An agency ethics audit ∗

An agency's ethics posture can encompass both compliance with controls and legal prohibitions and individual ethical reasoning and its role in the organization. This article presents a model ethics audit designed to profile the agency's strengths and deficiencies and produce an action agenda in a format appropriate for periodic review.     

Teaching Students about the Vietnam War: The Case for Balance

This work examines how the American role in the Vietnam War has been portrayed in standard college- and university-level textbooks dealing with American foreign policy. It argues that this topic has been presented in a manner that leaves an incomplete understanding. This conclusion is based on scholarship that has been available for decades as well as much Cold War historiography that has appeared since 1975. I conclude that the distortions need to be addressed for several reasons. Their propagation produces bad scholarship, gratuitously alienates Americans from their institutions of government, and justifies anti-Americanism and authoritarianism elsewhere.     

FROM OBAMA TO ABBOTT

Abstract This article analyses how politicians' use of emotion is gendered. Key Australian, US and UK politicians studied include Obama, George W. Bush, Hillary Clinton, Cameron, Rudd, Abbott and Gillard. Emotions analysed range from fear to compassion. A particular focus is placed on issues of masculinity; however, the implications for constructions of both femininity and masculinity will be considered, including arguments that female politicians face particular problems in utilising emotion, for example, in projecting an image of being both tough and compassionate. It will be argued that it is not just that politicians' use of emotion intersects with issues of gender but that particular gendered identities are a key vehicle via which emotion is deployed. Consequently, the analysis contributes new insights to both the literature on the politics of emotion and the literature on masculinity and gender.     

The quality of democracy: Mass‐elite linkages in the Czech republic

This article argues for the importance of more focused scholarly attention on the development of mass‐elite linkages ‐ and in particular those linkages that transcend the electoral connection ‐ for understanding democratic consolidation, drawing on the post‐communist experience of the Czech Republic as a case study. Starting with the government's loss of its majority in the 1996 Czech elections amidst favourable economic conditions, we argue that this electoral result goes beyond the response to policy priorities to point to larger deficits in the development of channels of access and communication in the policy‐making process. Such deficits, characteristic of the post‐communist experience regionally, are not merely legacies of the stunted civil societies of the communist period, but also reflect a post‐communist style of governance that may itself discourage regularized citizen and associational input. As the episodic electoral connection alone cannot bear the weight of democratic consolidation, the risk is a pattern of mass‐elite linkages that creates a punctuated politics of elections and street demonstrations.     

When is Growth Not Growth? The Curious Case of Mental Health Budgeting in New York

This article argues that the adverse impact of Medicaid on state budgets alleged in various public debates has been overstated, in some measure because of the inaccurate and misleading manner in which Medicaid expenditures are appropriated in state budgeting systems. Data on Medicaid and mental health spending in the state of New York is used for analysis. The first section provides a Medicaid spending and budgeting background. The second section discusses Medicaid and mental health in New York. The third section describes actual budgeted spending for mental health in New York, and the final section provides a discussion and concluding comments.     

Low-level Radioactive Waste Compacts: Lessons Learned from Theory and Practice

The interstate compact as a policy tool has a long history ofuse in the United States. Yet some observers feel that interstatecompacts have never lived up to their potential. Nevertheless,in 1980, the compact was chosen as the policy instrument tosolve one of the thorniest environmental policy issues of thedecade: the siting of low-level radioactive waste (LLRW) disposalfacilities. Drawing from research on interstate compacts andon alliance theory developed in international relations, thisarticle applies five key questions to the case of LLRW: Whydo states join compacts? Which compacts will they join? Howstable are the compacts? How important are outside factors?What types of situations are compacts most suited to address?It concludes with lessons that should be useful to future policymakersabout the use of interstate compacts to solve salient, nationwidepolicy problems.
