The thin blue line meets the big blue sky: perceptions of police legitimacy and public attitudes towards aerial drones

Police departments across the United States are now integrating new visual monitoring technology (e.g. unmanned aerial vehicles [UAVs or ‘drones’], body cameras) into routine police practices. Despite their potential use in multiple areas of proactive and reactive policing, public attitudes toward police use of UAVs, and visual monitoring technology overall, is mixed. As an extension of previous research, the current study uses a national survey to assess how well individuals’ perceptions about police legitimacy, effectiveness, and other criminal justice attitudes predict the level of public receptivity and opposition toward police UAV use in various contexts. The implications of these findings for public policy and law enforcement practices are discussed.     

How South African Citizens Evaluate Their Economic Obligations to the State

This article explores the relationship between feelings about political community and citizen evaluations of the state's demands for taxation. It finds preliminary support for the hypothesis that to the extent that individuals identify themselves with the state-sponsored view of the nation, they will perceive the allocation of costs and benefits to be more 'fair', and will be more inclined to comply with demands for taxation. This conclusion is based upon analysis of a 1997 dataset resulting from a national survey of adult South Africans, a society characterized by a great diversity of feelings about political community, and other socio-economic factors.     

Globalisation with Growth and Equity: can we really have it all?

The purpose of US foreign assistance has shifted in the wake of 2001, and Washington has resurrected practices previously associated with police aid during the Cold War. In particular, the Bush administration has broadened the remit of the United States Agency for International Development (usaid) in such a way as to make it a quasi-security agency. The consequences of this could be significant for both usaid and democratic-style police assistance programmes more generally, for today's threat-driven policies are part of a trend which in the past has had worrying consequences. Using the critical variable of public policing (which is illustrated by reference to developments in Kenya), I argue that using usaid to improve the counter-terrorist capacity of Africa's police in the pursuit of US national security objectives is a seriously flawed strategy.     

How best to open up local democracy? A randomised experiment to encourage contested elections and greater representativeness in English parish councils

Interventions aimed at increasing the supply and representativeness of elected officials range from facilitative to the formally authorised. This paper reports on a field experiment aimed at testing the effect of facilitative approaches at the local level based on a collaboration between parish councils and the research team. We randomly allocated 818 parish council clerks across five counties in Southern England, either to receive information and the opportunity for member training for recruitment, or not to receive this contact. We investigated the effect of this intervention on political recruitment. Despite evidence of an effect on use of social media, our results suggest that there are significant institutional and structural barriers to participation in local politics that cannot easily be overcome using facilitative measures.
