The objective of this article is to develop a methodology for evaluating capital management performance. We have employed a new methodology, fuzzy rule–based systems (FRBS), that allows evaluators to break down complex systems into manageable components. FRBS can also use a variety of data types by converting data into ordinal input measures that are not overly sensitive to small measurement errors. In developing an overall performance measure, the evaluator under an FRBS creates explicit rules for combining inputs that can reflect the complex contextual judgments commonly made by evaluators. Using survey data on 35 large American cities from the Government Performance Project, we develop an FRBS for city capital management.  相似文献

Adolescents experience various forms of strain in their lives that may contribute jointly to their engagement in cyber aggression. However, little attention has been given to this idea. To address this gap in the literature, the present longitudinal study examined the moderating influence of peer rejection on the relationship between cyber victimization at Time 1 (T1) and subsequent cyber aggression at Time 2 (T2; 6 months later) among 261 (150 girls) 6th, 7th, and 8th graders. Our findings indicated that both peer rejection and cyber victimization were related to T2 peer-nominated and self-reported cyber aggression, both relational and verbal, after controlling for gender and T1 cyber aggression. Furthermore, T1 cyber victimization was related more strongly to T2 peer-nominated and self-reported cyber aggression at higher levels of T1 peer rejection. These results extend previous findings regarding the relationship between peer rejection and face-to-face aggressive behaviors to the cyber context. In addition, our findings underscore the importance of utilizing multiple methods, such as peer-nomination and self-report, to assess cyber aggression in a school setting.  相似文献

As a women's studies academic who has taught health and social care students for four years in the UK, it strikes me that much of what and how I teach is incompatible with my own pedagogic position. At a time of government cuts and economic austerity there are ever shrinking opportunities to work in women's studies environments within the higher education academy, and I often find there is a mismatch between what I am offering as an academic and what an employer is looking for. Occupying the most junior teaching post on a fixed-term contract, and coming from the discipline of women's studies – constructed often as irrelevant and/or too political and controversial, rather than a necessary philosophical foundation to critical thinking – I have diminutive curriculum influence and find myself, more often than not, delivering hegemonic groups of theories and practice. Drawing largely on level 5 health and social care interprofessional learning module course materials, this paper will analyse the discourses inscribed within them, and consequently expose the essence of the learning and teaching that takes place within the classroom. This paper will also act as a catalyst to explore whether it is possible to find, or construct, a feminist space in my learning and teaching practice.  相似文献

This study reports on the longitudinal analysis of a structured after-school arts program for Canadian youth, ages 9 to 15 years, from low-income communities where the relationship of peer social support, family interactions, and psychosocial outcomes is evaluated. Multi-level growth curve analyses suggest an increase in prosocial development with peer social support and a decrease in prosocial development when negative family interactions are present. Comparisons between matched controls, using estimated linear propensity scores, revealed significant improvement in prosocial behaviors for the intervention group. The structured after-school arts program was found to increase prosocial behaviors and bonding with peers for youth from low-income communities.  相似文献

Peer status is an important aspect of adolescents’ social lives and is pursued actively by them. Although extensive research has examined how social behaviors are related to peer status (e.g., social preference, popularity), little attention has been given to adolescents’ social goals to obtain a desired peer status. Thus, this study examined two types of social status goals, popularity goal and social preference goal, and their relationships to social status insecurity and social behaviors among 405 ethnically diverse early adolescents (267 girls; M age = 12.92 years; age range = 11–15 years). After accounting for adolescents’ attained peer statuses (popularity and social preference), both social status goals were related distinctly to aggressive and prosocial behaviors as measured by self reports and peer nominations. Specifically, higher endorsement of the popularity goal was related to more self-reported relational aggression, but less peer-nominated prosocial behavior. In contrast, higher endorsement of the social preference goal was linked to less self-reported overt and relational aggression, but more self-reported and peer-nominated prosocial behavior. In addition, this study reveals that adolescents’ social status insecurity was related positively to both social status goals and had an indirect effect on adolescents’ social behaviors through the mediation of popularity goal endorsement. There were variations in goal endorsement as shown by groups of adolescents endorsing different levels of each goal. The group comparison results on social behaviors were largely consistent with the correlational findings. This study provides new insights into adolescents’ social cognitive processes about peer status and the implications of the two social status goals on adolescents’ behavioral development.  相似文献

