Gender equality needs critical consideration in conflict-affected settings

The World Bank's 2012 World Development Report calls for gender equality on a global level but falls short on its analysis of conflict-affected contexts. It is critical that we understand the needs of vulnerable populations in these settings. This viewpoint draws on findings from research in health reform in conflict-affected contexts to highlight some opportunities and challenges for addressing gender equality in these settings, using the policy priorities outlined in the World Bank report. Drawing on this analysis we argue that more attention and action should be focused on addressing gender inequalities and inequities in neglected conflict-affected states.     

The rise and fall of a policy: policy succession and the attempted termination of ecological corridors policy in the Netherlands

In policy analysis, studies on policy termination are rare. This article offers such a study. It presents the story of how, despite attempts by the government to terminate it, Dutch nature policy on ecological corridors continued to be implemented by regional governments and in the field. A case analysis is presented that integrates theories and insights not only from the termination literature but also from the literature on implementation. The different factors identified in the literature that enable or constrain implementation and termination have served as a basis for developing possible explanations of the case study. They cannot, however, serve as generic theories with predictive power. Policy termination as well as policy implementation are highly contextual processes and the question which factors will enable or constrain policy termination and implementation can only be answered on a case by case basis.

Asylum seekers,citizenship and reality TV in the Netherlands: quizzing refugees in jeopardy

This article interrogates a Dutch jeopardy style TV show, Weg van Nederland, featuring young, well-educated asylum seekers about to be deported. The TV program, devised in collaboration with the advocacy group ‘Defense for Children,’ performed the paradoxes resulting from the ‘inclusive exclusion’ of asylum seekers. Yet, its strategy of inscribing the contestants into the space of citizenship by highlighting their ‘rootedness’ through the quiz format also lent support to the exclusivist, essentialist understanding of national belonging that is produced in contemporary Dutch citizenship and integration law. Moreover, the show's focus on successful, thoroughly integrated and career driven young adults, while pragmatic from the perspective of the show's (limited) political objectives, also reproduced the preferred template of neoliberal citizenship, which drives the European migration regime and its policy of selective in/exclusion. These contradictions expose the possibilities, as well as the limitations, of humanitarian appeals working within the contemporary media regime, including reality TV, which imposes its own generic terms (and ideological inflections) on the justice claims launched within its public arena.

Humanitarianism in intra-state conflict: aid inequality and local governance in government- and opposition-controlled areas in the Syrian war

This article argues that humanitarian aid in intra-state conflict plays a crucial but largely unrecognised role in shaping the preconditions for negotiations for peace and post-conflict reconstruction. Drawing on a spatial theory approach, it identifies the role of humanitarian aid as not being temporary and independent, but as forming an integral part of the daily lives of local communities and of continuously evolving structures of governance during conflict. As a result, significant imbalances in the distribution of aid between different geographical areas, as highlighted in the current Syrian war, threaten not only the immediate survival of civilians, but also their future.     

The role of DNA in criminal indictments in Israel

In their investigations of criminal cases, law enforcement agencies rely heavily on forensic evidence. Numerous studies have examined the scientific and technological advancements of DNA testing, but little evidence exists on how the availability of DNA evidence influences prosecutors' decisions to move cases forward in the criminal justice system. We created a new database by juxtaposing data from the Forensics Division of the Israel Police, which recorded the presence (or not) of DNA profiles in criminal cases (n = 9862), and data on the indictment decision for each case (2008–2019). Rates of indictments are computed for each case, and trend lines are used to present variations in the rates of indictment decisions with and without DNA profiles. Approximately 15% of all criminal cases without DNA presented to the prosecutor's office are subsequently prosecuted, compared with nearly 55% of cases with DNA profiles. The presence of DNA evidence influences the prosecutor's decision to move a case forward in the criminal justice system. Utilizing a scientific approach to prosecute offenders is a welcome development; however, DNA evidence is not infallible, and caution must be exercised in regard to DNA's overuse in the legal system.
