The feasibility of 2D-intensity and 3D-topography images from a non-invasive Chromatic White Light (CWL) sensor for the age determination of latent fingerprints is investigated. The proposed method might provide the means to solve the so far unresolved issue of determining a fingerprints age in forensics. Conducting numerous experiments for an indoor crime scene using selected surfaces, different influences on the aging of fingerprints are investigated and the resulting aging variability is determined in terms of inter-person, intra-person, inter-finger and intra-finger variation. Main influence factors are shown to be the sweat composition, temperature, humidity, wind, UV-radiation, surface type, contamination of the finger with water-containing substances, resolution and measured area size, whereas contact time, contact pressure and smearing of the print seem to be of minor importance. Such influences lead to a certain experimental variability in inter-person and intra-person variation, which is higher than the inter-finger and intra-finger variation. Comparing the aging behavior of 17 different features using 1490 time series with a total of 41,520 fingerprint images, the great potential of the CWL technique in combination with the binary pixel feature from prior work is shown. Performing three different experiments for the classification of fingerprints into the two time classes [0, 5h] and [5, 24h], a maximum classification performance of 79.29% (kappa=0.46) is achieved for a general case, which is further improved for special cases. The statistical significance of the two best-performing features (both binary pixel versions based on 2D-intensity images) is manually shown and a feature fusion is performed, highlighting the strong dependency of the features on each other. It is concluded that such method might be combined with additional capturing devices, such as microscopes or spectroscopes, to a very promising age estimation scheme.  相似文献

This study investigates the factors that shape the attitudes of scientists toward starting their own business or working in a private sector firm. The analysis is based on data collected from scientists working in the German Max Planck Society, a research institution devoted to basic science. We find that the scientists’ attractiveness of working in a private sector firm or of starting their own business differ considerably according to their academic discipline and the self-reported commercial potential of their research. The ability to take risks, prior work experience in private firms, and personal experience in cooperating with industry lead to a positive attitude towards switching to private sector employment or entrepreneurship. Strong willingness to freely distribute research findings is related to a low appeal of private sector work.  相似文献

Carl Schmitt developed the concept of the ‘federation of states’ (Bund) in order to characterise intermediate constitutional systems which are integrated beyond the level of a confederation (Staatenbund) without, however, acquiring the level of integration of an actual federal state (Bundesstaat). In this paper we analyse the constitutional specificity of the ‘federation of states’ and present three normative principles for assessing the democratic legitimacy of the decision‐making procedures within such a federation. We argue that both the European Union and Belgium can be analysed as instances of such a federation of states and show how this characterisation improves our understanding of the evolutionary dynamics of both polities and the constitutional and democratic challenges they are facing.  相似文献

During the course of their duties, police regularly have contact with mentally ill persons who are experiencing psychiatric crisis and require some form of mental health transfer. This study examined 2611 unique mental health transfers completed by police in the Australian state of Victoria over an eight-month period in 2009–2010. The overwhelming majority of mental health transfers performed by police during this period were the result of unplanned calls for assistance. Although police frequently requested assistance from other services, these were often not available. The study findings support a substantial body of anecdotal evidence from police citing lengthy involvement with people experiencing mentally illness, with the average mental health transfer consuming 2.5?h of police time. The frontline responses of police to people in psychiatric crisis need to be more formally acknowledged and creative solutions need to be sought with health and welfare services to better meet the needs of those who are falling between the cracks of community mental health care services.  相似文献

The article uses embodiment and the experiential basis of conceptual metaphor to argue for the metaphorical essence of abstract legal thought. Abstract concepts like ‘law’ and ‘justice’ need to borrow from a spatial, bodily, or physical prototype in order to be conceptualised, seen, for example, in the fact that justice preferably is found ‘under’ law. Three conceptual categories of how law is conceptualised is examined: law as an object, law as a vertical relation, and law as an area. The Google Ngram Viewer, based on the massive library of books that Google has scanned, has been used to study legally relevant conceptions over time within each of these three categories, from 1800 to 2000. In addition, the article suggests a type of analytical method of ‘metaphor triangulation,’ that is, the replacement of prevailing metaphors with unusual ones in order to increase the level of awareness of what conceptual content the prevailing metaphors involve.  相似文献

While scholars have researched transnational private governance for over two decades, we still know little about some of the specific political activities in which private rulemaking schemes engage. This article addresses this topic by bringing together hitherto separate literatures on private governance and interest groups. I argue that examining private governance's instrumental power, and interest representation and lobbying specifically, complements the literature's dominant focus on the structural and discursive power of private governance. The article makes three contributions. First, it conceptualizes private governance schemes as interest organizations by analyzing similarities and differences with traditional interest groups. Second, the article examines instrumental power empirically by assessing the participation of 48 transnational private governance schemes in the European Union's lobby register and variation among private governance schemes in this respect. Finally, the article contributes to developing a new research agenda to continue bridging the gap between the private governance and interest group literatures.  相似文献

The article analyses the orientations of political employees in Sweden. It finds that their roles are diffuse: there is no agreement among political employees about whether they are politicians or not, and their mandate is fleeting and unclear. They hold the average politician’s intellectual abilities in low regard, and sometimes take on clearly paternalistic views toward elected representatives. They see little attraction in pursuing a career as elected politicians, because of intrusive media scrutiny and since they hold a view of elected politics as slow, boring, and shallow. Since the global financial crisis, those East European countries that had partly privatized their pension systems in the 1990s or early 2000s increasingly scaled back their mandatory private retirement accounts and restored the role of public provision. What explains this wave of reversals in pension privatization and variation in its outcomes? Proponents of pension privatization had argued that it would boost domestic capital markets and economic growth. By revealing how pension privatization helped increase sovereign debt and how large a part of pension funds' assets was invested in government bonds, the crisis strengthened the position of domestic opponents of mandatory private accounts. But these actors' capacity and determination to reverse pension privatization depended on the level of their country's public debt and on pension funds' portfolio structure. Empirically, the argument is supported with case studies of Hungarian, Polish, and Slovak pension reform.  相似文献
