European Community politics and electoral representation: Evidence from the 1989 European Elections Study

Abstract: In spite of the fact that the European elections were, in most countries, not fought over the issue of Community building and European integration, this article shows that only a few parties take positions towards the Community which are clearly out of line with the average position of their voters. The parties involved are the orthodox-Protestant combination in the Netherlands, the Workers Party in Ireland, the Italian MSI, and the greens in Germany, the Netherlands, Ireland and, to a somewhat lesser extent, Luxembourg. The discrepancies between these parties'positions and the attitudes of their electorates - in combination with their generally successful electoral performance - underscores what is known from other analyses: Parties do not acquire votes on the basis of European issue concerns, but on the basis of national political concerns. The result of the European elections may still, however, be considered as an ex post facto , endorsement and legitimation of parties'policies towards European integration.

SOME NEW EVIDENCE ON THE SERIOUSNESS OF CRIME*

Previous studies of the seriousness of crime have attempted to elicit information from public surveys. This paper reports on an alternative method of ranking the severity of crime. Actual victim injury rates are combined with jury awards in personal injury accident cases to estimate pain, suffering, and fear. Crime-related death rates are combined with estimates of the value of life to arrive at monetary values for the risk of death. These estimates are combined with out-of-pocket costs (such as medical costs and lost wages) to arrive at total dollar estimates of the cost of individual crimes to victims. These dollar estimates are then used to rank the seriousness of crimes. Although these two approaches yield surprisingly similar rankings, the monetary estimates indicate that violent crimes are relatively more costly to victims than survey results might imply.     

Choice in Public Services: Crying 'Wolf' in the School Choice Debate

Choice, diversity and personalisation have been key to the New Labour project in public services. With the emergence of a reinvigorated Conservative party as a credible electoral threat, and the end of the Blair era, it seems appropriate to consider the continuing viability and longevity of the New Labour public service project. In this article, I approach the issue of choice in public services through an examination of the long-running controversy over choice in the English secondary school system. I argue that the opponents of choice have been reluctant to engage with the notion of choice in public services due to concerns over the supposed negative effect that consumer choice has on the equity and quality of service provision. This paper aims to challenge the claim that any element of choice in education necessarily has deleterious effects on social justice. I argue that the case against school choice has not been decisively made and that school choice can, in principle, form part of a socially progressive educational project by redistributing power to service users and helping to maintain popular support for public provision of education.     

Of Mice and Men: God and the Canadian Supreme Court

Abstract. In a recent 5‐to‐4 decision, the Supreme Court of Canada denied to Harvard University a patent on a genetically modified mouse. In their reasoning, the majority Justices, concerned obviously about the implications of granting the patent for the human case, argue that higher organisms (mammals) are not “compositions of matter” in the sense intended by the Canadian Patent Act. But if a mouse is not a composition of matter, what—indeed, what on earth—is it? As the minority Justices complain, the majority decision smacks of dubious metaphysics and theology. Appealing to a quite unlikely source, the Bible, I show that the distinction between mice and men can be defended without introducing problematic metaphysical and question‐begging theological materials. I also show, en route, that the biblical position on the special status of men and women is not inconsistent with evolutionary theory. Granting a patent on the mouse (as was done in the U.S.A.) is compatible with denying it to human organisms.