Serious youthful offenders are presented with a number of significant challenges when trying to make a successful transition from adolescence to adulthood. One of the biggest obstacles for these youth to overcome concerns their ability to desist from further antisocial behavior, and although an emerging body of research has documented important risk and protective factors associated with desistance, the importance of the neighborhoods within which these youth reside has been understudied. Guided by the larger neighborhood effects on crime literature, the current study examines the direct and indirect effects of concentrated disadvantage on youth reoffending among a sample of highly mobile, serious youthful offenders. We use data from Pathways to Desistance, a longitudinal study of serious youthful offenders (N = 1,354; 13.6 % female; 41.4 % African American, 33.5 % Hispanic, 20.2 % White), matched up with 2000 Census data on neighborhood conditions for youth’s main residence location during waves 7 and 8 of the study. These waves represent the time period in which youth are navigating the transition to adulthood (aged 18–22; average age = 20). We estimate structural equation models to determine direct effects of concentrated disadvantage on youth reoffending and also to examine the possible indirect effects working through individual-level mechanisms as specified by theoretical perspectives including social control (e.g., unsupervised peer activities), strain (e.g., exposure to violence), and learning (e.g., exposure to antisocial peers). Additionally, we estimate models that take into account the impact that a change in neighborhood conditions may have on the behavior of youth who move to new residences during the study period. Our results show that concentrated disadvantage is indirectly associated with youth reoffending primarily through its association with exposure to deviant peers. Taking into account youth mobility during the study period produced an additional indirect pathway by which concentrated disadvantage is associated with goal blockage (i.e., the gap between belief in conventional goals and perceived potential to reach those goals), which was then associated with exposure to deviant peers and indirectly, reoffending behavior. We conclude that the neighborhood effects literature offers a promising framework for continued research on understanding the successful transition to adulthood by serious youthful offenders.  相似文献

This paper presents an empirical measure of pivoting in the electoral college from 1880 to 2004. The measure derives from established theoretical concepts of power and pivoting first introduced by Shapley and Shubik (Am. Political Sci. Rev. 84:787–792, 1954). Pivotal states identified by this approach generally conform to popular interpretations—Ohio in 2004, Florida in 2000, and so forth—but, historically, pivotal states are also frequently small or medium-sized states. Also, pivotal states by this approach are not necessarily competitive states. In general, whether or not a state is pivotal is mainly a function of its size and bellwether tendency—i.e., its tendency to mirror the national voting trend. A state’s pivot position is also an excellent predictor of how presidential candidates allocated time and money across states in the general elections of 2000 and 2004. Controlling for a state’s pivot position, size and electoral competitiveness have little effect on the allocation of campaign resources.  相似文献

Following its election in 1997, the UK Labour Government embarked upon a 10 year program of reform of the National Health Service (NHS). By 2005, Labour had doubled the NHS budget and dramatically transformed the shape of the Service. In England, a basic characteristic of the NHS is the organizational split between provider and commissioning agencies. In this article I argue that Labour's re‐regulation of NHS provision is a coherent representation of the influence of the “regulatory state” in restructuring arrangements between government, market, and society. The article offers an account of the regulatory state based on a discussion of five key theses: The Audit Society, Regulation Inside Government, The New Regulatory State, The British Regulatory State, and Regulatory Capitalism. The article unfolds Labour's program of reform across themes common to these accounts: the division of labor between state and society, the division of labor within the state, the formalization of previously informal controls, and the development of meta‐regulatory techniques of enforced self‐regulation. It concludes that the key themes of the regulatory state are at work in Labour's transformation of NHS provision and it offers a discussion of the implications for both scholars of regulation and the UK and European health policy literature.  相似文献

Conflicted parental separation is associated with risks to safety and wellbeing for all family members. The Family Law DOORS (FL-DOORS; Detection of Overall Risk Screen) is a standardized screening framework to assist identification, evaluation, and response to family safety risks. The FL-DOORS has previously been validated in two large Australian samples (N = 6089) and found fit-for-purpose as an indicator of family violence and wellbeing risks in separated families. Now, using pilot data from a community mediation context, we examine its utility as a repeated measure for detecting change in safety and wellbeing over time. A pilot cohort of 67 parents engaged in a mediation service for parenting and/or property disputes completed the FL-DOORS at intake (T1) and approximately 8 weeks later (T2). We assessed T1-T2 change scores and correlations in change between variables and used MANOVA to determine if clusters of related scales discriminated change across time. Findings support the psychometric capacity of the FL-DOORS for use as a repeated measure in risk monitoring. We also note possible effects of this early screening process for reducing risk prior to engagement in mediation input. We discuss implementation utility for family law services to monitor change in risk type and magnitude over time.  相似文献
