中小企业是世界各国经济发展的支柱。全球金融危机对中小企业的发展产生了严重影响。为促进中小企业的发展,欧盟采取了切实措施,从法律、政策影响评估、市场环境改善等方面最小化中小企业的监管负担。随着金融危机的蔓延,中国的中小企业也面临严峻的发展环境,浙江等地中小企业倒闭数量大幅度上升,税负较重、融资渠道单一等是其倒闭的主要原因。应借鉴欧盟经验,采取综合政策措施,最小化企业的监管负担,促进其复苏发展。

FaSTR DNA: A new expert system for forensic DNA analysis

The automation of DNA profile analysis of reference and crime samples continues to gain pace driven in part by a realisation by the criminal justice system of the positive impact DNA technology can have in aiding in the solution of crime and the apprehension of suspects. Expert systems to automate the profile analysis component of the process are beginning to be developed. In this paper, we report the validation of a new expert system FaSTR DNA, an expert system suitable for the analysis of DNA profiles from single source reference samples and from crime samples. We compare the performance of FaSTR DNA with that of other equivalent systems, GeneMapper™ ID v3.2 (Applied Biosystems, Foster City, CA) and FSS-i³ v4 (The Forensic Science Service^® DNA expert System Suite FSS-i³, Forensic Science Service, Birmingham, UK) with GeneScan^® Analysis v3.7/Genotyper^® v3.7 software (Applied Biosystems, Foster City, CA, USA) with manual review. We have shown that FaSTR DNA provides an alternative solution to automating DNA profile analysis and is appropriate for implementation into forensic laboratories. The FaSTR DNA system was demonstrated to be comparable in performance to that of GeneMapper™ ID v3.2 and superior to that of FSS-i³ v4 for the analysis of DNA profiles from crime samples.     

Are the Popes Leaving Behind Just War and Embracing JustPeace?

Since the mid-nineteenth century a significant, though not yet complete, shift in both the politics and the teachings of popes regarding war and peace has occurred, in an increasingly pacifist direction. More specifically, the emphasis of the papal office has noticeably changed from endorsing violence and war toward embracing the essential coupling of peace and justice, holistic peacebuilding, and active nonviolence.

Moving beyond the tendency in academic literature to focus solely upon the Catholic Church’s teaching on just war, this essay demonstrates how the papacy went through a transformation in their attitudes to war and peace since the accession of Pius IX (r.1846–1878). Mapping developments from the mid-nineteenth century down to the time of this writing in March 2018, this essay demonstrates that while the contemporary popes have left intact certain aspects of the teaching of just war, they nonetheless lend a large measure of support to JustPeace outcomes, defined by the authors as combining peace and social justice in a mutually enhancing and creative tension.     

The analysis of substituted cathinones. Part 3. Synthesis and characterisation of 2,3-methylenedioxy substituted cathinones

The first synthesis of the 2,3-isomers of MDPV, butylone and methylone is reported. The isomers were characterised by (1)H and (13)C NMR spectroscopy and compared to the corresponding 3,4-isomers. A GC method is described which separates the 3,4- and the 2,3-isomers from each other. IR spectra of the 2,3-isomers are also compared with the corresponding 3,4-isomers. Two seized drug samples were analysed by GCMS and the samples were found to contain the 3,4-isomers.     

Rewarding Lula: Executive Power, Social Policy, and the Brazilian Elections of 2006

This article analyzes Luiz Inácio da Silva's resounding reelection victory in the wake of corruption scandals implicating his party and government. Voters with lower levels of economic security and schooling played a critical role in returning Lula to the presidency. Least prone to punish the president for corruption, poorer Brazilians were also the most readily persuaded by the provision of material benefits. Minimum wage increases and the income transfer program Bolsa Família expanded the purchasing power of the poor. Thus, executive power and central state resources allowed Lula to consolidate a social base that had responded only weakly to his earlier, party-based strategy of grassroots mobilization for progressive macrosocietal change. Although Lula won handily, the PT's delegation to Congress shrank for the first time, and the voting bases of president and party diverged. The PT benefited far less than the president himself from government investment in social policy.     

Gender, Parties, and Support for Equal Rights in the Brazilian Congress

This article analyzes a dataset of policy views of members of the Brazilian Congress to assess the nature of support for genderrelated policy issues. It makes three core claims. First, liberal and progressive opinions on gender correspond to party membership more than to sex. Left parties have consistent and programmatic policy positions on controversial gender issues. Women and men are more divided, as are parties of the center and the right. Second, coalitions supporting change differ across policy issues. Support for gender quotas, for example, does not translate into support for more liberal abortion laws. Third, there is a large gap between legislators' attitudes toward gender-related policy and actual policy outcomes. Institutional deadlock and executive priorities explain this discrepancy. This article concludes that although women may share some interests by virtue of their position in a gender-structured society, these interests may be trumped by partisan, class, regional, and other cleavages.
