Collaborative Partnerships and Crime in Disorganized Communities

Collaborative partnerships can be an effective strategy for crime prevention, especially in disorganized communities. Using ordinary least squares regression with 414 American cities, this article finds that police departments with many collaborative partnerships are able to promote informal social control within their communities and capitalize on the resources available to them with the help of other groups. This contention is supported by the effects of collaborative partnerships on crime rates in disorganized communities in comparison to well‐organized communities. Thus, collaborative partnerships of public organizations with other groups may insulate disorganized communities from the effects of community disorganization on levels of crime.     

Appointee Confirmation and Tenure: The Succession of U.S. Federal Agency Appointees, 1989–2009

This article analyzes the confirmation and tenure of 2,300 Senate‐confirmed, presidential appointees to U.S. government agencies between 1989 and 2009, linking patterns of appointee confirmation and tenure to institutional politics, appointee independence, and agency context. Consistent with prior research, the authors find that nominees of new, powerful, and popular presidents enjoy expedited Senate confirmation. Contentious congressional committee oversight, by contrast, tends to delay confirmation and reduce tenure. Agency heads and positions insulated from removal, such as for fixed‐term positions and inspectors general, increase tenure. Extending empirical research, the analysis highlights program‐ and agency‐level variations that speak to the many contingencies shaping appointee politics. Appointee positions associated with national security and broad statutory discretion receive expedited confirmation. Agencies with more professionals are associated with increased tenure, whereas agencies with more appointees among managers see shorter tenures. The results speak to scholarship on appointee politics and to public knowledge about the role of appointments in American government.

为了对钢桥面沥青铺装裂缝修复效果进行评价,通过沥青混合料小梁疲劳试验,分析无裂缝小梁和修复后小梁的疲劳性能以及不同裂缝槽口型式对修复后小梁疲劳性能的影响.试验表明,修复后小梁的极限弯拉强度与无裂缝小梁相比下降不明显,修复后小梁的疲劳寿命有较大程度下降;全断面修复使用性能较部分断面修复更为优异.不同槽口型式修复小梁试验结果表明,10 mm×10 mm、20 mm×10 mm槽口型式修复效果更佳.     

Correlation Between Average Tissue Depth Data and Quantitative Accuracy of Forensic Craniofacial Reconstructions Measured by Geometric Surface Comparison Method

Accuracy is the most important factor supporting the reliability of forensic facial reconstruction (FFR) comparing to the corresponding actual face. A number of methods have been employed to evaluate objective accuracy of FFR. Recently, it has been attempted that the degree of resemblance between computer‐generated FFR and actual face is measured by geometric surface comparison method. In this study, three FFRs were produced employing live adult Korean subjects and three‐dimensional computerized modeling software. The deviations of the facial surfaces between the FFR and the head scan CT of the corresponding subject were analyzed in reverse modeling software. The results were compared with those from a previous study which applied the same methodology as this study except average facial soft tissue depth dataset. Three FFRs of this study that applied updated dataset demonstrated lesser deviation errors between the facial surfaces of the FFR and corresponding subject than those from the previous study. The results proposed that appropriate average tissue depth data are important to increase quantitative accuracy of FFR.

Toward Cultural Democracy: Digital First Sale Doctrine and Copyright

Economic efficiency has been the dominant justification for copyright protection in the United States. Challenging that narrow perspective, this study argues that cultural democracy provides a broader, more encompassing framework for reforming copyright laws in support of users’ access to and use of creative works. The study demonstrates how the normative values promoted by cultural democracy are synonymous with the socially beneficial effects of the first sale doctrine. Additionally, the study contextualizes and further elaborates the notion of cultural democracy by providing more concrete examples of how cultural democracy plays out in practice. In doing so, this study focuses on individuals’ use of ebooks and the role of public libraries in the digital age.     

Cultural Policy in the Democratic People’s Republic of Korea

The purpose of this paper is to introduce North Korean culture as well as its foundation, North Korean cultural policy. The paper consists of three broad sections. First, I explore the unique qualities and changes of North Korean cultural policy. Next, I look into what North Korea considers to be culture and how it is portrayed. Finally, I will analyze the similarities and differences between North and South Korean cultural policy, and the possibility of their convergence.
