The introduction of high yielding varieties into northern Ghana has given rise to a form of mechanised farming of rice in the river valleys. Much of this land was used only for occasional pasture; now it is cultivated by civil servants, military men, traders and farmers from the locality and from neighbouring areas, who have been encouraged by government policy and by the prospect of private gain. In the course of establishing these large farms, the system of land tenure has been radically changed, since written evidence of registration is necessary to raise a loan and to be produced in case of dispute. These changes, combined with the more direct effects of social differentiation, have resulted in the burning of rice and the destruction of machinery. 相似文献

Abstract A simulation model that mirrors the actual practices of lenders in setting qualification requirements for mortgage loans is used to assess the impact of permanent buydowns and buyups on the maximum sale price that buyers can afford. Buydowns are reductions in the coupon rate traded off against higher discount points; buyups are the reverse. Although buydowns have little effect on afford ability, buyups can have significant effects. Their potential is largely unrealized, however, because of the call risk to lenders of loans carrying premiums. The authors propose a “discount recovery” provision, which would be similar to a prepayment penalty except that the payment upon prepayment would be tied to the amount of the discount foregone by the lender. Tax design decisions are subject to many influences, including economic and political realities. Those who make tax policy at the state level are under constant pressure to modify taxes and tax structures at the margin. In making their decisions, policy makers must assess and weigh the often conflicting advice that results from varying outlooks and interests among, as well as within, the groups providing such input.
Using Hawaii's liquor tax as a case study, this paper illustrates how seemingly innocuous policy meddling can turn a good tax into a bad one. The events that led the Hawaii Legislature to decide to substitute a flawed gallonage levy for a successful ad valorem tax are reviewed. The relative merits of ad valorem and per-unit liquor taxes are discussed. Implications of adoption of the gallonage tax are presented. Finally, the article discusses the reasons why meddling may be attractive to both taxpayers and those who levy the tax, and it concludes that tax design criteria should include disincentives to meddle as a reasonable principle of taxation. 相似文献

Abstract: The parliamentary system of government in its Australian form has a number of unresolved problems, notwithstanding its many virtues. One such problem is that of the role of public servants when called before parliamentary committees as witnesses. The current guidelines are mainly advice to public servants as to how they should avoid or defer questions which neither the minister nor the departmental secretary has authorised them to answer. Of course, this is useful and proper within its limits. However, it fails to address many of the dilemmas and career-threatening choices which can face public servants who find themselves being questioned in an aggressive, hostile manner by members of a parliamentary committee. Unfair treatment of witnesses is not a trivial matter and there are more than isolated instances. This article deals with an episode involving the Joint Parliamentary Committee of Public Accounts in 1982. The case is now some years in the past, but it is still worth examining for what it teaches about gaps in our constitutional conventions. At the end of the article we suggest action in four areas. Intensive training and retraining is needed, first in the upper ranks of the public service, and secondly for chairpersons and members of parliamentary committees. Thirdly there is a need for MAB-MIAC to revisit yet again their guidelines on accountability and to instigate a review of the government's guidelines for public servants appearing as witnesses. Both sets of guidelines are anachronisms. Finally, we suggest that, in any future review of government policy in this area, consideration be given to the amendment of relevant legislation to bring due process and the protection of witnesses more closely into line with the rights available to persons appearing before a court. 相似文献

This essay asks what might be most usefully studied in future analyses of the impact of groups on the voting behavior of individuals. A dimension of group analysis so far neglected concerns some value orientations that affect the relevance of group consciousness to voting or other political behavior. In particular, the legitimacy of group political action and of group politics more generally is of central importance. Connected to such evaluations is the character of group comparisons, such as in group-focused relative power deprivation. Also of relevance are competing political value constellations, especially individualism and majoritarianism. By the use of a variety of National Election Studies and Wisconsin survey data, these themes are explored empirically to show the extent of a group focus that goes beyond the usual measures of group consciousness. Relative approval of group-based pluralism is also shown to affect the patterns of relationships of major predictors of turnout. And finally, a LISREL analysis is presented that shows that a group focus is as important as a party focus in affecting the level of political alienation pertinent to voter participation. 相似文献

This paper examines changes that occurred in the political attitudes of Southern and Northern youth from the 1970s to the 1980s. National survey data from the National Opinion Research Center is used. Considering attitudinal changes of people under 30, it appears that trends toward greater political tolerance and greater support for racial and sexual equality will continue in the future. However, this study finds a reversal of the usual trend of greater political tolerance among young people. The United States is increasing in conservatism on the social issues. It has traditionally been assumed that the socially available amount X of a public good is the simple sum of the separate amounts x i produced by the i = 1, ..., I members of the community. But there are many other possibilities of practical importance. Among them are: (i) Weakest-link rule, where the socially available amount is the minimum of the quantities individually provided, and (ii) Best-shot rule, where the socially available amount is the maximum of the individual quantities. The former tends to arise in linear situations, where each individual has a veto on the total to be provided (e.g., if each is responsible for one link of a chain); the latter tends to arise when there is a single prize of overwhelming importance for the community, with any individual's effort having a chance of securing the prize. In comparison with the standard Summation formula of ordinary public-good theory, it is shown that underprovision of the public good tends to considerably moderated when the Weakest-link function is applicable, but aggravated when the Best-shot function is applicable. In time of disaster, where the survival of the community may depend upon each person's doing his duty, the conditions for applicability of the Weakest-link rule are approximated. This circumstance explains the historical observation that disaster conditions tend to elicit an extraordinary amount of unselfish behavior. 相似文献
