Sierra Leone's experience with decentralization as a post‐conflict stabilization tool highlights both the value of making and keeping a promise to empower citizens through local government and the importance of fully implementing that promise over a longer time horizon. The emergence of the country from civil conflict into peace and stability is one of the greatest success stories of post‐conflict stabilization. Although the nation has enjoyed over a decade of peace (and peaceful transitions from party to party), many of the conditions that laid the groundwork for conflict remain, especially in rural areas, due to the partial implementation of the decentralization framework. Based on a post‐conflict perspective, we review the re‐emergence of local governments in Sierra Leone following the civil war, the institutional and legal framework within which they exist, and some of the remaining challenges the nation faces. Egypt maintained a policy of antagonism at arm’s length toward Ethiopia throughout Husni Mubarak’s presidency. This pattern changed immediately following Mubarak’s ouster. The burst of rapprochement and diplomatic activism that took shape in the spring of 2011 signaled a fundamental shift in the content and form of Egyptian policy vis-à-vis Ethiopia, which was reflected in President Muhammad Mursi’s reluctance to respond belligerently to Ethiopian initiatives 2 years later that threatened to diminish the northward flow of the Nile. Cairo’s evident restraint during the Mursi era cannot be explained by a change in the strategic circumstances that confronted Egyptian policy-makers. A more promising explanation can be found in a reformulation of desecuritization theory, which highlights the internal dynamics whereby potentially dangerous aspects of a country’s external environment get transformed into matters of routine political contestation. 相似文献

This article argues that global trends are creating unprecedented opportunities for civic action at local, national and international levels. Three interconnected trends are identified: economic and cultural globalization, and the inequality and insecurity they breed; the increasing complexity of humanitarian action in response to ethnic conflict and intrastate violence; and the reform of international co‐operation to deal with the problems these trends create. In response, new forms of solidarity are emerging between citizens and authorities at different levels of the world system. It is these new relationships—expressed through partnerships, alliances and other forms of co‐operation—that provide the framework for NGO interventions, but they also require major changes in NGOs themselves. Chief among these changes are a move from ‘development‐as‐delivery’ to ‘development‐as‐leverage’; new relationships with corporations, elements of states, the military, international institutions and other groups in civil society; and new skills and capacities to mediate these linkages.
