Despite extensive financial losses and other indicators of harm, the American public and legal professionals have historically
been ambivalent toward white-collar crime. Recent research demonstrates that public perceptions of white-collar crime and
attitudes toward the punishment of white-collar offenders have become more punitive. Along these lines, a neglected area of
research concerns those individuals who routinely face white-collar crimes: fraud investigators. Using data collected during
the height of recent corporate scandals (2001–02), this study examines the perceptions of 663 fraud investigators and extends
prior research by considering the influence of investigator characteristics, organizational context (i.e., size, setting,
internal controls, and resource capacity), case characteristics (i.e., offense type, financial loss, and sanction), and offender
characteristics on legal professionals’ general and specific punishment perceptions. Results indicate that organizational
resources increase the likelihood of both outcomes. Additionally, the correlates of general and specific punishment perceptions
are found to differ: government agency context influences general but not specific perceptions. Comparatively, the perception
that fraud is increasing and a sanction that includes incarceration each have a significant, positive influence on specific
punishment perceptions. Implications of these findings for future research and policy are discussed.
This study scrutinizes the functions and effects of various mechanisms of policy diffusion by taking the hyper-sovereigntist state of the People’s Republic of China as a hard test case. It demonstrates that a one-sided focus on the contribution of international or transnational interactions to policy diffusion may lead to severe misinterpretations. Thus, careful control studies of the domestic determinants of policy diffusion are indispensable for clearing up the focus. As the Chinese case reveals, politically orchestrated, tactical adaptation to international regulatory standards can be employed to promote a nation’s rise in the global political economy. Academic performance is typically measured as some combination of teaching, publishing, and professional service. This paper focuses on the publication aspect of academic output, estimating the determinants of publication productivity using data for Robert D. Tollison (RDT). Robert Tollison published 433 articles and books, and collaborated with 524 coauthors while at a dozen institutions over thirty-eight years. Our findings indicate that RDT’s output is significantly correlated with several factors, including co-authorship, the diversification of his research portfolio, business cycles, and academic pay. Malaysia's strategic development fund, 1 Malaysia Development Corporation, has suffered enormous losses. Funds have been traced to the accounts of the prime minister, Najib Razak. Amid the scandal that has followed, Najib's leadership has been challenged. Analysis begins by identifying the institutions that have historically stabilized Malaysia's politics, including a single-dominant party, a fused party-state, an electoral authoritarian regime, a controlled legislature, and a powerful security apparatus. Next, it examines how these resilient institutions fell into the hands of Najib's rivals, converting them into ‘threatening vectors’. Impressions of friction ridges left on a surface are important evidence for identifying an individual and can be used to confirm his or her presence at the scene of an incident. Factors influencing the durability of fingerprints include the physiological characteristics and cleanliness of the individual, environmental factors, and time. The aim of the study was to determine the effect of atmospheric factors, gender, hand cleanliness and time on the width of friction ridge impressions and the amount of material forming the print. The research shows that factors such as gender, ambient conditions, and hand cleanliness affect the width of the ridge impressions and the quantity of material forming the print. Numerous studies document sex differences in African American girls’ and boys’ academic achievement and motivation, but little is known about how the enactment of gender, such as in the forms of gendered behaviors, attitudes, or personal-social qualities, is related to school functioning. To advance understanding of African American adolescents’ academic experiences, this study examined the longitudinal linkages between stereotypically feminine (i.e., expressive) and stereotypically masculine (i.e., instrumental) personality characteristics and school adjustment. The moderating effects of youth’s ethnic identity and school racial composition also were tested. Participants were 352 African American youth (50.1% girls; mean age at Time 1?=?12.04 years; SD=?2.03) who participated in annual home interviews. Net of biological sex, expressive traits (kind, sensitive) were positively related to school self-esteem and school bonding for both girls and boys, but youth with higher levels of instrumentality (independent, competitive) exhibited sharper declines in academic achievement across adolescence. School racial composition moderated the effects of instrumentality at the between-person level, such that instrumentality was positively related to school self-esteem only for youth who attended schools with fewer African American students. These results highlight the importance of incorporating gendered personality traits, rather than biological sex alone, into theoretical accounts of African American youth’s school functioning.
Since the end of the Cold War, donors have come to realise that when security sectors operate autonomously, with scant regard for the rule of law, democratic principles, and sound management practices, sustainable, poverty-reducing development is extremely di?cult, if not impossible, to achieve. Because of the substantial ?nancial resources and technical expertise at their disposal, there is a growing expectation that the World Bank and the International Monetary Fund will play an important part in supporting improved security-sector governance. These organisations have, however, long taken the position that, because of restrictions on political activities in their Articles of Agreement, their involvement in issues pertaining to the security sector must be limited. This article suggests that a governance approach to the security sector is well within the mandate of both organisations. And it is necessary for the Bank and the Fund to address the quality of security-sector governance if they are to be e?ective in carrying out two of their core functions: reforming public institutions and strengthening governance.相似文献
At the 2021 Shanghai Cooperation Organization (SCO) summit, the Russian- and Chinese-led bloc announced the approval of Iran's longstanding bid for membership. Iran has viewed its involvement in the organization as a means of bolstering external legitimacy, fostering security-oriented regionalism, and promoting the transition toward the so-called multipolar world order. The SCO has served as a regime-preservation network by providing Iran with a source of solidarity against external pressure. Tehran's commitment to the normative order, sustained by the SCO's discourse of noninterference, sovereignty, and countering the “three evils”—terrorism, extremism, and separatism—has galvanized the organization's role as a common front against the imposition of liberal norms and challenges to regime security. 相似文献
