Federal, state, and city governments spend substantial funds on programs intended to aid homeless people, and such programs attract widespread public support. In recent years, however, state and local governments have increasingly enacted policies, such as bans on panhandling and sleeping in public, that are counterproductive to alleviating homelessness. Yet these policies also garner substantial support from the public. Given that programs aiding the homeless are so popular, why are these counterproductive policies also popular? We argue that disgust plays a key role in the resolution of this puzzle. While disgust does not decrease support for aid policies or even generate negative affect towards homeless people, it motivates the desire for physical distance, leading to support for policies that exclude homeless people from public life. We test this argument using survey data, including a national sample with an embedded experiment. Consistent with these expectations, our findings indicate that those respondents who are dispositionally sensitive to disgust are more likely to support exclusionary policies, such as banning panhandling, but no less likely to support policies intended to aid homeless people. Furthermore, media depictions of the homeless that include disease cues activate disgust, increasing its impact on support for banning panhandling. These results help explain the popularity of exclusionary homelessness policies and challenge common perspectives on the role of group attitudes in public life.  相似文献

Studies of Brazil's agricultural labor movement have generally neglected its relationship to the struggle for land, but this is neither fair nor accurate. Analyzing the rural labor movement's historical contributions to the land struggle in Brazil, this contribution has been organized into three main periods, emphasizing social relations, institutional activism and policy changes. It argues that despite the peculiarities of different historical contexts, rural labor consistently provoked protest against policies that privileged large landholders, whose concentration of power over land and labor resources continually worsened Brazil's ranking as one of the most unequal of nations. For more than half a century, the most constant opponent of this situation among the peasantry has been the National Confederation of Workers in Agriculture (CONTAG), a corporatist organization of rural labor unions founded in 1963.  相似文献

Nearly 1,300 drug involved prisoners from the Delaware correctional system were followed for up to five years after release. Those who had participated in a work release therapeutic community treatment program, compared to a similar group in regular work release, were significantly less likely to have had a new arrest, or to have returned to incarceration, and had significantly longer times before arrest or return to custody, even when controlling for demographic differences and differences in criminal, drug use, and employment histories. In addition to the treatment effects, new arrests were most strongly related to criminal history, while return to incarceration was associated more generally with drug use and demographic differences. Those with a more extensive criminal history showed particular benefits from the treatment program, and those older from participating in aftercare following treatment.  相似文献

This study examines the influence of three-layered cranial architecture development upon blunt force trauma (BFT) cranial outcomes associated with pediatric non-accidental injury (NAI). Macroscopic and microscopic metric and morphological comparisons of subadult crania ranging from perinatal to 17 years of age chronicle the ontogenetic development and spatial and temporal variability in the emergence of a mature cranial architecture. Cranial vault thickness increases with subadult age, accelerating in the first 2 years of life due to rapid brain growth during this period. Three-layer differentiation of the cranial tables and diploë initiates by 3–6 months but is not consistently observed until 18 months to 2 years; diploë formation is not well developed until after age 4 and does not manifest a mature appearance until after age 8. These results allow topographic documentation of cortical and diploic development and temporal and spatial variability across the growing cranium. The lateral cranial vault is identified as expressing delayed development and reduced expression of the three-layer architecture, a pattern that continues into adulthood. Comparison of fracture locations from known BFT pediatric cases with identified cranial fracture high-risk impact regions shows a concordance and suggests the presence of a higher fracture risk associated with non-accidental BFT in the lateral vault region in subadults below the age of 2. The absence or lesser development of a three-layered architecture in subadults leaves their cranial bones, particularly in the lateral vault, thin and vulnerable to the effects of BFT.  相似文献

Abstract

This contribution focuses on a policy paradox, a failed attempt to introduce a Solar Water Heater bylaw in a South African city in spite of much initial support, both politically and professionally. The paper combines a policy design and a nodal governance perspective to explain why the law failed to materialise. It uses categories developed by the nodal governance approach to characterise the mentalities and technologies of the public agencies involved in the policy process, and explore how distinct policy cultures are nurtured by the networked relations and concomitant learning contexts of these agencies. The analysis shows how the agencies differ sharply on philosophical and practical grounds as to how they typically think about policy values and interventions. This tends to make the collaboration between them difficult as each of them experiences the other as seeking to frustrate rather to assist the policy process. The paper documents how “superstitious learning” became a predominant trait of the bylaw process, as each of the agencies tended to look for evidence in the actions of officials in the other department that confirmed their stereotypical view of them, and reinforced it during the process of interaction. Insufficient attention was given, early on in the bylaw process, to the fact that these departments would have to cooperate closely and that “buy-in” from both was a critical condition for success. Due to this, unfortunate policy design choices fed forward through the implementation process and disabled opportunities for co-learning and collective problem-solving.  相似文献

Forensic anthropology has long been criticized for its lack of a strong theoretical and scientific foundation. This paper addresses this problem by examining the role of theory in forensic anthropology at different hierarchical levels (high-level, middle-range, and low-level) and the relevance of various theoretical concepts (taphonomic, agency, behavioral archaeology, nonlinear systems, and methodological theories) to the interpretation of forensic contexts. Application of these theories to a case study involving the search for the WWII Goettge Patrol illustrates the explanatory power these theories offer to the interpretation of forensic events as the end product of an often complex set of environmental constraints and behavioral interactions and choices. It also emphasizes the importance of case studies in theory building and hypothesis testing. A theoretical foundation does indeed currently exist in forensic anthropology; however, a recognition and broader implementation of anthropological (archaeological) theory is warranted and will further define forensic anthropology as a scientific endeavor.  相似文献
