Religious Protection from Populist Violence: The Catholic Church and the Philippine Drug War

Populists often demonize outgroups while undermining institutions that protect citizens against the abuse of state power. Under these conditions, how can vulnerable communities protect themselves? We argue that actors coupling a normative commitment to human rights with the local organizational capacity to intervene can systematically reduce victimization. Focusing on the Philippine Catholic Church in the country's ongoing “drug war,” we identify five potential mechanisms producing protection. Directly, these actors can raise attention, offer sanctuary, or disrupt enforcement, while indirectly they can shrink vulnerable populations and build local solidarity. We evaluate this argument with a mixed-method research design. A new dataset of over 2,000 drug war killings throughout Metro Manila shows that neighborhoods with a Catholic parish experience approximately 30% fewer killings than those without. Original interviews with clergy and laity in these parishes support both direct and indirect mechanisms, with strongest evidence for attention raising and building community solidarity.     

The Effect of Image Alterations on Identification Using Palmar Flexion Creases

Palmprints are identified using matching of minutia points, which can be time consuming for fingerprint experts and in database searches. This article analyzes the operational characteristics of a palmar flexion crease (PFC) identification software tool, using a dataset of 10 replicates of 100 palms, where the user can label and match palmar line features. Results show that 100 palmprint images modified 10 times each using rotation, translation, and additive noise, mimicking some of the characteristics found in crime scene palmar marks, can be identified with a 99.2% genuine acceptance rate and 0% false acceptance rate when labeled within 3.5 mm of the PFC. Partial palmprint images can also be identified using the same method to filter the dataset prior to traditional matching, while maintaining an effective genuine acceptance rate. The work shows that identification using PFCs can improve palmprint identification through integration with existing systems, and through dedicated palmprint identification applications.     

Irish Matrimonial Property Division in Practice: a Case Study

This article analyses patterns of property division on maritalbreakdown in Ireland. At present, little information is availableon the operation of marital breakdown legislation (the FamilyLaw Act 1995 and the Family Law (Divorce) Act 1996). This isprimarily due to a strict in camera rule, which has preventedproper study of judicial decisions; lack of reporting and ofwritten judgments are also problems. Little information is availableon the nature or frequency of property orders or agreements.Consequently, practical evaluation and informed policy discussionhave been severely curtailed. In an attempt to fill this gap,this study analyses 89 divorce, separation and judicial separationcases, using data collected from 44 private and Legal Aid familylaw practitioners in multiple locations. The principal focusis on the types of orders or agreements made and the reasons(if any) given for those orders. Differences between privatepractice and Legal Aid cases are considered, as are regionalvariations in orders. Consent and contested outcomes are contrasted,as are divorce and judicial separation cases. The impact offactors such as gender, age, employment status, dependent childrenand marriage duration is analysed. The conclusion highlightskey issues and discrepancies which may give rise to concern.     

The Political Economy of Russian Gubernatorial Election and Appointment

Political and economic outcomes depend, in part, on the quality of the officials making policy. Some argue that free elections are the best method for selecting competent officials. Others argue that elections lead to the selection of amateurs and demagogues. We use original data on the biographies of Russian regional governors to examine the backgrounds of elected and appointed governors. Elected governors are more likely to be locals. Appointed governors are more likely to be federal bureaucrats or hold a graduate degree. We conclude the paper by speculating on other possible explanations for variation in governor background.     

School choice in Chile: Is it class or the classroom?

Skeptics of school choice are concerned that parents, especially low‐income ones, will not choose schools based on sound academic reasoning. Many fear that, given choice, parents will sort themselves into different schools along class lines. How‐ever, most surveys find that parents of all socioeconomic groups cite academic aspects as important when choosing a school. Moreover, almost no parents refer to the social composition of the student body. Many advocates of choice hold up these results as proof that choice will produce desirable outcomes. However, these results may not be reliable because they may simply be verbal responses to survey items rather than indicators of actual behavior. In this research, we report on the search behavior of parents in the Metropolitan Region of Santiago, Chile, examining how they construct their school choice sets and comparing this to what they say they are seeking in choosing schools. The data indicate that parental decisions are influenced by demographics. Based on this evidence, we argue that unfettered choice may reduce the pressure on schools to improve their performance and could potentially increase stratification. © 2006 by the Association for Public Policy Analysis and Management
