Zusammenfassung  Um ihr Klimapaket und die damit verbundenen Ziele im Bereich der erneuerbaren Energien umzusetzen, hat die Europ?ische Kommission eine Richtlinie zur F?rderung der Nutzung von Energie aus erneuerbaren Quellen vorgeschlagen. Um den Richtlinienentwurf rankt sich – auch noch zur Zeit – eine breite noch nicht abgeschlossene Diskussion, in deren Rahmen unter anderem Bedenken gegen die F?rderung von Energiepflanzen, die als nachhaltig deklariert wird, ge?u?ert werden, da blühende Kulturlandschaften dadurch verschandelt werden. Der Beitrag besch?ftigt sich mit der politischen und rechtlichen Diskussion des Richtlinien-Entwurfs.     

Left realist criminology: Strengths,weaknesses and the feminist critique

Although there is an already large British literature both supporting and attacking left realism, and a growing North American interest on the subject among criminologists, there has been surprisingly little written which attempts to locate both the strengths and weaknesses of the left realist position on crime control. Perhaps the place where the left realists may be weakest is in response to a feminist critique. Actually, it is not only left realism but the socialist left in general which has been unsuccessful in providing adequate responses to the issues brought forth by feminists. This paper attempts to locate the position of left realism within the left criminology debate, and to find its strong and weak points. A peculiar institution? Greco–Roman monogamy in global context

In what sense were the ancient Greeks and Romans monogamous, and why does it matter? This paper addresses this question from a transdisciplinary and global cross-cultural perspective. It considers the physical and anthropological record of polygyny, delineates the historical expansion of formal monogamy, and critiques complementary social science models of mate choice. This approach allows us to situate Greco–Roman practice on a spectrum from traditional polygamy to more recent forms of normative monogyny. Whilst Greco–Roman legal and social norms stressed the nexus between monogamous unions and legitimate reproduction, they accommodated a variety of men's polygynous relationships outside the nuclear family. Greco–Roman monogamy's historically most significant consequence was its role in shaping Christian and later ‘Western’ marital norms that eventually gained global influence.     

The Confluence of Domestic and International Interests: U.S. Policy Toward Cuba, 1998–2001

This article examines the confluence of forces at work to shape U.S. policy toward Cuba since the late 1990s. Our approach examines four key factors involved in policymaking toward Cuba in this period: (1) the entry of new interest groups into the Cuba policy process and an "entrepreneurial" Congress; (2) the executive's constitutionally based interests; (3) bureaucratic interests; and (4) pressure from outside the United States. We examine U.S.–Cuba policy by describing each determinant in isolation and then by looking at the dynamic interaction among them, showing how they are linked together. In doing so, we argue that an analysis including multiple factors better explains U.S. policy toward Cuba than one that focuses on a single factor such as the power of the Cuban-American community.     

Violence,agrarian radicalism and electoral politics: Reflections on the Indian people's front

I am concerned here with the political responses of peasants on the social and economic margin and of agricultural labourers. The argument is that there is in India a vital and dynamic peasant activism happening at many levels of social and economic interest including among the rural poor. I want to understand these phenomena in Indian terms and in local terms, in other words, what is happening in the fields and villages where most Indians live. This raises the fundamental issue of the language or idiom in which agrarian politics, that is the politics of dissent, is expressed and the equally important question of who is listening and what is or is not being done in response. I develop these ideas around the experience of the Indian People's Front in the last decade, specifically in Bihar, while focussing on the arena of electoral politics which the IPF entered seriously in 1989.     

Who Consents? Competing Pivots in Federal Judicial Selection

The salience of judicial appointments in contemporary American politics has precipitated a surge of scholarly interest in the dynamics of advice and consent in the U.S. Senate. In this article, we compare alternative pivotal politics models of the judicial nominations process, each capturing a different set of potential veto players in the Senate. We use these spatial models to guide empirical analysis of rejection patterns in confirmation contests for the lower federal courts. Using data on the outcomes of all nominations to the U.S. Courts of Appeals and the U.S. District Courts between 1975 and 2006, we show that models incorporating the preferences of the majority party median and the filibuster pivots best account for confirmation patterns we observe at the appellate and trial court levels, while advice and consent for trial courts has more recently been influenced by home-state senators.
