Public finance management reforms in Somalia: a case study on Somalia's finance professionals

There is an unprecedented and pressing need for a major legislative public financial management reform in Somalia to bolster the technical and professional efforts of implementing a modern system of public financial management across the country. Currently, there is no independent auditing authority to enable citizens to access information on the use of public resources. However, the success of any reform depends on establishing strong public budgeting systems as well as developing strong public finance training programs and policy linkage on financial management policies and procedures.     

Digital analysis of experimental human bitemarks: application of two new methods

Bitemark determination in forensic odontology is commonly performed by comparing the morphology of the dentition of the suspect with life-sized photographs of injury on the victim's skin using transparent overlays or computers. The purpose of this study is to investigate the suitability of two new different methods for identification of bitemarks by digital analysis. A sample of 50 volunteers was asked to make experimental bitemarks on the arms of each other. Stone study casts were prepared from upper and lower dental arches of each volunteer. The bitemarks and the study casts were photographed; the photos were entered into the computer and Adobe Photoshop software program was applied to analyze the results. Two methods (2D polyline and Painting) of identification were used. In the 2D polyline method, fixed points were chosen on the tips of the canines and a straight line was drawn between the two fixed points in the arch (intercanine line). Straight lines passing between the incisal edges of the incisors were drawn vertically on the intercanine line; the lines and angles created were calculated. In the painting method, identification was based on canine-to-canine distance, tooth width and the thickness, and rotational value of each tooth. The results showed that both methods were applicable. However, the 2D polyline method was more convenient to use and gave prompt computer-read results, whereas the painting method depended on the visual reading of the operator.     

E-Governance to Cut Corruption in Public Service Delivery: A Case Study of Fiji

Experience in a number of developed and developing countries has shown that E-Governance initiatives can promote greater transparency with the goal of cutting corruption. This article examines perceptions of public service delivery in Fiji to explore the potential of E-Governance to cut corruption and improve governance. Based on a survey of community perceptions and a review of selected literature it suggests that service-delivery oriented IT initiatives can contribute to an effective, multi-pronged strategy to cut corruption in the Fiji public sector.     

Do Targeted Assassinations Work? A Multivariate Analysis of Israel's Controversial Tactic during Al-Aqsa Uprising 1

We assess the impact of Israel's targeted assassinations policy on rates of Palestinian violence from September 2000, the beginning of Al-Aqsa uprising, through June 2004. Literature concerning the relationship between repression and rebellion suggests four plausible effects of targeted assassinations on insurgents: deterrence, backlash, disruption, and incapacitation. Using differenced and lagged time-series analysis, this article utilizes multiple and logistic regression to evaluate the effect of targeted assassinations on Palestinian violence. It is concluded that targeted assassinations have no significant impact on rates of Palestinian attacks. Targeted assassinations do not decrease rates of Palestinian violence, nor do they increase them, whether in the short or long run. Targeted assassinations may be useful as a political tool to signal a state's determination to punish terrorists and placate an angry public, but there is little evidence that they actually impact the course of an insurgency.     

'To move or not to move': Reflections on the resettlement of artisanal miners in the Western Region of Ghana

This article critically reflects upon the shortcomings of the‘Prestea Action Plan’, an ambitious initiative undertakento facilitate the resettlement of artisanal miners operatingin the Western Region of Ghana. The aim of the exercise wasto identify viable areas for the thousands of operators whowere working illegally in the town of Prestea, an area underconcession to the US-based multinational, Golden Star ResourcesLtd. At the time of its launch, it was one of the few supportinitiatives to target artisanal miners, whose claims to landare generally not recognized by governments. It was a particularlysignificant exercise in Ghana because it suggested that theauthorities, who traditionally have exercised a policy of non-negotiationwith such groups, had finally recognized that dialogue was neededif the growing rift between the country's indigenous artisanalminers, foreign mining companies and government bodies was tobe bridged. It soon emerged, however, that despite its commendablepolicy objectives, the Plan was fundamentally flawed—problemswhich would undermine the entire exercise.     

Bahrain's Vision in the New Gulf Order

Given the perception of a US pullback from its commitments in the Middle East, a small state like Bahrain must develop a new vision of how to protect itself. This article analyzes Bahrain's strategy, focusing on three circles. The first, its internal circle, is complicated by the country's heterogeneity. Second, the Gulf circle entails cooperation among Bahrain's neighbors, though that has been historically difficult to achieve. The third circle is international, with Bahrain's seeking bilateral agreements with countries like the United States, China, Britain, and France. It is this circle on which Bahrain will continue to rely, and it is likely to bandwagon, allying with the most powerful players in the region.
