Which States Will Restrict Abortions? Predictions from Votes in the House of Representatives

In response to the Supreme Court's rulings in Webster v. Reproductive Services and Planned Parenthood of Southeastern Pennsylvania v. Casey, which increased the ability of states to restrict abortions, many state legislatures have reexamined their abortion policies. Several recent studies use a variety of methods to predict whether states will restrict abortion access. These studies have utilized congressional votes on abortion legislation, past state laws restricting abortions, or current attitudes by state legislators and governors. Each method has its merits and limitations. This paper uses recent votes in the states' House of Representatives pertaining to abortion issues to predict the likelihood of significant abortion restrictions. These results are compared with rankings from other recent studies.     

EC trade protection law: Produmping or antidumping?

This paper argues that the anticipation of protection can have astimulating effect on exports instead of the commonly claimed effect of harassment. If protection serves market cartelization by fixing export quantities or prices, exporters may have an incentive to increase their sales abroad in order to secure a large share of the expected rent, which is brought about by the anticipated import restriction. This may even result in sales below marginal costs or dumping.The effect of the protectionist threat may then be the reverse of what is intended: it can raise the speed of import penetration and it can provoke dumping. A formal model and a supportive institutional analysis of EC trade protection is supplemented by preliminary empirical evidence.     

Strategic postures of political marketing: an exploratory operationalization

• In contrast to most political marketing theories which imply that such concepts as ‘voter‐orientation’ or ‘voter‐centric political management’ are trivial and uni‐dimensional, this article will take its starting point from an alternative perspective.
• It draws on the concept of political marketing ‘postures’, i.e. a multi‐faceted conceptual entity, based on varied dimensions of political marketing orientations. The main duality consists of the constructs of ‘leading’ and ‘following’, with an auxiliary (and complementary) dimension of ‘relationship building’.
• This article provides an exploratory methodology to operationalize this concept, which will also be initially tested empiricially, using expert judgements as well as electorate's perceptions.
• Changing postures will be exemplified within a longitudinal application of the concept to perceptions of Tony Blair as Prime Minister.

Fatal intoxication with amisulpride and presentation of organ distribution

Amisulpride is a substituted benzamide used as an atypical antipsychotic drug. It antagonizes dopamine D2 and D3 receptor-mediated effects with greater affinity for the limbic system suggesting better neurological tolerance than classical neuroleptics. However, occasionally amisulpride intoxications associated with seizures, comatose conditions and agitation, hyperthermia, tachycardia, prolongation of the QT interval and extrapyramidal features have been described. A 27-year-old female with a medical history of psychosis and amisulpride therapy was found dead at home. By means of high performance liquid chromatography coupled with mass spectrometry (LC/MS) an amisulpride concentration of 13.4 mg/l was found in the peripheral blood. A lower concentration in the brain and an extremely high concentration in bile can be explained by the polarity and hydrophobic character of the substance. After macroscopic and histological exclusion of other causes of death the results of the toxicological analysis were consistent with the assumption of a fatal amisulpride overdose.

Angesichts der nach wie vor erheblichen Neuinanspruchnahme von Freiflächen für Siedlungs- und Verkehrszwecke kommt der Nutzung von Potenzialen im Bestand der Gemeinden wachsende Bedeutung zu. Eine Schlüsselrolle kann hierbei die Revitalisierung und Wiedernutzung brach gefallener Flächen spielen. Der Beitrag schildert Strategien und Instrumente des Flächenrecyclings im Umfeld der für die Planungspraxis einschlägigen umwelt- und planungsrechtlichen Regelungen.     

Medicolegal aspects of witnessed suicide due to gunshot to the head. Part 1: Circumstances and psychopathology

In the USA the frequency of witnessed suicide, i.e. suicide committed in the presence of at least one further individual, is reported to range between 5 and 15%. As up to now no detailed analysis of this special issue has been given in the medicolegal literature, this article presents and discusses a number of cases including 8 males and 1 female (age 19-58 years, mean 41.2 years) who had all committed suicide by inflicting a gunshot to the head. In 3 cases post-mortem blood alcohol concentrations of 1.73, 1.88 and 2.23 g/kg respectively were observed. Toxicological tests produced negative results. 5 cases had a medical history of psychiatric disorder with endogenous depression in 3, chronic alcohol abuse and drug abuse with concomitant psychosis in one case each. As far as the motives were known, domestic arguments were of prevailing importance. With one exception the suicides were committed at home. In 6 cases one witness was present, in 2 cases 2 individuals and in one case 22 persons witnessed the suicide. The reported cases are discussed in comparison with the psychiatric-psychological classification according to McDowell et al. with the aim to provide a solid and comprehensive medicolegal method to distinguish between homicide and suicide. Furthermore aspects of psychiatric sequelae and psychological support of the witnesses, which are also of importance for the forensic pathologist called to the scene, are discussed.     

Bremst der Föderalismus den Leviathan? Bundesstaat und Sozialstaat im internationalen Vergleich, 1880–2005

This paper examines the impact of federal state structures on welfare state development in the six classic OECD federations since the 1880s. Starting from the widely acknowledged assumption in comparative public policy research that depicts federalism as an impediment to the expansion of the Leviathan, we demonstrate that federalism has facilitated as well as impeded social policy development. Development is contingent on several time-dependent factors, including the degree of democratization, the type of federalism, the stage of welfare state development and early distribution of social policy responsibility. Federalism also has had an impact on patterns of benefit provision, and we identify a variety of bypass strategies by which the six federations were able to overcome their built-in constitutional rigidities. These institutional changes had a lasting structural impact on the emerging patterns of social security. Overall, federalism has contributed to a status quo bias in social policy, not only because it delayed the early consolidation of national social programs but also, more recently, because it has protected the welfare state against retrenchment.
