The Koguryo controversy, national identity, and Sino-Korean relations today

In July 2004, a Chinese claim that the ancient Kingdom of Koguryo (37 BC-AD 668) was China's vassal state ignited a firestorm of protest in South Korea. The decade-long South Korean love affair with China appears to have ended, as increasing numbers of South Koreans have begun to view their colossal neighbor with new suspicion. What were the causes and consequences of this controversy? Rather than forwarding the usual political, economic and security explanations, this paper interrogates the deeper identity politics at stake, arguing that the Koguryo controversy implicates the very meaning of being Korean or Chinese in the 21st century.     

Robert Tollison and operationalizing public choice

In this tribute to Robert Tollison, I will outline his contributions to the development of public choice. I focus on Tollison’s work on rent-seeking, the political economy of reform, and the rules level of analysis in sports economics. Throughout his career, Tollison brilliantly figured out ways to take insights from price theory and public choice theory and operationalize them using multiple methods of empirical analysis, including historical interpretation and statistical testing.     

A Different Carbon Tax: The Sustainable Green Tariff

Two heated current political arguments focus on carbon taxes and tariffs. This essay will develop an argument for linking carbon emissions with tariffs, through a tax on goods entering a country based on the method of transport and distance traveled, rather than based on the country of origin or category of the product. The result would be to encourage more sustainable local production, to reduce currently externalized costs of carbon emissions, to generate new tax revenues to fund reductions in regressive social insurance taxes, and to provide benefits for those adversely affected by carbon emissions.     

Demographic change and industrialization in germany, 1815–1914

This article analyzes demographic change in Bremen 1815–1914 against the background of changing employment opportunities. Within the pre-industrial employment structure, which still prevailed in the decades after 1850, in-migrants were particularly disadvantaged. When modern industries developed, the situation changed. At the beginning of the twentieth century both male and female in-migrants benefited from a higher life expectancy than the city-born population had. The strong sectoral changes in employment opportunities in Bremen at the turn of the century reinforced the trends towards family limitation. More skilled in-migrants felt the need to adapt their reproductive behavior to facilitate upward social mobility. The article argues for a wider use of archival data, like those used in their study, to explore issues relating to urban demographic change in German cities during industrialization.     

When Rivalry Goes Viral: COVID-19, U.S.-China Relations,and East Asia

Regional security and regional order in East Asia are shaped profoundly by the United States, the People's Republic of China, and U.S.-China relations. The COVID-19 crisis accelerated a negative trajectory in the relationship between Washington and Beijing. As with so many issues, here, too, the situation in the time of COVID is much like the status quo ante, only more so. The pandemic-related and pandemic-exacerbated problems in U.S.-China relations pose challenges for security and stability in East Asia. They do so in ways that several theories of international relations would predict. This is the first of a two-part series, the latter of which will appear in an upcoming issue of Orbis.     

EU Simulations and Engagement: Motivating Greater Interest in European Union Politics

While the effects of simulation-based courses on the knowledge of participating students may be marginal in relation to standard lecture and discussion-based courses, this article argues that the greatest leverage is gained by increasing participating students’ level of interest in the subject of study and in politics more broadly. Participants tend to become increasingly absorbed in their roles and in the politics of the institutions at the center of the simulation. To better consider this possibility, we conducted a survey of students participating in the 2015 Mid-Atlantic European Union Simulation and of appropriate control populations. The survey results indeed suggest that, much more than simply acquiring knowledge about the EU, the simulation experience serves to generate more robust interest in the subject of study.
