At the center of debates on deliberative democracy is the issue of how much deliberation citizens experience in their social networks. These “disagreements about disagreement” come in a variety of forms, with scholars advocating different empirical approaches (e.g., Huckfeldt, Johnson, and Sprague 2004 ; Mutz 2006 ) and coming to different substantive conclusions. We address these discrepancies by going back to the basics: investigating the consequences of conceptual and measurement differences for key findings relating interpersonal political disagreement to political attitudes and behaviors. Drawing on the 2008–2009 ANES panel study, we find evidence that different measures of disagreement have distinct effects when it comes to individuals’ preferences, patterns of engagement, and propensities to participate. We discuss the implications for the study of social influence; as interpersonal disagreement can mean different things, scholars should think carefully about how to study it and should exercise caution when making pronouncements about its empirical and democratic consequences.  相似文献

Previous interpretations of Britain's poll tax policy fail to offer sufficient explanations. This article argues that the poll tax can only be fully understood by taking an explicit lnstitutionalist approach, which argues for an examination of the interaction of ideas, interests and institutions. The following analysis shows that the genesis of the policy was the inability of the Conservatives to force local expenditure reductions through the previous local government finance system. This led to a search for new policy options which, interacting with Thatcherite ideas on local government, produced the poll tax policy.  相似文献

Monitoring of deliberate self-harm (DSH) presentations to hospitals (and in other settings) is receiving increased attention in many countries. This is due to greater recognition of the size of the problem and awareness of its relevance to suicide prevention policy initiatives, because of the strong association between DSH and suicide. A system for monitoring all DSH presentations has been in place in the general hospital in Oxford for 30 years. Based on our experience, in this paper we describe procedures for monitoring, including case definition and identification, linkage of persons and episodes in order to investigate repetition of DSH and other outcomes (including deaths), and data protection and ethical issues. We also provide details of how to carry out monitoring, including different models of data collection, and what data to collect. Finally we consider the potential uses of the data for both clinical and research purposes, including evaluation of national suicide prevention initiatives.  相似文献

Abstract

Federal housing subsidies are allocated without regard to spatial differences in the cost of living or quality of life. In this article, we calculate housing subsidy payments for participants in the Housing Choice Voucher (HCV) program and demonstrate that these subsidies are significantly related to metropolitan quality-of-life differentials. We then estimate amenity-adjusted subsidies and compare these estimates with data from the U.S. Department of Housing and Urban Development’s Location Affordability Portal. Our analysis yields three insights regarding the relationship between federal housing assistance payments (HAP), metropolitan quality-of-life differentials, and transportation cost burdens. First, HCV HAP show a strong inverse correlation with household transportation expenditures, and this is particularly pronounced for low-income households. Thus, HAP do not address location affordability because those living in high-transportation cost metropolitan areas receive the lowest housing subsidies. Second, we present evidence that HAP are positively related to metropolitan quality-of-life differentials. This suggests that high-amenity metropolitan areas also tend to be the most affordable from a transportation cost perspective. Third, our proposed amenity-adjusted HAP strongly reduce the inverse relationship between HAP and transportation cost burdens.  相似文献
