This research examines the influence of government decentralization on corruption in the United States. Previous research has focused primarily on fiscal decentralization. We address whether the structure of local governments??measured in terms of the scope of services offered and the population served??has a bearing on corruption. Results show that government decentralization does not necessarily reduce corruption??the type of decentralization matters. Specifically, more general-purpose governments contribute to corruption. In contrast, the effect of special-purpose governments is mixed. The findings uniquely reveal the tension between fiscal decentralization and fragmented local governments in terms of impacts on corruption. 相似文献

On February 4, 2010 the Illinois Supreme Court struck down Illinois' medical practice reform bill, P.A. 94-677, when it decided Lebron v. Gottlieb Memorial Hospital. Although the court only considered the unconstitutionality of the cap on non-economic damages contained in that bill, an inseverability provision resulted in the invalidation of all of its provisions. The end result of the Lebron decision extends much further than the striking of the cap on non-economic damages. It affects such areas as medical liability insurance law, physician discipline, public disclosure of information, the admissibility of physician statements into evidence, and expert witness standards. The Lebron holding has raised a significant obstacle to the implementation of a wide range of legislative measures intended to improve both the delivery and quality of healthcare services in Illinois. The current study investigated the effects of change blindness and crime severity on eyewitness identification accuracy. This research, involving 717 subjects, examined change blindness during a simulated criminal act and its effects on subjects' accuracy for identifying the perpetrator in a photospread. Subjects who viewed videos designed to induce change blindness were more likely to falsely identify the innocent actor relative to those who viewed control videos. Crime severity did not influence detection of change; however, it did have an effect on eyewitness accuracy. Subjects who viewed a more severe crime ($500 theft) made fewer errors in perpetrator identification than those who viewed a less severe crime ($5 theft). This research has theoretical implications for our understanding of change blindness and practical implications for the real‐world problem of faulty eyewitness testimony. 相似文献

Having been a minister in three different departments for a period of over nine years (1999–2008), during the Blair and, briefly, the Brown governments, I thought it might be useful to reflect on what ministers actually do, their functions and how they spend their days. In thinking about what I did as a minister, I have avoided going back to some of the classic constitutional texts on what ministers supposedly do, how they are accountable and such like. Exposure to media violence, including violent video gaming, can have a cognitive desensitization effect, lowering empathic
concern for others in need. Since emerging adulthood offers increased opportunities to volunteer, strengthen relationships,
and initiate new relationships, decreases in empathic concern and prosocial behavior may prove inhibitive to optimal development
during this time. For these reasons, the current study investigated associations between violent video gaming, empathic responding,
and prosocial behavior enacted toward strangers, friends, and family members. Participants consisted of 780 emerging adults
(M age = 19.60, SD = 1.86, range = 18–29, 69% female, 69% Caucasian) from four universities in the United States. Results showed
small to moderate effects between playing violent video gaming and lowered empathic concern for both males and females. In
addition, lowered empathic concern partially mediated the pathways between violent video gaming and prosocial behavior toward
all three targets (at the level of a trend for females), but was most strongly associated with lower prosocial behavior toward
strangers. Discussion highlights how violent video gaming is associated with lower levels of prosocial behavior through the
mechanism of decreased empathic concern, how this association can affect prosocial behavior differently across target, and

The purpose of this study is to explore whether the transfers received by state governments in Brazil are being appropriated by the bureaucracy as wages. The wage differential between the public and private sectors was used as a measure of this appropriation, following the technique for wage decomposition proposed by Oaxaca. Our results show that transfers stimulate appropriation by the bureaucracy, but that private groups existing within the states contend for these resources. The results also indicate that the resources appropriated are distributed uniformly between the various groups composing the bureaucracy. 相似文献
