This article challenges the prevailing view of increasing political and fiscal centralization in the federal government. Since 1978, the authors argue, the nation has entered a new era of "Competitive Federalism" with federal, state and local governments locked in a competitive struggle for taxpayer resources and support. The new era has emerged largely because of the loss of the tremendous fiscal advantage held by the federal government during its centralization period, 1929 to 1978. Although "deregulated" and free to move into any area of domestic policy, the federal government is constrained by necessary budget pressures and a "reformed" income tax structure. Competitive Federalism has emerged as a new balancing force between Washington, D.C. and the fifty state-local governments and will govern the federal system for the foreseeable future. 相似文献

This study examines the face validity and feasibility of materials included in a multimedia child sexual abuse (CSA) prevention campaign. A quantitative survey method assessed participants' comfort level, knowledge gain, and likelihood of behavioral change in response to the media campaign. Furthermore, a focus group method explored participants' attitudes and opinions regarding the campaign and the unique effects of ethnic or cultural norms on participants' acceptance of the media materials. Six groups, established based on participant ethnicity (i.e., three Caucasian groups, two African American groups, one Hispanic group), met at two sites in the Charleston, South Carolina, area. Quantitative data suggest that participants reported increased CSA knowledge and low levels of discomfort or anxiety related to exposure to the materials. Focus group results suggest that study participants, regardless of ethnic background, agreed that the media campaign can have a positive impact on public knowledge of CSA. This paper provides a knowledge‐based perspective to understanding public value management (PVM). As distinct from other approaches to public administration, PVM focuses on collaborative capacity building for the creation of public value. To develop the notion of PVM further, we explore the role of a knowledge‐based strategy in a case study of change implementation in 18 disability service organisations in Western Australia. Our findings show important inter‐relationships between knowledge management strategy, adopting a person‐centred approach to service provision, and sustainability of change implementation. We discuss the implications of the study for disability sector change management and for the further exploration of the strategic role of knowledge management capabilities in the study and practice of PVM in public sector administration. The paper explores the relationship between an organisation's knowledge capture and sharing systems and processes and its ability to implement change in a way that generates long‐term benefits for both public sector employees (e.g., engaging with key stakeholders to generate innovative solutions for serving client needs) and clients (i.e., increased well‐being through better service design and support). 相似文献

Domestic violence cuts across all demographic groups. The factors related to why police officers arrest in some domestic violence
situations but not others have been often studied. Little research, however, has been conducted on the arrest views of rural
police officers. One hundred seventy line officers in six rural Midwestern counties were surveyed to determine the impact
of officer personal characteristics and agency type on arrest decisions in various hypothetical domestic violence scenarios.
First, the same situational factors appeared to be important in shaping the arrest decision in domestic violence calls of
rural officers as have previously been found with urban officers. Second, the characteristics of officers and the type of
agency had some impact on the likelihood of arrest, particularly if there was evidence of a physical assault. Third, the presence
of evidence of a physical assault helped shape the arrest decisions of rural officers. Fourth, situational factors were more
important than officer characteristics and the type of agency.

Agnew's General Strain Theory (GST) has come to be recognized as an increasingly important explanation for violence at the individual level. Drawing on this individual level theory, Agnew [Journal of Research in Crime and Delinquency 36 (1999) 123] recently suggested that GST might also be applicable to explaining variations in community crime rates. This macro level General Strain Theory (MST) has, however, rarely been empirically examined. This article provides an examination of some of the central ideas in Agnew's MST using data from sixty-six neighborhoods in a southern state. The findings presented here suggest that neighborhood disadvantage and stability significantly affect neighborhood levels of strain. In turn, strain significantly affects levels of violence. The extent to which the effects of strain on violence are conditioned by levels of informal social control and social support/capital are also examined in this article. Problem-solving (PS) courts continue to proliferate throughout the country, providing an ideal setting for understanding the factors affecting the use of rewards, a key part of one evidence-based practice (EBP), contingency management (CM). This study uses the concept of transportability to explore how justice practitioners implement CM. Based on roughly 400?h of ethnographic fieldwork, conducted over 34?months in six PS courts, we examine the implementation and adaptation of CM. While decisions to adopt and implement practices are concentrated at the managerial level of organizations, the implementation processes used by frontline workers provide key insight into how EBP may become an everyday workplace practice. This study finds frontline workers adapting CM principles to their environments. While it might appear as though CM implementation strays from the original evidence-based construct, local adaptations provide a foundation for understanding the factors that affect the transportability of CM into routine practice. 相似文献
