sixty-two percent of state agencies in correction, transportation, health, education and welfare use empowerment in at least one service function, only six percent of agencies use empowerment throughout more than 75 percent of the agency. Empowerment is frequently implemented through coordination across units and through mid-level management teams. Training is also widely used. Agency directors report that employee empowerment has a positive impact on group decision-making ability, communication throughout units and commitment to stakeholders, as well as quality and productivity improvement.  相似文献

Increasing expectations of citizen involvement as well as demographic changes brought by population ageing make evidence about the factors impacting on seniors’ participation increasingly important for local governments. In particular, knowledge about motivations for involvement can assist local governments in attempting to attract input from more than just the usual suspects, and to determine whose interests are represented. This article reports on an Australian study exploring seniors’ motivations for participation in governance processes, using a two-phase mixed method approach. Findings from this study suggested that seniors’ participation was motivated by both self- and other-directed, and both practical and abstract factors. Comparison of the sources highlighted nuances in the data which reflect questions about representation, representativeness and inclusion. Findings are discussed in relation to these questions, and implications for local government engagement practices are addressed.  相似文献
