The Local Turn in Peace Building: a critical agenda for peace

This article unpacks the renaissance of interest in ‘the local’ in peace building. It pays increased attention to local dimensions of peace in a wider context of increased assertiveness by local actors as well as a loss of confidence by major actors behind international peace-support actors. The article sees the ‘local turn’ in peace building as part of a wider critical turn in the study of peace and conflict, and focuses on the epistemological consequences of the recourse to localism in the conceptualisation and execution of peace building. The local turn has implications for the nature and location of power in peace building. This article is largely conceptual and theoretical in nature but it is worth noting that the local turn is based on reactions to real-world events.     

Biosafety considerations for autopsy

An autopsy may subject prosectors and others to a wide variety of infectious agents, including bloodborne and aerosolized pathogens such as human immunodeficiency virus, hepatitis B and C viruses, and Mycobacterium tuberculosis. Other hazards include toxic chemicals (e.g., formalin, cyanide, and organophosphates) and radiation from radionuclides used for patient therapy and diagnosis. These risks can be substantially mitigated through proper assessment, personal protective equipment, appropriate autopsy procedures, and facility design.     

The Effect of Microneighborhood Conditions on Adult Educational Attainment in a Subsidized Housing Intervention

The ACHIEVEability model of affordable housing aims to promote self-sufficiency by requiring enrollment in postsecondary education in exchange for subsidized housing. In this study, we exploit the quasi random assignment of ACHIEVEability participants (N = 84) to subsidized housing units to evaluate whether microneighborhood environments moderated participants’ progress in postsecondary education. Participants progressed in their educational pursuits in line with program requirements, earning about 12 college credits per year. Neighborhood block group characteristics moderated this progress. Participants who were assigned to housing located in poorer, more violent, and less educated block groups earned credits at a significantly slower rate than participants assigned housing in more advantaged block groups. Our results suggest that the micro environments immediately surrounding residents of subsidized housing matter, even if they are situated within broader contexts of spatial and personal disadvantage.     

A Range of Postmortem Assault Experiments Conducted on a Variety of Denture Labels Used for the Purpose of Identification of Edentulous Individuals

Abstract:  Forensic organizations worldwide have recommended that dental prostheses should be labeled with at least the patient's name and preferably with further unique identifiers such as social security number, etc. The practice of denture marking has been conducted over many years and several denture marking systems have been reported in the dental literature. However, very little is known about the resilience of such systems to conditions experienced in the majority of post- and perimortem assaults. The purpose of this investigation therefore, was to expose a selection of 10 denture labels to a series of hostile environments. Results of the study indicate that the majority of the denture labeling systems appear capable of withstanding a range of common, and not so common postmortem assaults. With regard to thermal insult, however, most performed badly with the exception of a label constructed from stainless steel orthodontic band. However, another label in the form of an electronic RFID-tag performed above expectations in the majority of experiments. Furthermore, its cosmetic appearance has proven most popular with many patients.     

Gender and Social Control in Early 20th-Century Pennsylvania: The Role of the State Industrial Home for Women at Muncy in Reforming Fallen Women

The State Industrial Home for Women at Muncy in Pennsylvania opened in 1920 just as the reformatory movement began to wane and quickly became the sole correctional institution for women in the state, besides county jails. Despite the broader population that Muncy housed, traditional reformatory ideals were still supported and enforced. Yet the practices and programming of the institution also exemplified the changing economic and social role of women in society. Using recently uncovered primary sources from the institution, this article places Muncy within the broader context of the reformatory movement and argues that its dual emphasis played a significant role in its respect and longevity as an institution.     

Health reform in Alberta: The introduction of health regions

Abstract: In 1994, the Government of Alberta passed the Regional Health Authorities Act to abolish nearly 200 existing local hospital and public health boards and replace them with seventeen regional health authorities. Consistent with the larger fiscal agenda, the government's intention was to address health‐care system efficiency through larger integrated management and governance structures. In this article, the authors examine why Alberta decided to create regional health authorities for the management and delivery of a significant range of health services. In examining the interaction of ideas, interests and institutions, the authors conclude that the government was partially successful in aligning existing institutional and interest relationships with an emerging political consensus about cost and sustainability of the health‐care system. Sommaire: En 1994, le gouvernement de l'Alberta a adopté la loi intitulée Regional Health Authorities Act (Loi sur les offices régionaux de santé) en vue d'abolir près de 200 commissions hospitalières et commissions de santé publique locales et de les remplacer par dix‐sept offices régionaux de la santé. Conformément au programme fiscal plus large, l'intention du gouvernement était d'examiner l'efficience du système des soins de santé grâce à des structures intégrées de gestion et de gouvernance plus vastes. Dans le présent article, les auteurs examinent les raisons pour lesquelles l'Alberta a décidé de créer des offices régionaux de la santé pour la gestion et la prestation d'une gamme importante de services de santé. Après avoir étudié les interactions d'idées, d'intérêts et d'institutions, les auteurs ont conclu que le gouvernement avait partiellement réussi à aligner les relations institutionnelles et les relations d'intérêts existantes sur un consensus politique émergent au sujet des coûts et de la viabilité du système de soins de santé.     

Public Sector Reforms and Service Quality Issues From the Perspective of the Small Island Developing States in the Pacific: A Case of Fiji

The purpose of this article is to compare service quality of the Fiji Islands Maritime Safety Administration (FIMSA) and the Maritime Safety Authority of Fiji (MSAF). Using a structured questionnaire, data were collected from 200 Fiji maritime industry stakeholders. Research findings identified FIMSA and MSAF service delivery misalignment with customer expectations; customer’ expectations exceeded perceived customer service experiences of FIMSA and MSAF; and, perceived customer service experiences of MSAF were noticeably better than those of FIMSA.     

Intimate yet dysfunctional? The relationship between governance and conflict resolution in India and the European Union

The rise of India and the EU as global actors has sparked growing interest in their peace-building approaches. This paper compares the objectives and effects of the EU's and India's engagement in different conflict contexts within and alongside their borders. It examines whether their practices of conflict resolution or peace-building strive for more than conflict management or ‘governmentality’. This article asks whether there is sufficient consistency across either actors' governance interventions to even speak of a distinct ‘strategy’ or ‘governance culture’. It illustrates the close relationship between governance and conflict response initiatives but finds that the relationship is often dysfunctional.
